Several international inter-comparison exercises on intake and internal dose assessments from monitoring data led to the conclusion that the results calculated by different participants varied significantly, mainly due to the broad variety of methods and assumptions applied in the assessment procedure. Based on these experiences, the need of harmonisation of the procedures has been formulated as an EU research project under the 5th Framework Programme, with the aim of developing general guidelines for standardising assessments of intakes and internal doses. In the IDEAS project, eight institutions from seven European countries are participating, also using inputs from internal dosimetry professionals from across Europe to ensure broad consensus in the outcome of the project. To ensure that the guidelines are applicable to a wide range of practical situations, the first step will be to compile a database on well documented cases of internal contamination. In parallel, an improved version of existing software will be developed and distributed to the partners for further use. Many cases from the database will be evaluated independently by more partners using the same software and the results will be discussed and the draft guidelines prepared. The guidelines will then be revised and refined on the basis of the experiences and discussions of two workshops, and an intercomparison exercise organised in the frame of the project which will be open to all internal dosimetry professionals. 相似文献

The need for harmonisation of the procedures for internal dose assessment has been recognised within an EU research project under the 5th Framework Programme. The aim of the IDEAS project was to develop general guidelines for standardising assessments of intakes and internal doses. It started in October 2001 and ended in June 2005. The project is closely related to some goals of the work of Committee 2 of the International Commission on Radiological Protection and since 2003 there has been close co-operation between the two groups. The general philosophy of the guidelines is focusing on the principles of harmonisation, accuracy and proportionality. The proposed system of 'level of task' to structure the approach of internal dose evaluation is also reported. Some details of the internal structure of the guidelines for the different pathways of intake are provided. 相似文献

As part of the EU Fifth Framework Programme IDEAS project 'General Guidelines for the Evaluation of Incorporation Monitoring Data', and in collaboration with the International Atomic Energy Agency, a new intercomparison exercise for the assessment of doses from intakes of radionuclides was organised. Several cases were selected, to cover a wide range of practices in the nuclear fuel cycle and medical applications. The cases were: (1) acute intake of HTO, (2) acute inhalation of the fission products 137Cs and 90Sr, (3) acute inhalation of 60Co, (4) repeated intakes of 131I, (5) intake of enriched uranium and (6) single intake of Pu isotopes and 241Am. This intercomparison exercise especially focused on the effect of the Guidelines proposed by the IDEAS project for harmonisation of internal dosimetry. 相似文献

The IDEAS Guidelines for the assessment of internal doses from monitoring data suggest default measurement uncertainties (i.e. scattering factors, SFs) to be used for different types of monitoring data. However, these default values were mainly based upon expert judgement. In this paper, SF values have been calculated for different radionuclides and types of monitoring data using real data contained in the IDEAS Internal Contamination Database. An Internet based intercomparison exercise on assessment of occupational exposure due to intakes of radionuclides has been performed to check the applicability of the 'General Guidelines for the Assessment of Internal Dose from Monitoring Data' developed by the IDEAS group. There were six intake cases presented on the Internet and 81 participants worldwide reported solutions to these cases. Results of the exercise indicate that the guidelines have a positive influence on the methodologies applied for dose assessments and, if correctly applied, improve the harmonisation of assessed doses. 相似文献

One of the challenges to the dose assessment team in response to an inhalation incident in the workplace is to provide the occupational physicians, operational radiation protection personnel and line managers with early estimates of radionuclide intakes so that appropriate consequence management and mitigation can be done. For radionuclides such as Pu, where in vivo counting is not adequately sensitive, other techniques such as the measurement of removable radionuclide from the nasal airway passages can be used. At Los Alamos National Laboratory (LANL), nose swabs of the ET1 region have been used routinely as a first response to airborne Pu releases in the workplace, as well as for other radionuclides. This paper presents the results of analysing over 15 years of nose swab data, comparing these with dose assessments performed using the Bayesian methods developed at LANL. The results provide empirical support for using nose swab data for early dose assessments. For Pu, a rule of thumb is a dose factor of 0.8 mSv Bq(-1), assuming a linear relationship between nasal swab activity and committed effective dose equivalent. However, this value is specific to the methods and models used at LANL, and should not be applied directly without considering possible differences in measurement and calculation methods. 相似文献

