This paper examines the current situation of wind industry development, evaluates the potentials of GHG mitigation and identifies the key determinants of scaling up wind power deployment in China. China has doubled its wind capacity every year for the past 4 years, the total installed capacity reached 12 Gigawatts (GW) and surpassed the 10-GW target 2 years ahead of schedule in the national plan for renewable energy development [38], [71], [87],and would reach 100–120 GW by 2020 according to the government’s new energy plan. It may become the biggest wind power generation and wind turbines manufacturing country of the world in the next years if the abundant wind resources and enormous domestic market can be harnessed with appropriate policies and efficient technology. The recent positive move in vigorous development of wind power in China implies that the total installed capacity will far exceed the targets of the government’s 2007 renewable energy plan. However, the prosperous Chinese wind market has also revealed some worrisome signals and weakness [28], [58], such as low capacity factor and frequent outage of wind farms, inadequate grid infrastructure, long distance transmission, low quality of turbines, adverse price bidding, nepotism in wind farm developer selection process and regulatory uncertainty and policy inconsistency which all conspire to hinder effective power generation in the massively new installed wind capacities. A coherent policy framework is required for creating enabling environment for accelerating wind energy penetration and state-of-art technology deployment in the country. It is argued that institutional, financial and technical capacity will need to be cemented to exploit the huge potentials of wind resources to meet the rapidly growing demand for electricity in China in the coming decades with minimised environmental implications.  相似文献

China's wind curtailment and photovoltaic curtailment was one of the prominent issues in 2014, and the renewable curtailment worsened in 2015. With the rapid growth of renewables, the phenomenon of the insufficiency in renewable accommodation capability is becoming more and more serious in 2016. In that case, the problem of the insufficient accommodation capability is pointed out by analyzing China's development requirements. The renewable power generation scale, the renewable power consumption, and the restrictions on the renewable electricity generation are discussed from the China's market perspective. Meanwhile, the legal environment, the planning requirement, the institutional setting, and the policy tools are introduced from the perspective of governmental regulation. An empirical analysis, a cause analysis and a trend analysis are illustrated before explaining the problem of renewable curtailment and proposing a solution for enhancing the accommodation capability. According to the analysis results, the solution for addressing the wind curtailment and PV curtailment is offered with respect to the technology, the institution, the legislation, and the political aspect. Through the research, the research conclusions are drew finally and the corresponding policy recommendations are put forward.  相似文献

As the largest developing country, China has abundant wind, biomass and solar energy resources. Under the large demand for electricity and the shortage of fossil energy, it is essential to develop renewable energy generation in China. This paper analyzes the resources, scale, market operation, profitability and policies of China’s wind, biomass and solar power generation and gives a discussion of the investment risks in the current situation. This study investigates the effectiveness of regionally differentiated feed-in tariffs (FIT) for the development of renewable energy in China. By using a spatial regression discontinuity design, we estimate the impacts of regionally differentiated FITs on the outcome indicators of wind and solar power generation, such as utilization rate, installed capacity, power generation, and hours of operation. Our findings show that FIT implementation plays an important role in promoting renewable energy development. A small difference in the tariff rate leads to statistically significant differences in outcome indicators among regions. Our results suggest that regionally differentiated FITs might help mitigate the overproduction of wind electricity in regions with abundant wind resources but low electricity demand. In addition, we conclude that enlarged tariff gap among regions can lead to greater impact on increasing installations of renewable power generation facilities in resource-poor regions.  相似文献

After tremendous growth of wind power generation capacity in recent years, China now has 44.7 GW of wind-derived power. Despite the recent growth rates and promises of a bright future, two important issues - the capability of the grid infrastructure and the availability of backup systems - must be critically discussed and tackled in the medium term.The study shows that only a relatively small share of investment goes towards improving and extending the electricity infrastructure which is a precondition for transmitting clean wind energy to the end users. In addition, the backup systems are either geographically too remote from the potential wind power sites or currently financially infeasible. Finally, the introduction of wind power to the coal-dominated energy production system is not problem-free. Frequent ramp ups and downs of coal-fired plants lead to lower energy efficiency and higher emissions, which are likely to negate some of the emission savings from wind power.The current power system is heavily reliant on independently acting but state-owned energy companies optimizing their part of the system, and this is partly incompatible with building a robust system supporting renewable energy technologies. Hence, strategic, top-down co-ordination and incentives to improve the overall electricity infrastructure is recommended.  相似文献

