Biofuel market and carbon modeling to analyse French biofuel policy   总被引:1,自引:0,他引:1

In order to comply with European Union objectives, France has set up an ambitious biofuel plan. This plan is evaluated on the basis of two criteria: tax exemption on fossil fuels and greenhouse gases (GHG) emission savings. An economic marginal analysis and a life cycle assessment (LCA) are provided using a coupling procedure between a partial agro-industrial equilibrium model and an oil refining optimization model. Thus, we determine the minimum tax exemption needed to place on the market a targeted quantity of biofuel by deducting the biofuel long-run marginal revenue of refiners from the agro-industrial marginal cost of biofuel production. With a clear view of the refiner's economic choices, total pollutant emissions along the biofuel production chains are quantified and used to feed an LCA. The French biofuel plan is evaluated for 2008, 2010 and 2012 using prospective scenarios. Results suggest that biofuel competitiveness depends on crude oil prices and demand for petroleum products and consequently these parameters should be taken into account by authorities to modulate biofuel tax exemption. LCA results show that biofuel production and use, from “seed to wheel”, would facilitate the French Government's compliance with its “Plan Climat” objectives by reducing up to 5% GHG emissions in the French road transport sector by 2010.  相似文献

Growing demand for transport biofuels in the EU is driving an expansion of the industry in developing countries. Large-scale production of energy crops for biofuel, if mismanaged, could cause detrimental environmental and social impacts. The aim of this study is to examine whether the newly adopted EU Directive 2009/28/EC and its sustainability certification system can effectively ensure sustainable production of biofuels outside the EU. Mozambique, a least developed country with biofuels ambitions, is selected as empirical case. The effectiveness of the EU policy in analysed employing ideal models of external governance (hierarchical, market and network governance) as analytical framework. The findings show that the EU attempts to impose its rules and values on sustainable biofuels using its leverage through trade. The market approach adopted by the EU is expected to produce only unstable (subject to abrupt changes of market prices and demand) and thin (limited to climate and biodiversity issues) policy results. Stronger emphasis on a network oriented approach based on substantial involvement of foreign actors, and on international policy legitimacy is suggested as a way forward.  相似文献

Particular attention is dedicated to blending targets, support schemes and feedstock use. A common assumption in lifecycle assessment (LCA) based estimates of greenhouse gas (GHG) benefits (or costs) of renewable fuel such as biofuel is that it simply replaces an energy-equivalent amount of fossil fuel and that total fuel consumption remains unchanged. However, the adoption of renewable fuels will affect the price of fuel and therefore affect total fuel consumption which, may increase or decrease depending on the policy regime and market conditions. Using a representative two-region model of the global oil market in which, one region implements a domestic biofuel mandate and the other does not, we show that the net change in global fuel consumption due to the policy, which we term indirect fuel use change (IFUC), can have a significant impact on the net GHG emissions associated with biofuel. If LCA-based regulations are designed to account for indirect emissions such as indirect land use change, then we argue that IFUC emissions cannot be ignored. Our work also shows how different policies can affect the environmental impact from adopting a given clean technology differently.  相似文献

Global land-use implications of first and second generation biofuel targets   总被引:1,自引:0,他引:1  
Recently, an active debate has emerged around greenhouse gas emissions due to indirect land use change (iLUC) of expanding agricultural areas dedicated to biofuel production. In this paper we provide a detailed analysis of the iLUC effect, and further address the issues of deforestation, irrigation water use, and crop price increases due to expanding biofuel acreage. We use GLOBIOM – an economic partial equilibrium model of the global forest, agriculture, and biomass sectors with a bottom-up representation of agricultural and forestry management practices. The results indicate that second generation biofuel production fed by wood from sustainably managed existing forests would lead to a negative iLUC factor, meaning that overall emissions are 27% lower compared to the “No biofuel” scenario by 2030. The iLUC factor of first generation biofuels global expansion is generally positive, requiring some 25 years to be paid back by the GHG savings from the substitution of biofuels for conventional fuels. Second generation biofuels perform better also with respect to the other investigated criteria; on the condition that they are not sourced from dedicated plantations directly competing for agricultural land. If so, then efficient first generation systems are preferable. Since no clear technology champion for all situations exists, we would recommend targeting policy instruments directly at the positive and negative effects of biofuel production rather than at the production itself.  相似文献

