地理信息系统(GIS)在我国国家信息化、国家安全、经济建设、科学研究等方面发挥着越来越重要的作用。在推导我国GIS基础和应用基础研究方面,国家自然科学基金(NSFC)发挥了重要作用。对NSFC地球科学部地理学科资助的GIS类项目为例,从获资助项目数量、学术论文发表和人才培养3个方面,对1991-2001年NSFC资助的GIS类项目进行了初步分析,并与同期美国自然科学基金资助GIS类项目情况进行了初步对比分析。为了加强我国GIS基础和应用基础研究,提出逐步增大对GIS的资助项数,支持跨单位、跨学科的优秀研究群体,在NSFC项目指南中增加GIS专门条款等建议。  相似文献

本文对国家自然科学基金1986~2017年自动化领域项目申请和资助数据进行了大量数据分析,统计和分析结果表明自动化领域自然科学基金成为研究者重要的研究资金来源,研究人员规模、研究成果数量、基金资助数据都在稳步提升,研究队伍正呈现年轻化趋势.通过数据挖掘30年来不同研究热点及其变化,笔者发现自动化领域基金资助的相关研究领域能紧跟国际国内研究前沿,热点领域中理论研究比重大于应用研究,近年来具有应用研究背景的项目资助比重逐年提高.本文可为广大自动化领域相关的研究者提供选题等方面的借鉴和参考.  相似文献

Innovation is one of the keys to success in the business world, particularly within the current economic climate. R&D projects constitute the building blocks of the innovation process, hence the importance of searching for funding for these projects. As ontologies and semantic technologies mature, they provide a consistent and reliable means to represent and aggregate knowledge from different sources. The present work explores the use of ontologies to model R&D grant funding calls and the application of semantic technologies to the development of an enhanced funding management system. Our experiments confirm the success of the proposed approach, and reveal that it may bring considerable benefits to R&D funding.  相似文献

This study focuses on the work of three mathematicians who collaborated on post–World War II projects. Specifically, the article examines connections between science policy debates and how practices of early computer developers were affected. Debate topics included ownership of technologies developed in private industry and at universities with public funding. Computer developers found solutions to the issues debated, ultimately forming the Association for Computing Machinery.  相似文献

The aim of this paper is to demonstrate whether stakeholders activating a project shape team building, the structure and magnitude of resource investment levels, and to what extent these levels impact ERP project effectiveness. The process view of an ERP project includes project initiation, system justification and funding, implementation, and early system use. Results from a nationwide empirical survey conducted in Austria (N=88) show that activating actors influence team formation and resource investments, which impact project effectiveness levels. Resource-intensive justification and funding phases tend to precede resource-intensive implementations in heavy-weight projects, which seem to be less effective than light-weight projects. Resource and change conflicts are associated with lower project effectiveness and are more common in resource-intensive ERP projects, where early system use appears to be relatively less stable.  相似文献

Many national and international governments establish organizations for applied science research funding. For this, several organizations have defined procedures for identifying relevant projects that based on prioritized technologies. Even for applied science research projects, which combine several technologies it is difficult to identify all corresponding technologies of all research-funding organizations. In this paper, we present an approach to support researchers and to support research-funding planners by classifying applied science research projects according to corresponding technologies of research-funding organizations. In contrast to related work, this problem is solved by considering results from literature concerning the application based technological relationships and by creating a new approach that is based on latent semantic indexing (LSI) as semantic text classification algorithm. Technologies that occur together in the process of creating an application are grouped in classes, semantic textual patterns are identified as representative for each class, and projects are assigned to one of these classes. This enables the assignment of each project to all technologies semantically grouped by use of LSI. This approach is evaluated using the example of defense and security based technological research. This is because the growing importance of this application field leads to an increasing number of research projects and to the appearance of many new technologies.  相似文献

针对信息学部人工智能学科(F06) 2018至2020年度基金项目的申请和资助情况, 截取面上、青年、地区和重点项目, 点?线?面相结合, 从多种客观指标角度系统分析了三年来人工智能学科的申请和资助情况. 2020年度国家自然科学基金委学科代码进行了大幅度的调整和改革, 特别是在取消三级代码、增加二级代码数目的背景下, 本文的分析可以为新版代码的科学性和未来基金项目的申请、评审和资助导向提供统计支撑. 同时, 结合最近三年人工智能学科基金项目的申请资助情况, 以及科学处对人工智能领域的若干推动和工作安排, 对未来国家自然科学基金资助架构下的人工智能学科发展进行了展望.  相似文献

Agile software development that provides software development organizations, the ability to respond to changes in turbulent business environments, has been gaining wide adoption. Agile software development projects are characterized by ‘just enough’ planning and lack of upfront commitment to scope, cost, and schedule. These characteristics pose conflicting demands on managers responsible for making funding decisions, because traditional approaches to funding IT projects are often based on well-defined scope, cost, and schedule. These conflicts demand the adaptation of traditional funding processes to suit to agile projects. We draw from Adaptive Structuration Theory to understand the nature of conflicts between traditional IT project funding processes and the dynamic nature of agile projects, and how these conflicts are addressed by practices that are appropriated in the process of social interaction between funding decision makers and development teams. On the basis of a multisite case study, we present a framework that explains how organizations adapt traditional IT funding approaches to accommodate the unique characteristics of agile IT projects.  相似文献

The use of advanced high performance computing tools across the sciences, social sciences, and humanities has rapidly expanded in recent years. Several programs have been initiated under the umbrella of e-science with large-scale funding and a wide range of projects. The vision underlying these programs is that new tools will greatly enhance research and enable new forms of global collaboration. This article maps out the different social science approaches to e-science and provides illustrations of how they have been deployed. The aim is to highlight the diversity of these approaches, show complementarities among them, and point to how they may shape the e-science enterprise in years to come.  相似文献

Assistive technologies, such as telecare monitoring applications installed in the home, are being promoted to help reduce pressure on health care systems caused by an aging population and as such promise a large market for new products. However, despite many projects undertaken by commercial companies, and despite significant investments both by the companies and by national and international funding programs in the EU, such systems are not widespread. This paper reports on a retrospective study of the development of one early system, HandyHelper. We were interested in what challenges the development team faced and why the system is no longer on the market. Qualitative research methods were applied, including document analysis and interviews of key people involved in its development. Even though the system worked technically, the input of older users was sought, and a pilot installation was run, the development was stopped. The findings from a thematic analysis point to complex issues. Some problems were avoidable, e.g., by providing more support for new users, though other problems point to inherent tensions, such as the different needs of sensor-based security features and interactive services aimed at the older users. Yet other aspects are outside of the developer’s control, such as available public funding. We summarize these findings and suggest lessons learnt for future projects.