In order to promote the production and use of electricity generated from renewable energy sources, support schemes such as the Renewables Portfolio Standard and various green power programs have been implemented. When evaluating the costs and benefits associated with those schemes, people need accurate information about the characteristics of renewable generation. The objective of the present paper is to identify the kind of information to be provided to lay people in Japan in order to enhance their understanding of biomass generation. We used the two-stage “mental model” method to conduct open-ended interviews and a questionnaire survey to reveal people’s beliefs about biomass generation. From the survey results, it was identified that the information to be provided should include the following: (a) definitions of biomass and biomass generation, (b) specific generation technologies, (c) the carbon neutral concept of biomass, (d) non-use of energy food crops in Japan, (e) sustainable availability of resources under certain conditions, and (f) high generation costs with their causes, such as collection costs of resources.  相似文献

Solar XXI building is a low energy office building where passive and active solar strategies have been applied to reduce the use of energy for heating, cooling and lighting, combining also an extensive photovoltaic façade for electricity production. Solar XXI opened in 2006 and is considered a high efficient building, close to a net zero energy building (NZEB), where the difference between the energy consumed and that produced is 1/10th of the energy consumed by a Portuguese standard new office building. Its design includes many energy efficiency concepts, such as a high insulated envelope, south sun exposure, windows external shading, photovoltaic panels heat recovery, ground-cooling system, daylighting, stack effect and cross ventilation. The solar gains of the windows and the effectiveness of shading devices were evaluated in order to correlate solar radiation, external and indoor air temperatures. It was also verified that amplitude-dampening of ground-cooled air ranged between 5 and 8 °C, following the trend of the analytical solution for heat diffusion of a cylindrical air/soil heat-exchanger.  相似文献

Coal power holds the king position in China's generation mix and has resulted in ever-increasing ecological and environmental issues; hence, the development of the electric power sector is confronted with a series of new challenges. China has recently adopted a new economic principle of the “new economic normal,” which has a large effect on the projection electricity demand and power generation planning through 2020. This paper measures electricity demand based upon China's social and economic structure. The 2020 roadmap presents China's developing targets for allocating energy resources to meet new demands, and the 2030 roadmap is compiled based upon an ambitious expansion of clean energy sources. Results show that electricity demand is expected to reach 7500 TWh in 2020 and 9730 TWh in 2030. Coal power is expected to reach its peak in 2020 at around 970 GW, and will then enter a plateau, even with a pathway of active electricity substitution in place.  相似文献

Electricity is a non-storable commodity frequently traded in complex markets characterized by oligopolistic structures and uniform-price auctions. Electricity prices have idiosyncratic patterns not addressed by the usual commodity pricing literature. This paper develops an electricity market model that allows for oligopoly, vertical integration, and a uniform-price auction mechanism. It derives a linear equilibrium relationship between spot prices and state variables affecting firms' costs and demand. It then applies a two-factor forward pricing model over the equilibrium spot price process, and shows that forward prices can be positively affected by spot market power. An empirical estimation of the model follows, using NZEM data.  相似文献

To clarify the role of carbon surface nature in the power generation of microbial fuel cell (MFC) based on carbon anode, three carbon felt samples, obtained by simple water cleaning (CCF), heating (HCF) and oxidation with ammonium persulfate (ACF), were characterized with SEM, BET, FTIR, cyclic voltammetry and acid titration, and their performances as anode of MFC were investigated with polarization curve measurement, chronoamperometry and chronopotentiometry. It is found that the power output of MFC depends on the morphology rather than the oxygen-containing group concentration of the carbon felt surface. CCF, HCF and ACF have their surface oxygen-containing groups of 1.52, 0.8 and 0.45 mM m−2 and specific surface areas of 0.33, 0.65 and 1.19 m2 g−1, but yield their maximal power densities of 606, 858 and 990 mW m−2, respectively. This study suggests that intensive attention should be paid to the design of surface morphology in order to improve power generation of MFC.  相似文献

This paper investigates the relationship between the green economy and green jobs in China through the following question: Can the current GHG mitigation policies in China’s power generation sector bring more jobs to China? Using both analytical and input–output models this paper analyzes the direct and indirect employment impacts of two main mitigation policies in the power generation sector. This paper proves that the above-mentioned question is not simple. Mitigation policies in China’s power generation sector from 2006 to 2009 caused a total of 44 thousand net jobs losses. However, as the share of renewable energy that has an indirect employment impacts increased in 2010, the policies from 2006 to 2010 actually resulted in 472 thousand net job gains. This paper asserts that to ensure the co-existence of green economy and green jobs in China’s power generation sector, policy makers should further promote solar PV, biomass and wind technologies. In 2010, for every one percent increase in the share of solar PV generation there could be a 0.68% increase in total employment in China, larger than any other power generation technology. Finally, this paper argues that a matching educational system and personnel structure is also needed.  相似文献

