The status and prospects of renewable energy for combating global warming   总被引:1,自引:0,他引:1  
Reducing anthropogenic greenhouse gas (GHG) emissions in material quantities, globally, is a critical element in limiting the impacts of global warming. GHG emissions associated with energy extraction and use are a major component of any strategy addressing climate change mitigation. Non-emitting options for electrical power and liquid transportation fuels are increasingly considered key components of an energy system with lower overall environmental impacts. Renewable energy technologies (RETs) as well as biofuels technologies have been accelerating rapidly during the past decades, both in technology performance and cost-competitiveness — and they are increasingly gaining market share. These technology options offer many positive attributes, but also have unique cost/benefit trade-offs, such as land-use competition for bioresources and variability for wind and solar electric generation technologies. This paper presents a brief summary of status, recent progress, some technological highlights for RETs and biofuels, and an analysis of critical issues that must be addressed for RETs to meet a greater share of the global energy requirements and lower GHG emissions.  相似文献

Financial pressure and concern for the environment has meant many consumers are aware of the need to reduce their consumption of many resources, including energy, which is the focus of the present study. While potential energy use deterrents in the form of access constraints and price increases are forms of extrinsic control, it is not clear how effective these are at reducing consumption and, indeed, it is not clear if such measures are consistent with people's underlying energy saving motivations. Beyond behavioural motivations, people's desires to reduce energy can be thwarted (barriers) and/or supported by a variety of factors, some within their control, while others are perhaps less so. Using a practice-based framework and a qualitative focus group approach, this study presents an exploratory study of these issues. Policy suggestions for overcoming barriers, as well suggestions as to how energy saving behaviours can be supported are offered.  相似文献

For many, the supergrid is seen as the solution that allows the massive integration of renewable energy sources in the European power system. It connects different remote energy sources to the existing grid while offering additional control. It offers balancing through geographic spread and allows a more diversified energy portfolio. In the meanwhile it increases the security of supply.However, technical limitations exist, and it is not yet possible to construct such a supergrid. Several outstanding issues need to be solved. This paper first describes the potential and need for a supergrid. The paper focuses on a meshed, multi-terminal VSC HVDC, and it is explained why this relatively new technology is believed to be the best suitable one for such a grid. The different difficulties or challenges that still exist are addressed. Not only the remaining technical limitations are addressed, but also the techno-economic, control and operational issues are discussed, as well as some regulatory obstacles.  相似文献

Driven by system reliability goals and the need to integrate significantly increased renewable power generation, long-range, bulk-power transmission planning processes in the United States are undergoing major changes. At the same time, energy efficiency is an increasing share of the electricity resource mix in many regions, and has become a centerpiece of many utility resource plans and state policies as a means of meeting electricity demand, complementing supply-side sources, and reducing carbon dioxide emissions from the electric power system. The paper describes an innovative project in the western United States to explicitly incorporate end-use efficiency into load forecasts – projections of electricity consumption and demand – that are a critical input into transmission planning and transmission planning studies. Institutional and regulatory background and context are reviewed, along with a detailed discussion of data sources and analytical procedures used to integrate efficiency into load forecasts. The analysis is intended as a practical example to illustrate the kinds of technical and institutional issues that must be addressed in order to incorporate energy efficiency into regional transmission planning activities.  相似文献

Energy efficiency is one of the most potent and cost effective ways of meeting the demands of sustainable development. It has in fact been referred to as the best energy resource. Way back in 2005 the South African Department of Minerals and Energy (DME) published its Energy Efficiency Strategy in support of some of the objectives enlisted in the 1998 White Paper on Energy Policy. The Strategy set a national target for energy efficiency improvement of 12% by 2015 against the baseline year 2000. The document further predicted that, with a business as usual model of energy usage, at the projected rate of national economic development, there would be a need to invest in new power generating capacity by around 2007. Despite the policy foresight and seemingly enthusiastic efforts, though, the dawn of 2008 saw the country gripped in an electric power crisis, with a capacity shortfall of over 10%. This paper looks at what could have gone wrong, examines energy efficiency policies and measures in other countries and how these lessons could be adopted to the South African context.  相似文献

