The road transport and particularly the passenger cars are responsible for increasing the share of transport energy consumption and harmful emissions level growth. The fuel economy label is an informative tool to influence customers and manufacturers to put special care to the energy efficiency issue. The implementation of fuel economy label for motor vehicles in Malaysia will prevent the up going trend of petroleum consumption which will be beneficial to consumer and society. As a consequence, the harmful greenhouse gas (GHG) emissions that are the main causes of the global warming and air pollution will be reduced. Studies in developed countries show that implementing the fuel economy label is beneficial for society, government and the environment. This paper focused on a review of international experiences on fuel economy label. It also attempts to discuss about the energy savings possibilities that lead to reduce GHG emissions by implementing the program. The last but not least recommendation is the fact that the sooner the fuel economy label applies for the passenger cars in Malaysia will be more beneficial for the country.  相似文献

The Energy Star label program to promote the diffusion of energy efficient home appliances is arguably the most significant government effort to reduce U.S. residential energy consumption. Program effectiveness requires that consumers are aware of the labeling scheme and also change their purchase decisions based on label information. This paper examines the factors associated with consumer awareness of the Energy Star label of recently purchased ‘white’ major appliances and the factors associated with the choice of Energy Star labeled appliances. The paper finds that household characteristics have a much stronger association with consumer awareness of labels than with the choice of Energy Star appliances. Renting the home, Hispanic ethnicity, being poor or near poor, and living in regions with lower ACEEE scores do, however, decrease the propensity for households to purchase Energy Star appliances. Eliminating these gaps in Energy Star appliance adoption would result in house electricity cost savings of $164 million per year and associated carbon emission reductions of about 1.1 million metric tons per year.  相似文献

能源之星计划是美国用能产品节能管理措施的重要组成部分,对世界各国的节能法规和标准产生了重要影响,在一定程度上,产品获得能源之星认证已成为进入发达国家市场的一个通行证。能源之星计划目前覆盖商业设备、家用电器、办公室设备、照明产品、房屋建材产品5大类60类终端耗能产品。2009年,新颁布了电视机和LED灯等5类产品标准,包括洗碗机、洗衣机、计算机、显示器等13类产品的标准陆续生效,这些新的标准将对我国相关产品出口到美国造成一定影响。生产商获取能源之星认证需要3个步骤:确定产品是否已符合或者能够符合能源之星标准;制造商成为能源之星合作伙伴;履行能源之星合作伙伴的义务。美国能源之星计划与我国能效标准、欧盟EuP/ErP指令三者相比,能源之星的要求较其他两者更严,规定的技术项目也更多。相比之下,我国能效标准水平较低,仍存在提升的空间,同时在实施过程中尚存在法律法规不够健全、行业自律性差、公众能效意识较低等一些现实障碍。  相似文献

Credible estimates of energy savings from green buildings are critical for policy makers to examine the cost and benefit of various incentives intended to encourage commercial buildings to go green (e.g. expedited construction permits, government grants, and property tax incentives). Yet, data limitations have hindered reliable estimations. Filling this gap, this study uses a large panel dataset on energy consumption for commercial buildings in Phoenix metropolitan area, Arizona. By tracking building occupants' monthly energy consumption before and after the building's certification as an Energy Star building, we provide new estimates of the environmental gains from private investment in green real estate. Results show that for occupants that occupy space in a certified building in both the pre-certification and post-certification periods, occupants in Energy Star buildings consume 8% less energy. This empirically robust estimate of potential benefit from green-certification provides a quantifiable benchmark against which green-promoting policies can be measured. We also document evidence of heterogeneous treatment effects. Energy savings differ by the building's initial certification points and the building's baseline energy consumption. These results are useful for policy makers to identify targets for green certification.  相似文献

Energy efficiency is considered one of the most cost effective ways to enhance security of energy supply and reduce greenhouse gas emissions. According to Europe's Energy Efficiency Plan, the biggest energy savings potential in the EU lies in the built environment. However, the many barriers to energy efficiency have prevented the implementation of the existing potential so far. This paper evaluates the existing policy instruments aimed at energy efficiency in buildings in Spain as laid down in the 2nd National Energy Efficiency Action Plan (NEEAP). The results show that the current policy package is insufficient to yield the existing energy savings potential in this sector. As much of the savings potential can be found in existing buildings and realization of this potential very much relies on voluntary action, the renovation sector is in need of an appropriate financial framework that mobilizes sufficient public and private financial resources, and transparent and efficient mechanisms to ensure the return on investment and payments from those who benefit from the renovation. Such financial framework needs to be supported by a regulatory framework that is tuned to existing buildings and an organizational framework that effectively connects the different policy layers in Spain.  相似文献