Between 1954 and 1996, more than 200 nuclear power projects were publicly announced in the USA. Barely half of these projects were completed and generated power commercially. Existing research has highlighted a number of potential explanations for the varying siting outcomes of these projects, including contentious political protests, socioeconomic and political conditions within potential host communities, regulatory changes (‘ratcheting’), and cost overruns. However, questions remain about which of these factors, if any, had an impact on these outcomes. This article uses a new data set of 228 host communities where siting was attempted to illuminate the factors that led projects towards either completion or cancelation. Controlling for factors highlighted by past studies, we find that regulatory, site‐ and reactor‐specific factors predict the outcomes of attempts to site nuclear reactors over this time period. These findings have important implications in the post‐Fukushima ‘nuclear renaissance’ era when many still hope to revitalize the nuclear industry in the USA. Data envelopment analysis (DEA) has gained much popularity in performance measurement of power industry. This paper presents a slack-based measure approach to investigating the relationship between fossil fuel consumption and the environmental regulation of China's thermal power generation. We first calculate the total-factor energy efficiency without considering environmental constraints. An environmental performance indicator is proposed through decomposing the total-factor energy efficiency. The proposed approach is then employed to examine whether environmental regulation affects the energy efficiency of China's thermal power generation. We find that the environmental efficiency plays a significant role in affecting energy performance of China's thermal generation sector. Decreasing the discharge of major pollutants can improve both energy performance and environmental efficiency. Besides, we also have three main findings: (1) The energy efficiency and environmental efficiency were relatively low. (2) The energy and environmental efficiency scores show great variations among provinces. (3) Both energy efficiency and environmental efficiency are of obvious geographical characteristics. This short communication investigates whether or not US coal consumption follows a stationary process by examining coal consumption for the 50 US states over the period 1982–2007. Employing several panel unit root and stationarity tests with endogenously determined structural breaks, the results indicate that coal consumption is integrated of order zero. Thus, energy conservation policies oriented towards the reduction of coal consumption will only have short-term effects.  相似文献

Efficient use of natural resources is an important part of China's energy industry to achieve sustainable development. The promotion of circulating fluidized bed (CFB) boilers is an important way to save coal and other resources from the source. This article first analyzes the connotation of resource benefits generated by CFB boilers. From the perspective of CFB technology used for low-calorific value coal recycling, coal recovery rate and sustainable development of coal resources (mainly coal can extend mining time), the resource benefits obtained by CFB are analyzed. The resource benefits obtained were analyzed. Second, based on the input-output nonlinear optimization theory, aiming at maximizing the resource benefits of CFB technology, constructing a CFB technology resource benefit nonlinear optimization model, measuring output benefits-added value, that is, the extension time of coal years and coal mining recovery rate increased value. Finally, based on the installed capacity data of China's CFB technology units from 1990 to 2015, the model designed two scenarios for China's future CFB technology development, and predicted China's 2020 CFB machine assembly capacity and power generation. On this basis, by analyzing the degree of coal resource conservation and the extension of the exploitable years, the model derives the resource benefits generated by CFB technology under different scenarios and the impact on the sustainable development of China's coal resources. These conclusions provide a quantitative basis for China's future CFB technology development.  相似文献

The paper presents a strategy for the market introduction of concentrating solar power (CSP) plants in the Middle East and North Africa (MENA) that will not require considerable subsidization and will not constitute a significant burden for electricity consumers in the region. In the first section, the paper explains the need of MENA countries for sustainable supply of electricity and calculates the cost of electricity for a model case country. In the second part, the cost development of concentrating solar power plants is calculated on the basis of expectations for the expansion of CSP on a global level. After that, the challenges for the market introduction of CSP in MENA are explained. Finally, we present a strategy for the market introduction of CSP in MENA, removing the main barriers for financing and starting market introduction in the peak load and the medium load segment of power supply. The paper explains why long-term power purchase agreements (PPA) for CSP should be calculated on the basis of avoided costs, starting in the peak load segment. Such PPA are not yet available, the paper aims to convince policy makers to introduce them.  相似文献

The UK power generation sector faces a major new round of investment: the coincidence of asset retiring and ambitious goals for decarbonisation is not unique, but is particularly acute in the UK. The UK government has put in place a raft of new policies that seek to promote new, low carbon investment and ensure security of supply. The traditional channel for financing the sector has been through large utility companies, but this now looks challenging for various reasons. The UK therefore offers an interesting case study on several counts; the scale of the challenge, effectiveness of new policies, and the availability of alternative finance. We find that the link between the finance sector and the electricity sector is not ‘broken’, but the flow of money to the sector is threatened by the current weakness of the utilities’ business model. This paper compares estimates of the scale of investment required in the UK with historical investment rates. It summarises contemporary finance industry views of conditions and trends, and potential policy interventions that might be needed to bridge the investment gap. The potential for channelling institutional investor funds directly into energy assets is reviewed.  相似文献