Besides ongoing developments in the dosimetry of incorporated radionuclides, there are various efforts to improve the monitoring of workers for potential or real intakes of radionuclides. The disillusioning experience with numerous inter-comparison projects identified substantial differences between national regulations, concepts, applied programmes and methods and dose assessment procedures. Measured activities were not comparable because of severe differences between measuring frequencies and methods, but also results of case studies for dose assessments revealed differences of orders of magnitudes. Besides the general common interest in reliable monitoring results, at least the cross-border activities of workers (e.g. nuclear power plant services) require consistent approaches and comparable results. The International Standardisation Organisation (ISO) therefore initiated projects to standardise the monitoring of workers, the requirements for measuring laboratories and the processes for the quantitative evaluation of monitoring. This presentation is intended to give an introduction into some important aspects addressed in these standards: the need for a monitoring programme, the design of a monitoring programme: methods and intervals, reference levels and approaches for dose assessments. 相似文献

Monitoring of the workforce in the nuclear industries is carried out primarily in order to demonstrate compliance with European Union (EU) legislation and the Basic Safety Standards for the protection of the health of workers against the dangers arising from ionizing radiation recommended by the International Atomic Energy Agency (IAEA). There is, however, no common strategy for internal dose monitoring programmes currently in use in the EU countries. Surveys have been carried out in which organisations were asked to provide information on the design of their internal dose monitoring programmes and on the costs of these programmes. Information was requested from both EU countries and Associated States. Databases for storage and reporting of all gained information were constructed, and results from the surveys have been compiled. This work was carried out within the EC 5th Framework Programme project, OMINEX, which aims to provide advice and guidance on designing and implementing internal dose monitoring programmes in the workplace in such a way that best use is made of available resources, while minimising costs. 相似文献

In the scope of the IDEAS project to develop General Guidelines for the Assessment of Internal Dose from Monitoring data, two databases were compiled. The IDEAS Bibliography database contains references dealing with problems related to cases of internal contamination. The IDEAS Internal Contamination Database now contains more than 200 cases of internal contamination. In the near future, the IDEAS Internal Contamination database will be made available to the internal dosimetry community. The database has several potential applications, including: training, testing biokinetic models, testing software for calculating intakes and doses from bioassay data, comparison of data from a new accidental intake with that from previous exposures to similar materials. The database is by no means complete, and this presentation is also an appeal for internal contamination cases to extend and update it. 相似文献

Some beaches in the south of France present high levels of natural radioactivity mainly due to thorium (Th) and uranium (U) present in the sand. Risk assessment after internal exposure of members of the public by either inhalation or ingestion of black sand of Camargue was performed. This evaluation required some information on the human bioavailability of U and Th from this sand. In vitro assays to determine the solubility of U, Th and their progeny were performed either in simulated lung fluid, with the inhalable fraction of sand, or in both simulated gastric and intestinal fluids with a sample of the whole sand. The experimental data show that the bioavailability of these radionuclides from Camargue sand is low in the conditions of the study. Prospective dose assessment for both routes of intake show low risk after internal exposure to this sand. 相似文献

The costs of monitoring for internal exposure in the workplace are usually significantly greater than the equivalent costs for external exposure. Therefore, there is a need to ensure that resources are employed with maximum effectiveness. The EC-funded OMINEX (optimisation of monitoring for internal exposure) project is developing methods for optimising the design and implementation of internal exposure monitoring programmes. Current monitoring programmes are being critically reviewed, the major sources of uncertainty in assessed internal dose investigated, and guidance formulated on factors such as programme design, choice of method/techniques, monitoring intervals, and monitoring frequency. OMINEX will promote a common, harmonised approach to the design and implementation of internal dose monitoring programmes throughout the EU. 相似文献

The European Radiation Dosimetry Group, EURADOS, established a working group consisting of experts whose aim is to assist in the process of harmonisation of individual monitoring as part of the protection of occupationally exposed workers. A catalogue of facilities and internal dosimetric techniques related to individual monitoring in Europe has been completed as a result of this EURADOS study. A questionnaire was sent in 2002 to services requesting information on various topics including type of exposures, techniques used for direct and indirect measurements including calibration and sensitivity data and the methods employed for the assessment of internal doses. Information relating to Quality Control procedures for direct and indirect measurements, Quality Assurance Programmes in the facilities and legal requirements for "approved dosimetric services" were also considered. A total of 71 completed questionnaires were returned by internal dosimetry facilities in 26 countries. This results in an overview of the actual status of the processes used in internal exposure estimation in Europe. In many ways harmonisation is a reality in internal dose assessments, especially when taking into account the measurements of the activity retained or excreted from the body. However, a future study detailing the estimation of minimum detectable activity in the laboratories is highly recommended. Points to focus on in future harmonisation activities are as follows: the process of calculation of doses from measured activity, establishment of guidelines, similar dosimetric tools and application of the same ICRP recommendations. This would lead to a better and more harmonised approach to the estimation of internal exposures in all European facilities. 相似文献

