This article is concerned with existing proposals for improving public transport in Jakarta. Although Jakarta has a long history of transport studies, with more than 25 studies undertaken since 1975, public transport has experienced no obvious improvement. This article critically evaluates existing proposals, with the focus on how they attempt to address problems related to bus transport. The analysis reveals that, by adopting the standard Urban Transport Planning (UTP) process developed in the context of Western industrial cities, the transport studies have been largely directed towards inappropriate technology-transfer solutions. The studies uniformly propose replacing the existing bus system with short-term solutions that implement 'bus priority' schemes. The analysis also reveals that, rather than planning coherently, the proposals for Jakarta have been highly fragmented and lacking in detail. This is due largely to the nature of the studies, that regard bus improvement as a temporary measure prior to the implementation of a mass rapid transit (MRT) system, and also because of their over-reliance on market mechanisms, claiming that such mechanisms will allow 'self-correction' of the problems.  相似文献

This research aims to identify barriers to the implementation of local transport policy by exploring bus policy implementation in Great Britain. The methodology is based on an online survey with 56% of local authorities and follow-up interviews with 10 of those officers, analysed via a ten-point hybrid theory. The greatest challenges faced by local authorities included the availability of financial and staff resources, the existence of a clear policy document and inter-organisational communication. The relationship between setting policy objectives, selecting suitable measures to achieve those objectives, and setting and monitoring targets was identified as key to successful policy implementation.  相似文献

In many large urban centres, there is considerable pressure to expand public transport interchanges in order to accommodate increased passenger volumes. However, the lack of space in city centres means that innovative solutions often have to be found before such expansion plans can be realised. A particular case is the interchange at Amsterdam Central Station, where there is an urgent need for better facilities for bus passengers. The growing popularity of bus travel has led bus companies to investigate the feasibility of building an underground bus terminal below the harbour area in front of the railway station. This article discusses the advantages offered by this concept and reviews its implications for local public transport policies. Attention is also given to the process of developing the project by obtaining social and political support for it. Finally, the design of the proposed bus station is presented and a number of specific features of the underground situation are highlighted.  相似文献

目前大部分的城市公交换乘模型均是基于数据库模式。该模式具有数据管理方便、查询效率高等特点,但仍然存在一些问题与不足,如在处理空间数据上的缺陷以及查询结果无法进行图形可视化显示等。另外,基于数据库的换乘模型普遍忽视人们的出行心理,将换乘区间设置为同站换乘或以中转站为中心,一定距离内的站点设为可换乘站点,这与人们出行的实际情况并不一致。本文在已有公交换乘模型的基础上,结合GIS在处理空间数据方面的优势,提出了基于GIS的城市公交换乘模型。通过Dijkstra算法解算城市中站点间的最短路径,根据最短路径设定站点的公交换乘区,并利用换乘矩阵记录公交换乘区。本文设定了300 m换乘矩阵、500 m换乘矩阵和800 m换乘矩阵,乘客可以根据可以忍受的最大步行换乘距离选择换乘矩阵以设定适合其自身的公交换乘区,并以此为基础通过数据分析解算最优公交路线,并以可视化的方式进行显示。以杭州市的公共交通系统为例进行了试运算,结果表明加入换乘矩阵的公交换乘模型与实际情况更加吻合,最后总结了实现步骤和试算结果。  相似文献

Local governments increasingly justify the hosting of mega-events because of their legacy value, assuming that all local residents benefit from those events. Yet, little attention has been paid to the distributive question of who benefits from the transport legacy left by those events. This paper reflects on the delimitation of transport legacies and its social impacts in terms of how such developments can reshape urban accessibility to opportunities. It analyses the transformation in the transport system of Rio de Janeiro (Brazil) in preparation for the 2014 World Cup and the 2016 Olympic Games. That transformation involved substantial expansion in public transport infrastructure, followed by cuts in service levels and a reorganization of many bus lines to streamline the transport system. The paper examines whether those recent changes have increased the number of people from different income levels who could access Olympic sports venues and healthcare facilities by public transport within 15, 30, 60 and 90 min. The analysis uses a before-and-after comparison of Rio's transport network (2014–2017) and a quasi-counterfactual scenario to separate the effects of newly added infrastructure from the reorganization and cuts of transport services. The results show that the infrastructure expansion alone would have increased the number of people who could access the Olympic sports venues, but it would have only marginally improved people's access to healthcare facilities. Nonetheless, the findings indicate that the streamlined bus system have offset the benefits of infrastructure investments in a way that particularly penalizes the poor. The analysis of both the implemented changes to the public transport network and the counterfactual scenario show that the accessibility benefits from the recent cycle of investments and disinvestments in Rio generally accrued to middle- and higher-income groups, reinforcing existing patterns of urban inequality.  相似文献

作为我国在公共利益实践中的一个重要环节,公共项目具有明显的外部性和公益性特征,其征地拆迁工作关系着私权保护、社会稳定等诸多深层次问题。而这些问题的解决又很难通过单一的宏观调控或市场手段来实现。因此,与普通商业项目的征地拆迁相比,公共项目征地拆迁具有一定的特殊性和复杂性。从公共项目的特殊性出发,分析了公共项目征地拆迁过程中存在的问题,揭示了公共项目征地拆迁问题的成因,并在此基础上提出了相应的对策建议。  相似文献