There seems to be some question concerning the relationship between irrigation and the price of energy. Did changes in the price of energy actually impact irrigation in the USA? Additionally, the substitution between alternative types of energy seems to be a possibility for irrigation. Whether in fact it occurred is another matter. In this study, an appropriate model is developed and estimated to address the issues. The specific energy types considered include motor gasoline, diesel fuel, liquefied petroleum gas, natural gas and electrical energy. The results for 1978 and for 1980 clearly indicate that energy use for irrigation is responsive to the price of energy. Additionally, some substitution between energy types took place during this period. Finally, when the question of the stability of the demand for the various energy types is addressed, the suggestion is that the demand for the energy types considered was stable for the 1978 and 1980 periods.  相似文献

The areas of energy, water and food policy have numerous interwoven concerns ranging from ensuring access to services, to environmental impacts to price volatility. These issues manifest in very different ways in each of the three “spheres”, but often the impacts are closely related. Identifying these interrelationships a priori is of great importance to help target synergies and avoid potential tensions. Systems thinking is required to address such a wide swath of possible topics. This paper briefly describes some of the linkages at a high-level of aggregation – primarily from a developing country perspective – and via case studies, to arrive at some promising directions for addressing the nexus. To that end, we also present the attributes of a modelling framework that specifically addresses the nexus, and can thus serve to inform more effective national policies and regulations. While environmental issues are normally the ‘cohesive principle’ from which the three areas are considered jointly, the enormous inequalities arising from a lack of access suggest that economic and security-related issues may be stronger motivators of change. Finally, consideration of the complex interactions will require new institutional capacity both in industrialised and developing countries.  相似文献

The purpose of the paper is to outline a rigorous, spatially consistent and cost-effective transport planning tool that projects travel demand, energy and emissions for all modes associated with domestic and international transport. The planning tool (AuseTran) is a multi-modal, multi-fuel and multi-regional macroeconomic and demographic-based computational model of the Australian transport sector that overcomes some of the gaps associated with existing strategic level transport emission models. The paper also identifies a number of key data issues that need to be resolved prior to model development with particular reference to the Australian environment. The strategic model structure endogenously derives transport demand, energy and emissions by jurisdiction, vehicle type, emission type and transport service for both freight and passenger transport. Importantly, the analytical framework delineates the national transport task, energy consumed and emissions according to region, state/territory of origin and jurisdictional protocols, provides an audit mechanism for the evaluation of the methodological framework, integrates a mathematical protocol to derive time series FFC emission factors and allows for the impact of non-registered road vehicles on transport, fuel and emissions.  相似文献

China's ongoing energy efficiency drive: Origins,progress and prospects   总被引:1,自引:0,他引:1  
In 2004 China's government launched a vigorous programme to reverse the trend of rising national energy intensity and to reduce intensity by 20% over the period 2006–2010. The aim of this paper is to examine this programme in the context of nearly 30 years of measures to enhance energy efficiency in China, and thus to evaluate the likelihood that today's policies will yield improvements over a longer period. The country achieved a sustained decline of energy intensity in the period 1980–2001 but this trend was reversed in 2002. This reversal arose from a shift in the structure of the economy to more energy-intensive industries and from a decline in the rate of technical innovation. The measures taken since 2003 have been directed principally at energy-intensive industries, but have also addressed other sectors of the economy. Though the energy intensity target for the year 2010 may be achieved, greater efforts will be needed to address a number of constraints which include: the reluctance to use economic and financial instruments; the dependency of energy policy on industrial and social policies; the nature of political decision-making and of public administration; a shortage of skills; and social attitudes to energy.  相似文献

Energy models are considered as valuable tools to assess the impact of various energy and environment policies. The ACROPOLIS initiative, supported by the European Commission and the International Energy Agency, used up to 15 energy models to simulate and evaluate selected policy measures and instruments and then compare their impacts on energy systems essentially in terms of costs of greenhouse gas emissions (GHG) reduction and energy technology choice. Four case studies are formulated considering policies and measures on renewable portfolio schemes and internationally tradable green certificates, emissions trading and global GHG abatement target, energy efficiency standards and internalisation of external costs. The main focus of the project is on the electricity sector. From a large set of quantified results, ACROPOLIS provides an international scientific consensus, on some key issues, which could be useful in assessing and designing energy and environment policies at the world, European and national/regional levels. It concludes that the Kyoto targets (and their continuation beyond 2010 in specific scenarios) could be achieved at a cost around 1% of GDP through global emissions trading, indicating also that this flexibility mechanism is a more cost-effective instrument for GHG mitigation than meeting the goal domestically without trade. It demonstrates that internalising external costs through a price increase reduces local pollutants (SOx, NOx, and others) and it produces other benefits such as triggering the penetration of clean technologies in addition to the curbing of CO2 emissions.  相似文献

