A major change is underway in metropolitan planning. The static plan, geared to a desired end-state, will be replaced by plans and programs for growth through future time. With the clarification of the concept of land use, separate plans will be prepared for locations of populations and activities and for the locations of buildings, facilities, and other physical improvements. Transportation plans will be integrated with land use and land improvement plans, reflecting the mutual interdependence of activities and traffic. Urban renewal plans will become integral with metropolitan plans, presenting programs for both developed and developing areas. Most important, with the development of metropolitan growth models, we shall better understand the processes of continual urban change, and our master plans will themselves become continuing processes for guiding that change.  相似文献

This paper argues that there are distinctive characteristics in the spatial strategies constructed for the state capital cities of Australia. To investigate this hypothesis, the paper conducts a review of the major plans produced since the Second World War, and the reasons they take the form they do. It finds that there are strong common features in the plans formulated from the end of the war until the 1980s. After a period of neglect, metropolitan strategies are then made by state governments, all of them ruled by Labor governments, in the 2002–2009 period. While these strategies amplify and extend these distinctive characteristics, more uncertain and dynamic conditions mean that they need frequent revision and connection with infrastructure, transportation and state development plans.  相似文献

The recent metropolitan plans for Denver and Washington revive old issues concerning the optimum form of the metropolitan area, and present challenging alternatives. Despite innovations in form and in the staging of growth, these plans fail to provide criteria for choice between the alternatives presented. They depend instead upon traditional intuitions regarding the desirable form of the city. Current developments in operations research should make it possible to establish some measurable criteria and to provide governments and citizens with at least limited indications of the costs and benefits of alternatives and the means necessary for their implementation.  相似文献

The Intergenerational Report recently released by the Commonwealth Government contains some of the elements of a national long-range plan. Because the Report comes from the Treasury it lacks some important themes such as the impact of the envisaged population growth on natural resources. However, it is linked with the major cities which it recognises as the major drivers and arenas in the changes it foreshadows. This link is cemented in the recent COAG agreement to produce new metropolitan strategies by the beginning of 2012, using an agreed and enriched planning process. The opportunities in this new situation are canvassed.

In an attempt to extend planning theory through empirical resarch, cluster analysis is applied to data on metropolitan planning agencies in a search for “types” of planning. The basic data matrix contains 109 agencies and thirty-six technical studies variables. Three groups of technical studies emerge corresponding to comprehensive land use and transportation planning, capital improvements studies and programming, and a miscellany of “newer” studies. Three types of agencies also emerge, based upon volume of studies produced. Explanation of the output levels of agencies is sought through input and constraint variables. Benefit-cost ratios are calculated for agency types.  相似文献
