Toward the creation of a new medium for the multimedia era

It is expected that various new types of telecommunications services will emerge based on multimedia technologies. A concept of hypercommunication is proposed that merges human communication in cyberspace involving various people in different places, different times, and even different cultures, as well as communication with human-like agents generated by computers. Technologies necessary to realize this new telecommunications concept are described along with several research examples being done at ATR Media Integration and Communications Research Laboratories

Information policy in the developing world: The infrastructure constraint

This article outlines the domestic telecommunications infrastructure constraint on information flow within and into developing countries. It then briefly reviews some of the development related costs of inadequate telecommunications facilities and outlines prominent reasons for inadequate domestic telecommunications infrastructure relative to existing demands. In so doing, the hypothesis is suggested that government information policies in those countries with more centrally planned economies generally tend to lead to the provision of lower levels of two-way communication infrastructure than is the case in more free market oriented economies.     

Telecommunications markets, industry, and infrastructure in Korea

Following the successful deployment of basic telecommunications networks and services in the 1970s and 1980s, Korea's telecommunications sector has undergone significant environmental and technical changes. Among these are the introduction of competition in the telecommunications market, the allowance of foreign ownership of telecommunication services, and the deployment of new networks and services, all within a new legal framework. As demands for more diversified and high-quality telecommunications increase, Korea is now preparing for a major communication infrastructure that can serve as a common network foundation. Named the Korea Information Infrastructure, it is planned to provide a new network foundation that will serve as the core of the information society in the 21st century. This article describes the current status of and future perspectives on the Korean telecommunications markets, industry, and infrastructure     

Breakup of AT&T and liberalization of the telecommunicationsbusiness

The author argues that the present status and future direction of liberalization of the telecommunications business in the wake of the breakup of AT&T must be considered from two viewpoints. One viewpoint approaches the telecommunications business as a public business; the other approaches it as a means to promote, in various countries, advancement and diversification of universal telecommunications. An Overview of Latin American Telecommunications, Past, Present, and Future

A historical perspective on the development of telecommunications in Latin America in the last decade is evolved in this introductory paper. The current national telecommunication situation is then considered with reference to three countries-Honduras, Colombia, and Brazil-with emphasis on planning and future programs. Because of the accelerating impact that satellite communication has had on Latin American telecommunications development, international, intercontinental, domestic, and regional satellite communication operation and plans are treated. Finally, some broad-gauge objectives for development and integration of Latin American telecommunications to provide economic growth and social and cultural benefits are presented.     

A communication theory perspective on telecommunications policy

The relationship of emerging telecommunications networks to our social situation, especially in terms of technical, economic, and legal arrangements, has not yet been fully defined or decided. James Carey (1989) established a fundamental distinction between two models of communication that is important for understanding sociocultural implications of contemporary telecommunications policy. In this essay, these contrasting models are used to illuminate historical tensions between the policy goals of liberalization and democratization. Current telecommunications policy discourse, drawing upon a transmission framework, aims to achieve liberalization of telecommunications markets. It also invites us to ignore questions of power in the context of democratization, which the community, cultural, and ritual aspects of Carey's model explicitly demand we address.

It describes why communication has become a trade issue, what trade policy is all about, and some typical trade problems in telecommunications. The article concludes with a discussion of possibilities of longer-term rule-making efforts in international telecommunications.
