针对航空装备软件费用控制与管理问题,提出了一种基于偏差分析的费用控制策略,给出了重大偏差标准设定方法,将挣值管理引入到航空装备软件费用监控中,解决了软件费用与进度的控制问题。研究结果表明,基于挣值管理的方法可准确掌握项目费用和进度的实施情况,当费用或进度偏离计划时,能够及时发现项目研发中存在的问题并采取策略进行调整,有效实现了软件费用和进度的监控与管理。  相似文献

本文从技术、组织两个角度对费用和进度控制的集成进行了研究,提出了费用和进度子系统的集成模型——工作包模型;并且用关系数据库来描述工程数据间的相互关系,实现数据的存储和操作。论文最后讨论了组织分解结构与工作包模型的数据关系,以便真正实现项目信息共享和对称。  相似文献

Project management is vital to the effective application of organizational resources to competing demands within and across projects. The effective application of project management, however, is predicated upon accurate estimates of the project budget and schedule. This study assesses primary and supporting activities that exploit knowledge within an organization's memory to develop project schedule durations and budgets. The study further assesses the subsequent impact of predictability on project success. Two hundred and sixteen survey responses from IT professionals with project management responsibilities were analyzed. Results found use of the primary activities of using parametric estimating techniques (use of formal models), bottom-up estimating techniques (formulating estimates at the task level), and the support activities of team reliance, realistic targets, and professional experience all impact the predictability of estimates for project cost and duration. Predictability in turn was found to directly impact project success with regards to meeting cost and duration objectives. While use of analogous estimating techniques (using similar previous projects) was not found to be useful for project managers with more experience, it was used by project managers with less experience in determining predictability.  相似文献

Abstract. Although information systems and technology (IS/IT) investments have always caused varying degrees of business change, the main purpose of many of today's IS/IT implementations is to change the business and/or organization in some significant way. However, most organizations' approaches to managing IS/IT developments have changed little in the last 15–20 years and are heavily dependent on methodologies of IS/IT development and associated project management principles. The philosophy being adopted by many organizations today is that there are few IS/IT projects (some infrastructure investments only) that do not cause business changes and therefore they are really 'business projects involving IS/IT'. This exploratory research set out to devise a new framework for 'IT and change' management, which is more appropriate to today's realities than traditional approaches. The initial framework was derived from 'first principles', then adapted and further developed by applying and testing it in a range of real projects in organizations. Measuring information technology payoff continues to be a challenge for organizations. Considering the impact of complementary investments on IT payoff has been proposed by recent studies. This paper examines the impact of one type of complementary investment on IT payoff: organizational change management initiatives to support IT implementation. The paper reports a case study of Cisco Systems' IT investment in an operating systems upgrade of over 34,000 computer systems in 117 countries. The findings of the exploratory case study indicate that planned communications and change management strategies developed by their Organizational Change Management group led to the smooth implementation of the upgrade process and contributed to the payoff from the IT investment, measured in terms of client satisfaction with the process and system and reduced cost and time to upgrade all systems. The findings were supported by pre- and post-implementation surveys of clients, analysis of the change management initiatives and their impact on the process, and comparison of actual and budgeted costs for the project.  相似文献

Assessing the economic feasibility of information systems (IS) projects and operations remains a challenge for most organizations. This research investigates lifecycle cost and benefit management practices and demonstrates that, overall, although organizations intend to improve their information technology (IT) management, they squander many opportunities to do so. There are inconsistencies in cost/benefit management practices. Most organizations that integrate operational benefits into investment analyses do not acknowledge operational costs. Planned project goals are seldom formulated in a verifiable or measurable way; there is little structured feedback on individual lifecycle activities, nor co-ordination of various activities. Thus, the attitude towards cost/benefit management appears primarily context-related and incident-driven. A further development of the system lifecycle-based approach is needed to improve IT cost/benefit management theory and practice, because a coherent set of methods is required to assess IT costs and benefits throughout the entire lifecycle.  相似文献

A knowledge-based method for software project risk assessment and cost estimation has been implemented on multiple platforms. As an extension to the Constructive Cost Model (COCOMO), it aids in project planning by identifying, categorizing, quantifying and prioritizing project risks. It also detects cost estimate input anomalies and provides risk control advice in addition to conventional COCOMO cost and schedule calculation.The method has been developed in conjunction with a system dynamics model of the software development process, and serves as an intelligent front end to the simulation model. It extends previous research in the knowledge-based cost estimation domain by focusing on risk assessment, incorporating substantially more rules, going beyond standard COCOMO, performing quantitative validation, providing a user-friendly interface, and integrating it with a dynamic simulation model.Results of the validation are promising, and the method is being used at Litton Data Systems and other industrial environments. It will be undergoing further enhancement as part of an integrated capability for software engineering to assist in system acquisition, project planning and risk management.  相似文献

提出了一个基于设计结构矩阵的任务流程优化算法,给出了分析复杂项目进度和成本风险的仿真模型。该模型考虑了任务之间交互作用导致的循环迭代,以及相关的学习效应。算例仿真结果表明,对于具有高度耦合性及返工概率的复杂IT开发项目,本优化算法可以有效地降低项目执行成本和执行费用。  相似文献