Energy use in buildings is influenced by a variety of factors in complex ways. Historically, in the UK the efficiency of energy use in buildings has not been a major consideration in their design. Now policy concern with climate change is changing this, because buildings have come to be perceived as the locus of energy use with the highest cost-effective energy savings potential. In the UK, the energy efficiency of the building stock is rather low. The paper focuses largely on energy use in the UK's existing building stock and the two main European Union Directives which affect it: the Energy Performance in Buildings Directive and the Energy Services Directive. The Directives are complex, and there are a number of supporting programmes set up by the European Commission to aid their implementation. Even so, they have been implemented in differing ways in different European countries, and implementation remains patchy. The Directives have the potential to be a major influence on the evolution of the UK's built environment, but their effect will depend on the details of the Directives’ implementation and enforcement, many of which are not yet clear.  相似文献

Steam systems consume approximately one third of energy applied at US industrial facilities. To reduce energy consumption, steam system energy assessments have been conducted on a wide range of industry types over the course of 5 years through the Energy Savings Assessment (ESA) program administered by the US Department of Energy (US DOE). ESA energy assessments result in energy efficiency measure recommendations that are given potential energy and energy cost savings and potential implementation cost values. Saving and cost metrics that measure the impact recommended measures will have at facilities, described as percentages of facility baseline energy and energy cost, are developed from ESA data and used in analyses. Developed savings and cost metrics are examined along with implementation and rejection rates of recommended steam system energy efficiency measures. Based on analyses, implementation of steam system energy efficiency measures is driven primarily by cost metrics: payback period and measure implementation cost as a percentage of facility baseline energy cost (implementation cost percentage). Stated reasons for rejecting recommended measures are primarily based upon economic concerns. Additionally, implementation rates of measures are not only functions of savings and cost metrics, but time as well.  相似文献

The Digital Television (DTV) Converter Box Coupon Program was administered by the U.S. government to subsidize purchases of digital-to-analog converter boxes, with up to two $40 coupons for each eligible household. In order to qualify as Coupon Eligible Converter Boxes (CECBs), these devices had to meet a number of minimum performance specifications, including energy efficiency standards. The Energy Star Program also established voluntary energy efficiency specifications that are more stringent than the CECB requirements. In this study, we measured the power and energy consumptions for a sample of 12 CECBs (including 6 Energy Star labeled models) in-use in homes and estimated aggregate energy savings produced by the energy efficiency policies. Based on the 35 million coupons redeemed through the end of the program, our analysis indicates that between 2500 and 3700 GWh per year are saved as a result of the energy efficiency policies implemented on digital-to-analog converter boxes. The energy savings generated are equivalent to the annual electricity use of 280,000 average US homes.  相似文献

In this paper, the performance of wind energy system is assessed thermodynamically, from resource and technology perspectives. The thermodynamic characteristics of wind through energy and exergy analyses are considered and both energetic and exergetic efficiencies are studied. Wind speed is affected by air temperature and pressure and has a subsequent effect on wind turbine performance based on wind reference temperature and Bernoulli’s equation. VESTAS V52 wind turbine is selected for (Sharjah/UAE). Energy and exergy efficiency equations for wind energy systems are further developed for practical applications. The results show that there are noticeable differences between energy and exergy efficiencies and that exergetic efficiency reflects the right/actual performance. Finally, exergy analysis has been proven to be the right tool used in design, simulation, and performance evaluation of all renewable energy systems.  相似文献

In this paper, a quantitative algorithm for direct and indirect energy savings is developed based on the database analysis of China's energy consumption per GDP in the last two decades. The result shows that direct energy savings due to improved energy conversion and end-use utilization efficiencies only account for 26.5% of the total energy savings, and that indirect energy savings due to increased added value of products, product shifts, and structure shifts in industries account for 73.5% of the total energy savings. Factors affecting indirect energy savings are then analyzed, and total energy system efficiencies and direct energy savings in 2020 are quantitatively estimated, which shows that enlarging indirect energy savings is a more crucial task for China's macro-energy conservation in the future. The paper suggests that China should pay more attention to indirect energy savings to improve the energy utilization output benefits by increasing the added value of products, optimizing product and industry structures, and improving production technologies. The potential of indirect energy savings in China is more significant compared with developed countries.  相似文献