While the world's transport energy matrix is still strongly linked to limited and heavily polluting fossil fuels, new markets are appearing for the production and use of alternative transport fuels, such as liquid biofuels. Due to an interconnected global economy, such markets today are developing on a global scale with actors looking to meet local as well as potential international demand. The aim of this paper is to describe and evaluate the emergence of markets for liquid biofuels in Argentina. It reveals that biodiesel production for international supply is likely to emerge in the short run (up to 2010), giving the opportunity to be switched back to local supply in the medium run (post-2010). It also suggests that a bioethanol market (demand and supply) does not seem to be likely in the short run, and it is highly uncertain in the medium run as the most influential actors oppose its development. On the other hand, the current constellations of the biodiesel market appear to leave many uncertainties regarding its sustainability, especially in regard to a limited role of small and medium sized enterprises, and a suitable and diversified biodiesel feedstock. Currently, the focus lies solely on (very) large-scale production of biodiesel derived from soybean oil for the export market.  相似文献

In 2008, the UK launched the first regulatory sustainability reporting scheme for biofuels. The development of the scheme, managed by the Low Carbon Vehicle Partnership for the Department for Transport, involved extensive stakeholder engagement. The scheme has significantly increased understanding by policy-makers, the biofuels industry and its supply chains on how to monitor and manage the sustainability risks of biofuels and increase their greenhouse-gas benefits. It is providing a practical model for similar developments globally. To receive certificates in order to meet volume obligations under the Renewable Transport Fuel Obligation (RTFO), suppliers must provide a monthly carbon and sustainability report on individual batches of renewable fuels they supply into the UK. The Renewable Fuels Agency produces aggregate monthly reports of overall performance and quarterly updates of individual supplier performance. This scheme is an important first step to assist the biofuels industry to demonstrate its environmental credentials and justify the subsidies received. The paper provides a case study of the development of the scheme, its initial outcomes and outstanding challenges.  相似文献

AimsThe emergence of second generation (2G) biofuels is widely seen as a sustainable response to the increasing controversy surrounding the first generation (1G). Yet, sustainability credentials of 2G biofuels are also being questioned. Drawing on work in Science and Technology Studies, we argue that controversies help focus attention on key, often value-related questions that need to be posed to address broader societal concerns. This paper examines lessons drawn from the 1G controversy to assess implications for the sustainability appraisal of 2G biofuels.ScopeWe present an overview of key 1G sustainability challenges, assess their relevance for 2G, and highlight the challenges for policy in managing the transition. We address limitations of existing sustainability assessments by exploring where challenges might emerge across the whole system of bioenergy and the wider context of the social system in which bioenergy research and policy are done.ConclusionsKey lessons arising from 1G are potentially relevant to the sustainability appraisal of 2G biofuels depending on the particular circumstances or conditions under which 2G is introduced. We conclude that sustainability challenges commonly categorised as either economic, environmental or social are, in reality, more complexly interconnected (so that an artificial separation of these categories is problematic).  相似文献

The objective of this article is to analyze the Brazilian Biodiesel Policy (PNPB) and to identify the social and environmental aspects of sustainability that are present or absent within it. Biofuels, namely alcohol and biodiesel, have been increasing in popularity on a global scale due to their potential as alternative and renewable energy sources. Brazil, a vast country blessed with abundant natural resources and agricultural land, has emerged as a global leader in the production of biofuels. This article includes a brief analysis of the concept of sustainable development, which served as a basis to evaluate the Policy documents. Although PNPB's implementation, which began in 2004, is still within its initial stage, it was possible to identify and elaborate on the environmental and social aspects of the Policy, namely: the social inclusion of family farmers; regional development; food security; influencing the carbon and energy balance of biodiesel; promoting sustainable agricultural practices and a diversity of feedstock.  相似文献