A new multi-functionality hybrid energy storage concept, LIQHYSMES, has been recently proposed. It combines the use of LIQuid HYdrogen (LH2) as the bulk energy carrier with much faster and efficient superconducting magnetic energy storage (SMES). The LIQHYSMES Storage Unit LSU integrates liquefaction and storage of H2 as well as the LH2-cooled SMES: A process for the intermediate storage of H2 in liquefied form is proposed, and alternative SMES designs are compared. The basic operational principle is simulated for a simple model case with two large LIQHYSMES storage plants supporting the transfer of renewable energy from one region of strong supply to a second one with a widely negative imbalance between supply and load. Losses of all plant components are analysed in terms of their relevance for the overall efficiency, and some cost issues are briefly addressed. A small first experimental demonstration is now underway and also briefly introduced.  相似文献

In spite of regional closeness, energy cooperation in Northeast Asia has remained unexplored. However, this situation appears to be changing. The government of South Korea seems to be very enthusiastic for power grid interconnection between the Russian Far East and South Korea to overcome difficulties in finding new sites for building power facilities to meet its need for increased electricity supplies. This paper analyzes the feasibility of this electric power grid interconnection route. The issues addressed include electricity market structures; the prospects for electric power industry restructuring in the Russian Federation and South Korea; the political issues related to North Korea; the challenges for the governments involved and the obstacles anticipated in moving this project forward; project financing and the roles and concerns from multilateral and regional banks; and institutional framework for energy cooperation. While there are many technical issues that need to be resolved, we think that the great challenge lies in the financing of this commercial project. Thus, the governments of the Russian Federation and South Korea involved in the project need to foster the development of their internal capital markets and to create confidence with international investors. To this end, on energy side, this involves defining a clear energy policy implemented by independent regulators, speeding up the already started but delayed reform process of restructuring electric power industry and markets, and establishing a fair and transparent dispute resolution mechanism in order to reduce non-commercial risks to a minimum. The paper argues that establishing a framework for energy cooperation in this region will contribute positively towards that end, although views differ regarding its specific form. Finally, given that North Korea has a crucial transit role to play and faces a very unstable political situation, it is concluded that moving the project forward needs to be contingent on a resolution of the North Korea's nuclear crisis.  相似文献

Rural buildings in China now account for more than half of China's total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to provide for basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on China's success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.  相似文献

In recent years, ideas of security and resilience have become increasingly embedded in urban planning and design practice, and in national security and energy policy, as attempts have been made to make the built environment and critical energy infrastructure more resistant to disruptive challenges. This has taken place with particular regard to the threat of climate change and to the security challenges faced by many cities as a result of the threat of terrorism. In this context, this paper explores the possible synergies between security and environmental issues, and policies connected to the planning, design, and engineering of the built environment. As the paper illustrates, there may be opportunities for further integration between these areas of concern.  相似文献

Renewable energy has been in the limelight ever since the price of crude petroleum oil increases to the unprecedented height of US$96 per barrel recently. This is due to the diminishing oil reserves in the world and political instabilities in some oil-exporting countries. The advantages of renewable energy compared to fossil fuels are enormous in terms of environment and availability. Biofuels like bioethanol and biodiesel are currently being produced from agricultural products such as sugarcane and rapeseed oil, respectively. Collectively, these biofuels from food sources are known as first-generation biofuels. Although first-generation biofuels have the potential to replace fossil fuels as the main source of energy supply, its production is surrounded by certain issues like tropical forests’ destruction. Instead, second-generation bioethanol, which utilizes non-edible sources such as lignocellulose biomass to produce ethanol, has been shown to be more suitable as the source of renewable energy. However, there are challenges and obstacles such as cost, technology and environmental issues that need to be overcome. Hence, the introduction of energy policy is crucial in promoting and implementing second-generation bioethanol effectively and subsequently become a major source of renewable energy.  相似文献

