The month of January of the fifth year of publication seems a good time both to look back on the journal's achievements in the past and to glance forward at its aspirations for the future. Over all, it is shown that the journal does attract and publish material relevant to the issues that it was designed to cover. If, in its content, the perfect balance has not yet been struck, the remedy lies to hand; the reader must turn writer and by his own contributions ensure a better representation of his chosen field of interest in our future publications. Recorded, counted, and tabulated by source and author citations in the Journal of Counseling Psychology from 1954, 1958, 1962, 1966, and 1970. A study of the tables revealed that the dependence function of the journal (i.e., the citation of the journal itself) increased as the journal grew, sources of citations remained relatively stable over the years, and authors cited significantly changed during the same period. This article is reprinted from the Journal of Consulting Psychology, 1965, 29, 97. The present editor wishes to affirm that the Journal of Consulting Psychology is the APA publication in the area of clinical psychology (child and adult), and it is his intention that its range of content will reflect the many facets of this area. Relevant topics would include: personality assessment and diagnosis, theories and techniques of behavior modification, community mental health concepts and techniques, etiology of behavior, structure and dynamics of personality, clinical psychopathology, etc. The etc. that concludes the last sentence should register the fact that the definition of clinical psychology is open-ended, and as a consequence, the Journal of Consulting Psychology will not arbitrarily exclude from consideration any topic of pertinence to clinical psychology. This article is reprinted from the Journal of Abnormal Psychology, 1965, 70, 1. The Journal of Abnormal Psychology will give priority to articles on problems related to abnormal behavior, broadly defined. The Journal's interests thus include the following: (a) psychopathology--its development or acquisition, its treatment or remission, and its symptomatology and course; (b) normal processes in abnormal individuals; (c) pathological or atypical features of the behavior of normal persons; (d) experimental studies, with human or animal subjects, relating to emotional or behavioral pathology; (e) social or group effects on adjustment or pathological processes; (f) tests of hypotheses from psychoanalytic or other psychological theory. This list does not pretend to be exhaustive; nor does the order of listing imply an order of priority. The boundaries of the Journal's interests cannot be hard and fast and, in fact, probably will be breached on occasion at the discretion of the editors and consultants. A key issue for meta-analysts is how to represent study outcomes--in other words, what is the best metric for study outcomes? This introduction describes four articles in a special section on metric in meta-analysis. Do meta-analyses require standardized measures of study outcome? C. F. Bond, W. L. Wiitala, and F. D. Richard (2003) argue that standardization is often not needed and can obscure results. Another aspect of scaling outcomes is dichotomization. J. Sánchez-Meca, F. Marín-Martínez, and S. Chacón-Moscoso (2003) compare estimators appropriate when a meta-analysis includes treatment-control studies with dichotomized outcomes. Two articles deal with additional design complexities. R. Gillett (2003) describes mean-difference estimators, outlining indices comparable to effects from the t test. S. Olejnik and J. Algina (2003) provide a formula for generalized eta squared and omega squared statistics that are comparable across research designs. Classified articles and brief reports appearing in the 1st 19 volumes of the Journal of Counseling Psychology into 17 content categories and recorded certain methodological features from each research article. While the percentage of research articles in the journal increased, no clear trends were observed within any research category across the 19 yrs of publication. The 3 principal areas of research activity and publication were counseling outcome and process research, research on vocational behavior, and research on the development and evaluation of tests and measurements. Provision of reliable, valid, and informative data to the public for evaluating the performance of health care services has been inconsistent at best and erroneous at worst. This article examines how private and governmental agencies are addressing this issue by concentrating on a well-defined set of performance indicators for several key diseases. In order to fully consider the implications of these developments for rehabilitation, the author discusses 4 topics: (a) how quality and safety concerns influence health care policy, (b) watershed events over the past half century that have contributed to a quality and safety dilemma in health care, (c) the difference between process and outcome indicators and implications for robust performance measurement, and (d) emerging coordination efforts by accreditation and regulatory agencies that will shape clinical service delivery in rehabilitation. This issue marks the beginning of my editorship of Consulting Psychology Journal: Practice and Research. Each incoming editor of a journal puts a new stamp on it, emphasizing continuity in some areas and undertaking new directions in others. In this statement of editorial policy for my tenure as the journal's editor I identify planned changes and new directions for the journal as well as editorial policies. I base these approaches both on my sense of the journal's needs and on issues I consider important for advancing the intellectual vitality of the field of consulting psychology.