Biofuels nowadays are an important topic of study. The most significant point is the availability of bioethanol or biodiesel and their production from different raw materials. It is already known that large-scale production of first-generation biodiesel cannot be seen as an alternative to fossil fuels due to land requirements, competition with food, increase in fertilizer requirements and pressure on tropical forests among others. This fact does not necessarily apply to second-generation biofuels or small-scale niche productions. Straight vegetable oil (SVO) can be used directly in diesel engines with minor modifications. Our proposal is a small-scale SVO production system for self-supply in agricultural machinery. In this paper a model to provide SVO to local farmers in a specific area in Catalonia (Spain) is presented. We also present a discussion about the regulations to be changed in order to make possible the incorporation of SVO as engine fuel in diesel vehicles and a comparative analysis between the emissions of tractors fed with SVO and petrodiesel. Moreover, a quantitative economic analysis of modifying diesel engines and long-term operability costs are shown and a first-run economic analysis comparing the actual crop rotation with the proposed one and some alternatives is studied.  相似文献

We develop an analytical and numerical model that integrates land, fuel, and food markets to evaluate the welfare implications of the U.S. Renewable Fuel Standard (RFS). Each dollar reduction in the external costs of oil dependency comes at the expense of additional environmental external costs of $0.53. Conditional on the categories of external benefits we consider, the RFS fails a benefit–cost test when excluding the change in the trade balance, with net costs totaling $1.4 billion in 2015. Further, policymakers would have to value the external costs of oil dependency at $1.05 per gallon of gasoline in order for the RFS to pass a benefit–cost test, which is nearly five times larger than central estimates of the oil premium.  相似文献

Pre-vaporization and pre-mixing are the two main features of LPP type of combustor that operate on liquid fuels. The pre-vaporization length scale is one of its most important design parameters. In this study, the goal is to put forward a simulation based correlation for fuel vaporization performance as a function of dimensionless parameters for crossflow type of injections. Two types of fuels are studied here: jet-A and one of its potential biofuel substitutes, RME. Different sets of spray simulations are considered for crossflow type of injections. Correlations are provided for both jet-A and RME's vaporization performance as a function of non-dimensional inlet air temperature, fuel/air momentum flux ratio and normalized spray traverse distance.  相似文献

Promoted by the Mozambican government, Nhambita community established jatropha trials in 2005. The utilisation of biofuels is attracting growing support from the European Union and member states as a strategy to tackle climate change, enhance energy security, and contribute to regional development. This paper describes, compares, and analyses the markets for biofuels in Germany and the UK. The introduction of biofuels for transport in these member states provides contrasting pictures, and the success or failure of biofuels here is pertinent to the development and diffusion of biofuels across Europe. This paper concentrates on the socio-political context for the biofuels industry in Germany and the UK, discusses the lessons learned from the German and British experiences, and presents general conclusions for policy-makers that are predominantly relevant for the early stages of a biofuels industry.  相似文献

The multi-actor multi-criteria analysis (MAMCA) is a methodology to evaluate different policy measures, whereby different stakeholders’ opinions are explicitly taken into account. In this paper, the framework is used to assess several biofuel options for Belgium that can contribute to the binding target of 10% renewable fuels in transport by 2020, issued by the Renewable Energy Directive (RED). Four biofuel options (biodiesel, ethanol, biogas and synthetic biodiesel (also referred to as “biomass-to-liquid” or BTL)) together with a reference fossil fuel option, are evaluated on the aims and objectives of the different stakeholders involved in the biofuel supply chain (feedstock producers, biofuel producers, fuel distributors, end users, vehicle manufacturers, government, NGOs and North–South organizations). Overall, the MAMCA provided insights in the stakeholder’s position and possible implementation problems for every biofuel option. As such, it helps decision makers in establishing a supportive policy framework to facilitate implementation and to ensure market success, once they have decided on which biofuel option (or combination of options) to implement.  相似文献

