The Statement for the American Psychological Association before the Subcommittee on Constitutional Rights of the Committee of the Judiciary of the Senate, reprinted here, is a substantial share of the entire testimony given on behalf of the APA. It was read by the Executive Officer on June 8 before the Subcommittee on Constitutional Rights of the Committee of the Judiciary. There followed a long period of questioning which the psychologists present felt was genuinely sympathetic or directed by an honest search for information. Representatives of other professional organizations shared the feeling that this was a serious fact-finding committee which gave a good reception to APA's testimony. The APA statement was prepared after consultation with officers of the Association, members of the Board of Directors and other committees, and with the appropriate staff persons. A recent court decision, Hopwood v. Texas ( 1996), prohibits programs at universities in Texas from using race as a factor in admissions and financial aid. Programs accredited by the American Psychological Association (APA) in Texas have been placed in a difficult position. APA exerts pressure on programs to recruit minorities, but because race is illegal as a considering factor in the state of Texas, programs may encounter difficulty satisfying the diversity demands of APA. This article discusses the case of Hopwood, its probable ramifications for other APA-accredited programs, the problems these programs may face, and possible solutions. Table 1 presents the number of Council seats held by divisions and the number held by state and provincial associations for the period 1972-2004. The results of the 2002 apportionment ballot for Council year 2004 are shown in Table 2. A total of 19,520 ballots were returned, representing 22.8% of the voting membership. Describes the results and presents tabular data from the 3rd annual reapportionment ballot held under the revised bylaws of the American Psychological Association (APA) dealing with the composition of the Council of Representatives for 1975. APA divisions lost 5 seats, while coalitions and state associations gained 5 seats. California had the most 10-point allocations, and those units receiving the most 10-point allocations were the ones that obtained the most seats on the council. The number of members voting was 12,102 or 39% of the eligible membership. The total number of representatives on the council was 116, including the 12 members of the Board of Directors. In mid-fall 1968, the APA in cooperation with all constituent societies of the Scientific Manpower Commission surveyed graduate departments in order to learn the possible effect of the changes in draft regulations. The survey indicated that between 30 and 40% of the full-time male students were draft eligible (Boneau & Gates, 1969). In May 1969, the APA resurveyed the graduate departments in order to determine how many of the students had actually been affected. Approximately 10% of the full-time male students in PhD programs had either entered service or been issued postponed induction orders. The Scientific Manpower Commission, in addition to disseminating information on the effect of the draft, is cooperating with the Defense Department in helping the graduate student draftees in "finding military slots in which they will be able to utilize their scientific and technical training."