The absence of US national action on global climate change policy has prompted initiatives by the US Congress, cities, states, and regions toward what is likely to become a long-term, collaborative effort to harmonize national energy and climate policies. This upward evolution in the face of a reluctant administration is historically consistent with the development of national legislation on other environmental and social issues in the US. At the heart of this movement is the need to resolve conflicts between high-intensity use of low-cost fossil energy supplies, and the dominating impact of carbon dioxide emissions on global climate change. US states are among the largest carbon dioxide emitters in the world and play a critical role in supplying and transforming energy, as well as consuming it, for economic advantage. State governments are also likely to have to shoulder some of the cost of potentially extensive climate damages and bear the brunt of the cost of implementing future federal mandates. As a result, many are taking proactive stances on the development of climate mitigation policy to prepare for, accelerate, and/or guide national policy. As US states show leadership on addressing greenhouse gas emissions, they also play an important role in forging policies and measures that reduce economic conflict between energy and climate goals. A number have launched or completed greenhouse gas mitigation plans and other major policies in the past few years that address these conflicts through: (1) finding ways to reduce mitigation costs, including the use of incentive-based policy instruments; (2) promoting an open and democratic policy process that includes major stakeholders; (3) promoting equity across socioeconomic groups, regions, and generations; and (4) promoting interregional cooperation. The results are promising and suggest that the state arena for climate and energy policy is evolving quickly and constructively toward alternatives that reduce conflict. Regional efforts are also unfolding, along with greater congressional attention to the lessons learned and commitments made by sub-federal actions. In the next few years many national energy and climate conflicts are likely to be tested and addressed by states. Among these, Pennsylvania is likely to be an important player due to its high profile of energy production and potential for leadership.  相似文献

Asia has experienced spectacular economic growth over the past two decades. However, this economic progress has come at a high cost. It has led to unprecedented environmental consequences. So this region needs to shift the conventional pattern of “develop first and then treat the pollution” to a trajectory of sustainable development. To that end, this paper examines a variety of policy responses, at national, regional and international levels, to deal with growing concerns about the environmental challenges in Asia. In the context of national responses, special attention is paid to the following issues: coordination between the central and local governments, market-based environmental instruments and industrial policies, tougher emissions standards for mobile and stationary sources and fuel quality, policies to promote energy efficiency and the use of clean energy and biofuels, the integration of environmental policies with economic and sectoral policies, and engagement of the private sector through e.g., ecolabelling, green government procurement, corporate ratings and disclosure programs, and drawing the support of financial institutions to promote improved corporate environmental performance. The paper concludes that having the right policy mix, coupled with strengthened cooperation at national, local and regional levels, will ensure continuing economic growth in the region without compromising its limited ecological-carrying capacity and environmental quality.  相似文献

The environmental impact of energy production and use with the associated emissions of greenhouse gases, particularly CO2, has created much attention and growing concern at both national and international levels. In Egypt, efforts have been directed to incorporate the environment-protection issues within the overall planning of the energy sector, as appropriate to its national commitment and its techno-economic considerations. Over the past decade, 1985–1995, hydro-power had contributed between 28 and 22% of the total energy produced by Egyptian power-plants, while the contribution of the hydro capacity was between 32.4 and 21.5%. Many studies have been carried out on the impacts of the Aswan High Dam on various aspects of the environment. An objective evaluation of the Dam, based on 25 years of operational data, indicated that it has overall been positive even though it has contributed to some environmental problems. These problems, however, are significantly less than most people originally expected. This paper deals with the review and analysis of the detrimental effects of hydro-power in Egypt. An evaluation will be given of the emissions of greenhouse gases from the whole hydro-chain.  相似文献

This work presents algebraic targeting techniques for energy sector planning with carbon (CO2) emission and land availability constraints. In general, it is desirable to maximize the use of low- or zero-carbon energy sources to reduce CO2 emission. However, such technologies are either more expensive (as with renewable energy) or more controversial (as in the case of nuclear energy or carbon capture and storage) than conventional fossil fuels. Thus, in many energy planning scenarios, there is some interest in identifying the minimum amount of low- or zero-carbon energy sources needed to meet the national or regional energy demand while maintaining the CO2 emission limits. Via the targeting step of pinch analysis, that quantity can be identified. Besides, another related problem involves the energy planning of biofuel systems in view of land availability constraints, which arises when agricultural resources need to be used for both food and energy production. Algebraic targeting approach of cascade analysis technique that was originally developed for resource conservation network is extended to determine targets or benchmarks for both of these problems.  相似文献
