A REVIEW is given of some of the international technical standards activities and Recommendations of the International Radio Consultative Committee (CCIR) for radio communications. A new Recommendation for the digital coding of television signals provides a basis for a single world standard for video signals in broadcasting studios, recording, and exchange of programs. Work is underway on high-definition television and a standard for satellite direct broadcasting downlink. Fixed satellite earth-station antenna standards (developed earlier), and performance criteria for satellite links in the integrated services digital network are being improved. Digital microwave radio relay standards include allowable bit error ratio, channel arrangements, and baseband interconnection. Mobile service Recommendations include system standards for VHF/UHF automated radiotelephony, a future global maritime distress and safety system, and radio paging codes and formats. Standards for the use of ARQ in HF and maritime communications, and the use of Universal Coordinated Time (UTC) in international telecommunications, are based on CCIR Recommendations.  相似文献

In this article we propose a unified radio network architecture, broadband wireless multimedia (BWM), which integrates broadcasting service and broadband wireless access service at both the application and physical layers. A simple, flexible, and comprehensive radio resource management framework is developed for the unified radio network. It is shown that the proposed radio network architecture has many advantages over existing ones. The commercial advent of digital broadcast radio in the UK is upon us. The concepts and technology of digital audio broadcasting, DAB, originated from the European Eureka 147 project, which began in 1988 and which has created international standards now adopted by ETSI and the ITU. In the UK today the BBC provides DAB coverage to some 60% of the population. A DAB licence for independent radio broadcasting has been awarded to a consortium called Digital 1 which will offer a similar level of coverage within 12 months. Digital radio had been held back by a lack of consumer receivers. High-end consumer products are, however, now beginning to appear in the shops. 地面无线广播电视作为广播电视最为重要的传输手段,在广播电视发展的很长一段时间内占据主导地位。随着计算机、微电子、移动通信、材料科学等技术飞速发展和人们不断提高的精神、物质、文化需求,无线广播电视技术开始探索向移动终端和个性化领域发展,广播电视与通信技术的融合已经成为全球性话题和探索研究方向。以国际通信组织3GPP为代表的通信与广播电视技术人员,从本世纪初开始了对现代广播电视传播体系的全面系统研究和探讨。本文全面介绍了3GPP广播模式的发展历程和主要技术特点,并基于我国广电兼具广播运营商和电信运营商的双重身份,指出了广电5G广播电视网建设演进路线,建议了未来中国3GPP广播电视分三阶段发展,提出了中国广播电视的核心模式:卫星组网+地面广播+基站覆盖。  相似文献

Over the years, broadcasting in the United States, both radio and television, developed chiefly as a privately owned, commercial service. In that same period, however, some commercial television and radio stations emerged to meet various special needs, as for example, the requirements of schools and universities for educational programs. These stations were mainly local, set up by educational and other local public organizations. These groups had a number of common interests which resulted in the setting up of associations or other similar bodies which could act for groups of stations and organize the sharing of programs. Engineers have been looking at ways of broadcasting a digital radio service to the general public, which would ideally have the following features: sound quality comparable with that of the CD; reliable reception to all listeners in the coverage area; capability of offering coverage of all listeners; capability of fixed, mobile and portable reception using simple low grains antennas; simple push-button programme selection-no tuning; frequency efficiency, so that many services can be provided in any spectrum available; and capability of operation from terrestrial transmitters and/or satellite. The author describes the requirements of a digital audio broadcasting system regarding intersymbol interference and then discusses COFDM, coded-orthogonal frequency division multiplex. In digital broadcasting systems, like Eureka 147 DAB, it is possible to separate the actual service from the transmission system. Such a separation enables the distribution of any type of digital data to stationary, portable, or mobile terminals. However, a radio channel for mobile reception has certain characteristics to which existing multimedia services must adapt. We present a multimedia system model for digital broadcasting. The history of the creation of a new national TV network for the United Kingdom is given. From the start, the United States has been accustomed to free enterprise radio and television services (not forgetting the FCC). But in the United Kingdom and Europe, however, broadcasting was strictly state-controlled and no advertising was permitted. Then, in 1954, a British Conservative government, against severe opposition from the Left, introduced a new "Television Act" which permitted a Public Authority?the Independent Television Authority (ITA)?to provide a second television service for the whole of the country by granting a franchise to a number of separate, financially self-supporting program companies, each with their own technical facilities and staff. These companies were to supply programs that they and the ITA considered to be of national merit to various regions of the country and to broadcast such programs over a comprehensive lines network and a series of transmitting stations sited, built, and operated by the ITA itself. This was a unique combination of private initiative and public control. In contrast to a centralized organization such as the BBC, the ITA established its service as a federal system. The considerable influence of this policy on the way the new network should be engineered and the technical developments that followed are described. In particular, it is interesting to note the spectacular rate of increase in the number of viewers receiving the ITA programs as the new service was developed.  相似文献
