大型数据中心冷源自动控制技术详谈

在云计算和大数据时代的发展浪潮下,数据中心建设加快扩张。然而,数据中心的能耗成本和碳排放量也在急剧增长,大力推动节能型数据中心建设刻不容缓。对大型数据中心(建筑面积大于10000m2)基础设施系统管理进行梳理,可以发现冷源系统的高效管理和控制是基础设施管理的重点和难点。目前在国内完成的大规模数据中心项目有知名互联网络公司、银行及保险公司等,但运营时实地考察发现,几类数据中心存在同样的问题:耗能大户冷源系统的自动控制效果一般,从而导致节能效果很不理想。那么,如何优化解决方案中冷源自动控制的技术难题以提升整个基础设施的能力和业务成效,从而达到数据中心最佳的应用效率,笔者认为冷源自动控制系统的自动控制流程及自控系统合理架构是关键。     

数据中心机房节能运行现状与问题分析

Development of a dynamic strategy planning theory and system for sustainable river basin land use management

Land use management is central to government planning for sustainable development. The main purpose of this study is to develop a novel strategy planning theory and system to assist responsible authorities in obtaining alternatives of sustainable top river basin land use management. The concepts and theory of system analysis, driving force-state-response (DSR) framework, and system dynamics are used to establish the DSR dynamic strategy planning procedure in this work. The integrated management of the land, water, and air resources of a river basin system is considered in the procedure. Two modified land use management procedures combined with the DSR dynamic strategy planning procedure are developed in this work. Based on the DSR dynamic strategy planning procedure, the sustainable river basin land use management DSR dynamic decision support system (SRBLUM-DSRD-DSS) is developed by using the Vensim, MS Excel, ArcView, and Visual Basic software. The concepts of object-orientation are used to develop the system dynamic optimization and simulation models of SRBLUM-DSRD-DSS. Based on the modified land use management procedures, SRBLUM-DSRD-DSS is used to assist decision makers in generating the land use plans of the Nankan river basin in Taoyuan County of Taiwan. Since the decisions of land, water and air resources management are still made at different agencies, the land use management system should be modified based on the innovational procedure to implement the management strategy developed in this work. The results show that the modified land use management procedures can be a guidance for the governments in modifying the systems and regulation of urban and regional plans in Taiwan.     

基于ArcGISEngine与C#下的城镇地籍管理信息系统的研究与实现

城镇地籍管理是土地管理业务的核心,建设一个功能完善、运行高效的城镇地籍管理信息系统是当前城镇地籍管理的重要任务。文中利用ArcGISEngine的嵌入式GIS组件,在C#T开发了城镇地籍管理信息系统,实现了图形编辑,宗地查询、宗地变更、宗地历史回溯、宗地图输出等功能。     

Toward a sustainable land management of vernacular landscape in the highlands of south-western Saudi Arabia: indigenous and statutory experiences

The vernacular landscape of the highlands of south-western Saudi Arabia comprises three distinct elements: natural, agricultural and built. The highlands are currently facing land use planning problems which result in deforestation, despite significant attempts at afforestation by several governmental agencies (especially the Ministry of Agriculture and Water) and by municipal governments in the area. Intentions towards more sustainable forms of land management now characterize official documents. With regard to landscape issues, this is marked by a discourse of sustainable land management and the sponsorship of initiatives addressing the relationship between land management and the environment. This paper demonstrates that the approach to sustainable land management is technical, rational and scientific. A more balanced approach would combine scientific knowledge and practice with traditional expertise.     

城市建设用地规划管理分析

为提高城市建设用地的合理规划与管理,对某市以及大部分城市的城市化进程中建设用地规划问题进行了分析,主要针对土地利用规划决策、建设用地规划的编制管理、审批管理以及实施管理等方面进行了探讨;同时提出了相应的建议措施,强调土地规划决策的权威性和执行力、增强建设用地规划编制时的预测准确性、严格建设用地规划的审批流程以及完善建设用地规划实施的监督机制。分析表明,只有做好城市建设用地的规划与管理才能保证建设用地资源的合理化配置。     

Spluma,Zoning and Effective Land Use Management in South Africa

For the first time, South Africa has a single national piece of legislation, the Spatial Planning and Land Use Management Act, 2013, that creates an overarching framework for spatial planning, policy and land use management for the entire country, including rural and informal settlements. Spatial plans linked to zoning schemes are at the heart of this planning system. However, zoning as a land use management tool has been intensely criticised as being exclusionary and socially, economically and environmentally unsustainable. Given that the purpose of the new legislation is to create equitable and sustainable development, this paper questions whether zoning is indeed the most suitable land use management tool in South Africa. The paper briefly outlines the requirements of the new act and then evaluates the usefulness of various forms of land use management such as land use zoning, performance zoning, form-based control and discretionary systems in the South African context. Drawing on the strengths of some of the alternative land use management systems, proposals are made for a more suitable land use management system for South Africa that could have applicability in other countries with a similar colonial history.

The Oregon Land Use Act Implications for Farmland and Open Space Protection

In 1973, Oregon adopted a statewide comprehensive land use management program. It represents an important new approach in land use control and merits careful consideration and examination by land use analysts, policy makers, and the public. By providing statewide standards for land use planning and implementation carried out through an ongoing local administrative process, an important state land use management role has been established and, many argue, without a substantial erosion of local flexibility.

Rural land use management, particularly farmland protection, is an important component of the Oregon program. The combination of state mandated, locally implemented urban growth boundary designations and exclusive farm use zoning represents a unique case in farmland protection policy. The performance of the program is evaluated, and economic trade-offs in the selection of minimum lot size standards are discussed. This program offers the promise of substantially improving rural land use management in Oregon at a modest cost to the public sector.