This study examines the price premium from Korea's Energy Efficiency Grade Label. The Korean government recently began energy certification of televisions, providing a setting to analyze a possible price effect of the new label. Hedonic regression results seem to show that a price premium exists for products with the Energy Efficiency Grade Label. However, potential unobserved heterogeneity is a concern. Difference-in-difference and fixed-effects models are used to capture the net effect of the label by controlling for time and product differences. The results suggest that any price premium does not result from the energy efficiency label itself. Instead, energy-efficient products already had higher prices before the introduction of the energy efficiency label. The finding turns our attention to the importance of careful design of labeling programs.  相似文献

China has implemented a series of minimum energy performance standards (MEPS) for over 30 appliances, voluntary energy efficiency label for 40 products, and a mandatory energy information label that covers 19 products to date. However, the impact of these programs and their savings potential has not been evaluated on a consistent basis. This paper uses modeling to estimate the energy saving and CO2 emission reduction potential of the appliances standard and labeling program for products for which standards are currently in place, under development or those proposed for development in 2010 under three scenarios that differ in the pace and stringency of MEPS development. In addition to a baseline “frozen efficiency” scenario at 2009 MEPS level, the “Continued Improvement Scenario” (CIS) reflects the likely pace of post-2009 MEPS revisions, and the likely improvement at each revision step. The “Best Practice Scenario” (BPS) examined the potential of an achievement of international best-practice efficiency in broad commercial use today in 2014. This paper concludes that under “CIS”, cumulative electricity consumption could be reduced by 9503 TWh, and annual CO2 emissions of energy used for all 37 products would be 16% lower than in the frozen efficiency scenario. Under a “BPS” scenario for a subset of products, cumulative electricity savings would be 5450 TWh and annual CO2 emissions reduction of energy used for 11 appliances would be 35% lower.  相似文献

Owing to the rapid development of economy and the stable improvement of people's living standard, central air conditioning units are broadly used in China. This not only consumes large energy, but also results in adverse energy-related environmental issues. Energy efficiency standards are accepted effective policy tools to reduce energy consumption and pollutant emissions. Recently, China issued two national energy efficiency standards, GB19577-2004 and GB19576-2004, for vapor compression central air conditioning units for the first time. This paper first reviews the two standards, and then establishes a mathematic model to evaluate the potential energy savings and environmental impacts of the standards. The estimated results indicate implementing these standards will save massive energy, as well as benefit greatly to the environment. Obviously, it is significant to implement energy efficiency standards for central air conditioning units in China.  相似文献

Expanding energy conservation and efficiency in every sector nationwide is one of the most cost-effective instruments for reducing US energy imports, the trade deficit and energy’s environmental impacts. For these reasons, energy conservation and efficiency have been essential elements of US energy policy since the oil embargos and price spikes of the 1970s. The Energy Independence and Security Act of 2007 (EISA) is the latest federal legislation to expand and strengthen US energy conservation and efficiency policies, programs, and practices. Specifically, EISA and its recent predecessor, the Energy Policy Act of 2005 (EPAct05), contain almost 200 titles with new provisions for energy conservation and efficiency aimed at improvements in vehicle fuel economy. These provisions include efficiency of appliances and lighting; energy savings in residential, commercial, and government buildings; the efficiency of industrial manufacturing plants; and the efficiency of electric power delivery and end-use. These actions have begun to contribute to new federal, state, and local policies, programs, and practices across the US, and expectations are high for increases in the level of energy savings. This paper summarizes the history of US energy conservation and efficiency policies, outlines EISA’s and EPAct05’s key provisions, and considers prospects for the future.  相似文献