The work of Task Group 5.1 (uncertainty studies and revision of IDEAS guidelines) and Task Group 5.5 (update of IDEAS databases) of the CONRAD project is described. Scattering factor (SF) values (i.e. measurement uncertainties) have been calculated for different radionuclides and types of monitoring data using real data contained in the IDEAS Internal Contamination Database. Based upon this work and other published values, default SF values are suggested. Uncertainty studies have been carried out using both a Bayesian approach as well as a frequentist (classical) approach. The IDEAS guidelines have been revised in areas relating to the evaluation of an effective AMAD, guidance is given on evaluating wound cases with the NCRP wound model and suggestions made on the number and type of measurements required for dose assessment. 相似文献

The introduction of the Ionising Radiations Regulations 1999 in the UK, which came into force on 1 January 2000, led to significant changes in internal dose assessment. Before this date, assessments were based on the methodology from ICRP Publication 26 and, in general, made use of simple models such as those detailed in ICRP Publication 30. However, the introduction of the new Regulations required the use of ICRP Publication 60 methodology, and, at the same time, the latest ICRP biokinetic models were introduced. Many of these newer models were considerably more complex than the ones they replaced. In particular, the use of 'recycling', where activity is constantly recirculated between different organs, meant that the models could not simply be implemented by use of the Skrable formula, as detailed in ICRP Publication 30. This paper outlines two aspects of the application of these latest ICRP models. First, the problems encountered during implementation of these models are detailed, and secondly, it covers the practical experience of using the resulting computer programs for internal dose assessment. 相似文献

This paper describes an internal dosimetry program developed for Canadian uranium processing facilities. The recently adopted recommendations of ICRP Publication 60 have made it extremely difficult to detect intakes of insoluble forms of natural uranium by in vivo methods (lung counting). A type S intake of UO2 corresponding to a 20 mSv effective dose has a lung burden that is a factor of 2-3 lower than the MDA, 6 months after the intake occurred. A new methodology, approved in principle by the Canadian Nuclear Safety Commission, has been designed to overcome this problem by summing sequential, but separate, lung counts for an individual, or summing lung counts from a group of workers performing similar tasks. This summing technique effectively increases the counting time and, therefore, reduces the MDA to a value below the dose limit. Based on recent research, related literature data and updated model parameter values, the present internal radiation dose from intakes of radionuclides for Chinese adult men (except for radon and its short-lived decay products) has been re-estimated. Radiation doses obtained by using both direct and indirect approaches have been compared. It is shown that the total annual committed effective dose in Chinese men accounts for approximately 0.43 mSv, 43% higher than the world reference value. The average annual dose from (40)K is quite near to the world reference value, but those from the (238)U-series (with (235)U-series) and (232)Th-series are 2.1- and 3.2-fold higher, respectively. The dose by ingestion is about two orders of magnitude higher than that by inhalation. (40)K is the greatest contributor to the total dose, while, in the decreasing order, (210)Po, (210)Pb, (228)Ra and (14)C are lower. Other radionuclides contribute very little dose ( approximately 2.6%). These results provide a useful basis for clarifying the characteristics of natural radiation exposure and for establishing related reference values for Chinese adult men. 相似文献

In the light of a growing awareness of the risks of inducing skin injuries as a consequence of fluoroscopically guided interventional procedures (FGIPs), this paper reports measurements of ESDs made during the period August 1998 to June 1999 on 137 patients undergoing cardiac, neurological and general FGIPs in the South London area. In addition, different methods suitable for use in a routine monitoring programme of ESD are discussed. Although the need for additional data is acknowledged, the results reported reinforce the need for routine assessments to be made of ESDs in FGIPs. At present, the most reliable and accurate form of ESD measurement would seem to be arrays of TLDs. However, transducer based methods although likely to be less accurate, have considerable advantages in relation to a continuous monitoring programme. It is also suggested that there may be the potential locally for threshold dose area product (DAP) values to be set for specific procedures. These could be used to provide early warning of the potential for skin injuries. 相似文献

This paper describes the design and implementation of the Los Alamos National Laboratory (LANL) dose assessment (DA) data system. Dose calculations for the most important radionuclides at LANL, namely plutonium, americium, uranium and tritium, are performed through the Microsoft Access DA database. DA includes specially developed forms and macros that perform a variety of tasks, such as retrieving bioassay data, launching the FORTRAN internal dosimetry applications and displaying dose results in the form of text summaries and plots. The DA software involves the following major processes: (1) downloading of bioassay data from a remote data source, (2) editing local and remote databases, (3) setting up and carrying out internal dose calculations using the UF code or the ID code, (3) importing results of the dose calculations into local results databases, (4) producing a secondary database of 'official results' and (5) automatically creating and e-mailing reports. The software also provides summary status and reports of the pending DAs, which are useful for managing the cases in process. 相似文献