Despite its promising prospects, a growing global bio-energy market may have sustainability risks as well. Governing this market with respect to installing safeguards to ensure sustainable biomass production might reduce these risks. Therefore, proposals for governance systems for bio-energy are discussed in this article. The proposals are based on comparative case study research on the governance of comparable commodities. By assessing the governance system of global coffee trade, fair trade coffee, the global and the EU sugar market and Forest Stewardship Council (FSC) wood, strong and weak points of governance systems for commodities are discerned. FSC is selected as the best performing case study and serves as the proposal's basis. FSC's weaknesses are minimized by, among others, using the lessons learned from the other case studies. This results in a system consisting of two pillars, a bio-energy labelling organization (BLO) and a United Nations Agreement on Bio-energy (UNAB). Although consulted experts in the research process are critical about this system they do suggest several conditions a governance system for bio-energy should meet in order to be effective, such as a facilitative government, professional monitoring and using progressive certification combined with price premiums. Energy diversification and the use of renewable energy sources are key points in the European energy strategy. Biofuels are the most popular renewable resource option for the transport sector, and the European Union has established objectives that the Member States must adopt and implement. However, biofuel production at such a scale requires a considerable amount of water resources, and this water–energy nexus is rarely taken into account. This paper shows the strong nexus between water and energy in biofuel production and estimates the virtual water (VW) content and the water footprint (WF) from the raw material production that will be needed to reach the Spanish targets for biofuel consumption by 2010. The results show how the impact of such targets on the global and local water situation could be reduced through virtual water imports and, at the same time, how these imports could increase Spain’s water and energy dependence. Hence, in order to manage water from an integral perspective of the territory, the inclusion of biofuel consumption objectives should go hand in hand with measures to reduce the demand of energy in the transport sector.  相似文献

The increased use of fossil fuels in the transportation sector has led to an exponential rise of carbon dioxide in the atmosphere. The carbon dioxide (CO2) is the major cause of global warming resulting in climate change and extreme weather conditions. This study explores the ways of reducing the CO2 emission from the exhaust of a common rail engine. The reduction in CO2 emissions were achieved by a combination of methods. It includes the use of low carbon biofuels (cedarwood oil (CWO), and wintergreen oil (WGO)), induction of zero-carbon, hydrogen in the intake manifold and a zeolite-based after-treatment system. In diesel, CWO and WGO were blended 20% by volume and experiments were conducted at different load conditions. The results shows that 20% blending of winter green oil resulted in maximum CO2 reduction of 20% as compared to diesel. The emission was further reduced with the induction of hydrogen along with the after-treatment system. It is seen that a maximum of 54% reduction in CO2 emission could be achieved with the combination for WGO in comparison to diesel without much affecting the other emissions and performance parameters.  相似文献

This paper describes a methodology to explore the (future) spatial distribution of biofuel crops in Europe. Two main types of biofuel crops are distinguished: biofuel crops used for the production of biodiesel or bioethanol, and second-generation biofuel crops. A multi-scale, multi-model approach is used in which biofuel crops are allocated over the period 2000-2030. The area of biofuel crops at the national level is determined by a macro-economic model. A spatially explicit land use model is used to allocate the biofuel crops within the countries. Four scenarios have been prepared based on storylines influencing the extent and spatial distribution of biofuel crop cultivation. The allocation algorithm consists of two steps. In the first step, processing plants are allocated based on location factors that are dependent on the type of biofuel crop processed and scenario conditions. In the second step, biofuel crops are allocated accounting for the transportation costs to the processing plants. Both types of biofuel crops are allocated separately based on different location factors. Despite differences between the scenarios, mostly the same areas are showing growth in biofuel crop cultivation in all scenarios. These areas stand out because they have a combination of well-developed infrastructural and industrial facilities and large areas of suitable arable land. The spatially explicit results allow an assessment of the potential consequences of large-scale biofuel crop cultivation for ecology and environment.  相似文献

Over the last decade, the production and consumption of biofuels increased rapidly worldwide, in an attempt to reduce GHG (greenhouse gas) emissions, diversify transportation fuels, promote renewable energy, and create or maintain employment, especially in rural areas and developing countries. Although policy instruments being currently implemented in industrialized regions focus on sustainable biofuels, the definition and assessment of sustainability remains a highly debated issue. Several countries have adopted compulsory targets or financial incentives for promoting biofuels, and only a few countries have accounted for sustainability certification schemes for those biofuels within their policy framework. In this paper, a logic-based model for assessing the sustainability of biofuels is presented. The model uses a hierarchical structure to link multiple factors from the more specific variables to the most general one, sustainability performance. The strengths and limitations of the model are discussed and the anticipated improvements are provided.  相似文献