Although energy efficiency implementation is increasingly being recognized by policymakers worldwide as one of the most effective means to mitigating rising energy prices, tackling potential environmental risks, and enhancing energy security, mainstreaming its financing in developing country markets continues to be a challenge. Experience shows that converting cost-effective energy savings potential, particularly the demand-side improvement opportunities across sectors, into investments face many barriers and unforeseen transaction costs. This paper draws upon selected experiences with financing energy efficiency in developing countries to explore the key factors of various programmatic approaches and financing instruments that have been applied successfully for delivering energy efficiency solutions. Through case studies, a diverse range of institutional issues are examined related to the identification, packaging, designing, and monitoring approaches that have been used to catalyze traditional and innovative financing of energy efficiency projects. With adequate liquidity in major developing country markets and availability of modern energy savings technologies, it is often the institutional issues that become a key challenge to address in order to finance and implement robust programs. As further operational experience is gained, increased knowledge sharing can lead to scaling-up of such energy efficiency investments. The paper concludes with some ideas for accelerating implementation.  相似文献

Energy balance equations are used to model the solar energy capture (SEC) system and the thermal energy storage (TES) system of a proposed indirect solar cooker. An oil-pebble bed is used as the TES material. Energy and exergy analyses are carried out using two different charging methods to predict the performance of the TES system. The first method charges the TES system at a constant flowrate. In the second method, the flowrate is made variable to maintain a constant charging temperature. A Simulink block model is developed to solve the energy balance equations and to perform energy and exergy analyses. Simulation results using the two methods indicate a greater degree of thermal stratification and energy stored when using constant-temperature charging than when using constant-flowrate charging. There are greater initial energy and exergy rates for the constant-flowrate method when the solar radiation is low. Energy efficiencies using both methods are comparable whilst the constant-temperature method results in greater exergy efficiency at higher levels of the solar radiation. Parametric results showing the effect of each charging method on the energy and exergy efficiencies are also presented.  相似文献

The growing recognition of the potential energy savings available through improvements in energy efficiency has sparked an increased interest in the actors involved in implementing these improvements and the barriers that they can encounter. This paper identifies these actors and creates a topology for the various barriers that hinder their efforts to achieve better energy efficiencies at the very lowest level of the energy consumer to the very highest level of the global financial agencies. The analysis concludes that four essential factors will help facilitate the dissemination of energy-efficiency improvements: relying on combinations of measures for overcoming each barrier to energy efficiency; using combinations of measures at the strategic level; employing policy-assisted, market-oriented mechanisms and promoting technological innovation as a means for achieving improved energy efficiency.  相似文献

The computer program FREDOCAN allows one to assess the impact of energy conservation policies on the household sector due to thermal insulation measures and to various options concerning domestic heating plants. the insulation policy must be specified, giving in input to the program the housing stock and the fraction of dwellings to be insulated as a function of time. the different insulation measures are evaluated both separately and in a combined way. the evaluations are performed both from financial and energy analysis point of view, determining the internal rates of return of the investments, financial and energy pay-back times under static and dynamic conditions. The space heat savings evaluated in the first part of the program allow one to calculate, in the second part, additional savings due to the reduction of the investments required for the heating plants. It is also possible to assess the variation with time of the heating plant mix, taking into account of improved efficiencies and different energy sources. A test case for the North of Italy is described. It shows that a very simple insulation of both existing and new houses limits the growth of energy demand to only 18 per cent above the 1977 consumption levels, although the combined effects of new constructions and of an extensive upgrading of heating systems would require a 75 per cent energy demand increase.  相似文献

Rebound effect is defined as the lost part of ceteris paribus energy savings from improvements on energy efficiency. In this paper, we investigate economy-wide energy rebound effects by developing a computable general equilibrium (CGE) model for Georgia, USA. The model adopts a highly disaggregated sector profile and highlights the substitution possibilities between different energy sources in the production structure. These two features allow us to better characterize the change in energy use in face of an efficiency shock, and to explore in detail how a sector-level shock propagates throughout the economic structure to generate aggregate impacts. We find that with economy-wide energy efficiency improvement on the production side, economy-wide rebound is moderate. Energy price levels fall very slightly, yet sectors respond to these changing prices quite differently in terms of local production and demand. Energy efficiency improvements in particular sectors (epicenters) induce quite different economy-wide impacts. In general, we expect large rebound if the epicenter sector is an energy production sector, a direct upstream/downstream sector of energy production sectors, a transportation sector or a sector with high production elasticity. Our analysis offers valuable insights for policy makers aiming to achieve energy conservation through increasing energy efficiency.  相似文献
