There are problems associated with the Turkish construction sector; some of these problems are implications of Government policy, restrictions imposed on public construction projects, bureaucratic procedures, contractual clauses incorporating unfair risk sharing and inadequacies in control mechanisms. Some problems can be attributed to inadequate technological knowhow, and/or lack of education and training incen1 tives in new technologies and management approaches. This paper presents findings from research that was aimed at investigating the applicability of partnering in the Turkish construction sector as an alternative approach in seeking solutions to some of the problems within this industry. The findings suggest that the partnering approach could help reduce some of the problems associated with the Turkish construction sector, although the implementation of this approach is likely to face complications, mainly in terms of cultural change requirements and the bureaucracies associated especially with the public construction process. The findings also suggest that if partnering were to be considered for Turkey, the private construction sector would offer more flexibility in the implementation of this approach, rather than reliance on the Government for the introduction of partnering into Turkey. 相似文献

Recent literature on the Swedish rental system has missed the central significance of the Swedish system for international comparative purposes by neglecting the rent‐setting system and by unwittingly adopting an Anglo‐Saxon perspective. In this paper I attempt to rectify this by developing a comparative conceptual framework for the analysis of rental systems. I outline the post‐war history of the Swedish rent‐setting system, and argue that this constitutes an example of a unitary social rental market in the making, whereby public and private renting are integrated and public renting expands to become market leader for rent‐setting purposes. According to this model, public renting is allowed to compete with private renting such that its cost structure increasingly determines the rent levels on the rental market as a whole. This ‘market strategy’ constrasts to the Anglo‐Saxon model in which public renting is segregated from private renting, its growth suppressed (or even reversed through discounted sales) to prevent public renting competing with private renting and owner occupation. The ‘command policy’ uses the principles of the command economy to achieve the goal of sheltering both owner occupation and private renting from competition from a non‐profit form of rental housing. Other countries where a market policy has been adopted, such as Germany and the Netherlands, are also discussed. 相似文献

As broadband Internet transforms the way people connect with others, the boundaries between different modes of communications become vague. In recent years, the scope of voice and broadband markets has become a matter of concern for both policymakers and researchers. Until recently, it was thought that DSL and mobile broadband markets were separate markets and therefore they were separately regulated. However, recent empirical evidence in some countries shows that fixed and mobile broadband services are likely to be substitutes. If this is true, the definition of the relevant market for broadband has to be expanded to include mobile networks. This implies that they should be subject to the same regulatory framework. In order to follow this change, we look into the Turkish broadband market, as it is one of the fastest growing in Europe. The paper provides empirical evidence on the existence of fixed-mobile substitution in broadband Internet services in Turkey. We show that fixed and mobile broadband are substitutes in Turkey and they have to be included in the same relevant market definition. As differences between them in terms of speed, reliability and price diminish, customers increasingly see them as substitutes. These changes in the market environment require a reconsideration of the regulatory environment of fixed and mobile broadband markets. 相似文献

The most important changes in the political economy of Vietnam began with the Doi Moi (Renovation) reforms of 1986. The changes in the national economic system have been reflected almost immediately in urban development patterns, where the diversification of capital investment (especially the influx of foreign direct investment), the creation of a property market (dealing with land use rights), and the commercialization of the housing sector have created significant changes, while the planning system has not been sufficiently adapted to the new political reality. This article shows how the changes in the national policy framework have transformed the urban development patterns of Hanoi. Industrial development in the rural fringe areas, the new dynamics of the private housing sector, and the commercial redevelopment of the inner city are described and quantified. While the formerly rigid command-and-control system of urban management has already been simplified to some extent, inappropriate bureaucratic attitudes persist. This has resulted in a lack of authority, communication, and competency, while a thriving informal sector of urban development has emerged. In conclusion, there is an urgent need for building new forms of public involvement to ensure social equity goals and to avoid market distortions. The policy reforms at the national level need to be mirrored by a more capable urban management system. 相似文献

In this paper, we employ a public choice perspective to analyze the development of policies for renewable energy sources (RES) in the EU in general and in Germany more specifically. In doing so, we explain the main characteristics of current RES policies by reference to the self-interest driven motivations of voters, stakeholders and political actors. One important puzzle, which we address, is the following: How could effective RES-policies be introduced against the political opposition of fossil-fuel interest groups in the past? Via analyzing the German example in more detail, we show how over time a self-reinforcing interplay of ideological and financial RES support has emerged. Moreover, we argue that observed specific design choices for RES policies in Germany, such as largely riskless remuneration schemes and high degrees of technology differentiation, as well as decentralized decision-making across EU Member States, can be traced back to politicians' need to balance a variety of partly opposing interests. A major benefit of the presented analysis is that it provides a realistic assessment of the challenges for RES policy reform – any reform effort critically depends on its ability to balance stakeholder interests. 相似文献

Martin Wagner’s contribution to planning thought and management during the Weimar Republic is widely known, but he recedes into obscurity afterwards. However, he maintained a tenacious intellectual activity in his American exile, conducting teaching-oriented research as Associate Professor of Planning at Harvard Graduate School of Design and prolonging these explorations until his passing in 1957. Working with students and other colleagues – most prominently Walter Gropius – Wagner devised comprehensive proposals for an alternative regional urbanization pattern that combined radical city-core renewal for conspicuous services and high-end residence with a massive suburbanization of middle- and working-class housing and industrial activities. This scheme exacerbated his earlier conceptions and simultaneously incorporated new inflections stemming from a critical engagement with contemporary debates in the US, which allow a better understanding of his German period and the transatlantic transfer of planning ideologies. At Harvard, Wagner reinforced the political-economic perspective of his work, following a contradictory imperative to secure the implementation of proposals by assimilating capital’s spatiality in design strategies. Taking the dynamics of profit-oriented urbanization to their logical conclusion, the American Wagner envisioned a dark albeit consistent ‘diagram’ of the potential reach of a stark capitalist approach to territorial restructuring, prefiguring major urban shifts in subsequent decades. 相似文献

Australia's electricity market is rapidly adding renewable energy generation. Utility-scale batteries could have a major role in facilitating these transitions; however, their deployment is still largely state-subsidized. We summarize the current and future roles for batteries from a legal-economic perspective in the context of Australia's electricity market framework. We find that the future of batteries in Australia is not only a function of the large-scale deployment of renewables, their cost development and the comparative future cost of competing gas turbines but also of national electricity market and state policy reforms focusing on reliability. 相似文献
