近年来,国际炼焦煤市场供需两旺,价格飙升。作为世界最大的炼焦煤生产国和消费国,中国的炼焦煤及其焦炭产品市场更是一片火热。如何看待目前和未来一个时期中国炼焦煤市场的供需关系?影响这一关系的主要因素有哪些?探讨这些问题无论对于国家宏观调控还是企业微观运行决策都有十分重要的现实意义。认为,从2001年到2010年,中国的炼焦煤供需呈较快的增长态势且增速前高后低,保持供需基本平衡、局部供应偏紧,价格高位的发展态势。其主要影响因素是国内大中型煤矿的生产能力增速和非法煤矿产量的减速以及钢铁工业的发展速度等。  相似文献

Vehicular consumption of fossil fuel contributes over 90% of air pollution in Hong Kong. A key strategy to improve Hong Kong's air quality is to discourage dirty fuels (e.g., leaded petrol and high-sulphur diesel) and to promote the use of clean fuels (e.g., low-sulphur diesel and liquefied petroleum gas (LPG)). This paper presents the empirical evidence on the effectiveness of the Government's clean fuel programs that offer tax subsidy to lower the consumption cost of such fuels. For the cases of unleaded petrol and ultra-low-sulphur diesel, lower fuel duties were offered so that the prices of these fuels were below those of leaded petrol and conventional diesel. Conventional petrol and diesel were phased out. In order to decide on the level of fuel duty concessions required to introduce LPG for taxis and bio-diesel for other vehicles, various Government-run trial programs were introduced to obtain cost estimates of using these alternative cleaner fuels. LPG using vehicles were subsequently exempted from the fuel duty in order to attract taxi and light bus operators to switch to LPG. It is apparent that the higher the subsidy, the faster is the rate at which switching to cleaner fuels takes place.  相似文献

In the past two decades, China has experienced a series of regulatory reforms in its electricity industry, aimed at improving power production efficiency. The central planning system was broken up and the market-oriented modern enterprise system was established. Furthermore, the former vertically integrated electricity utilities were divested and the generation sector was separated from the transmission and distribution networks. In this paper, we intend to estimate the impact of regulatory reforms on production efficiency of fossil-fired generation plants using the plant-level national survey data collected in 1995 and 2004. Applying the econometric method of Differences-in-Differences, we estimate the effects of these reforms on the demand for inputs of employees, fuel and nonfuel materials. The results show that the net efficiency improvement in labor input associated with the regulatory reforms is roughly 29% and the gains in nonfuel materials are about 35%, while there is no evidence of efficiency gains in fuel input associated with the electricity reforms.  相似文献

Since energy consumption in process industries accounts for a great proportion of China's total energy consumption, energy conservation becomes the practical choice to reduce the conflict between energy demand and energy supply in China, and therefore, promoting energy conservation is the long-term solution to China's energy and environment problems from the source. In this paper, based on the introduction of the concept of energy consumption status in China's key energy-consuming process industries, the main technical bottlenecks and resource-environment problems were analyzed with special emphasis on energy utilization efficiency, energy consumption mode, and waste emission. As for the measures to resolve these problems, at the policy level, policies and programs of Chinese government related to energy conservation were introduced in combination with China's circular economy structure. At the technical level, the key technologies and research progress to improve energy utilization efficiency, reducing energy consumption, as well as utilizing the resource of discharged wastes were reviewed. Finally, three typical cases of the development of circular economy at three levels, namely the chemical industry, metallurgical industry, and electric power industry, were studied for the enforcement of circular economy and energy conservation in China's process industries.  相似文献

Air pollution regulation in industrial cities limits economic growth. Cleaner vehicles can reduce this effect by reducing pollution. The air quality and consequent economic benefits of methanol are assessed. Air pollution is a pervasive by-product of industrial development. Substitution of cleaner fuels for the current generation of fossil fuels can reduce the need for and economic cost of traditional add-on pollution controls. I will assess the potential of methanol to reduce vehicle emissions, and consequently to reduce regulatory pressure on industry and economic growth. The impact of releasing capital investment from pollution control to other productive uses and preserving existing manufacturing jobs are two of the economic benefits addressed.  相似文献
