China''s New Energy Strategy

At one of the routine meetings recently held by the State Council, the Chinese Government discussed and approved in principle the draft "Platform of Energy Development Plan (2004-2020)". This platform document is regarded as important to China's energy industrial development,according to the industrial insiders. In an interview with news media, Director of Energy Research Institute of State Development and Reform Commission Zhou Dadi specified eight key points of the new energy strategy.     

World's refiners plan massive increase in capacity

Talk of a worldwide shortage of refinery capacity has led to a plethora of new proposals for new refiners and refinery extensions. A survey compiled by Oil and Energy Trends and our associated web-based service Global Energy Review has identified proposals for over 16 mn bpd of new crude distillation capacity ( see Table A ). This represents an increase of nearly 20% over present capacity levels: comfortably over any likely increase in world oil demand over the next decade. It is almost certain, therefore, that some of this planned capacity will not be built. Indeed, some of the proposals for certain individual countries are clearly meant as alternatives to one another. Indonesia and Vietnam, for example, are most unlikely to build more than one new refinery in the next ten years.

A report on the 6^th BIEE Academic Conference held in association with the UK Energy Research Centre, 20-21 September 2006, St. John's College, Oxford, UK.
The British Institute of Energy Economics (BIEE) was founded in 1980. Membership is open to all with an interest in energy economics and energy policy. BIEE's membership is drawn from many fields, including international agencies, regulatory bodies, universities, government, industry and the financial sector. It aims to encourage the study of energy economics and energy policy by bringing together individuals with a wide range of expertise and encouraging the exchange of ideas and information. The UK Energy Research Centre (UKERC) plays a crucial role in the programme "Towards a Sustainable Energy Economy" masterminded by the UK Research Councils. Its activities include a Research and Co-ordination Programme organised around six themes: 'demand reduction', 'future sources of energy', 'energy infrastructure and supply', 'energy systems and modelling', 'environmental sustainability' and 'materials for advanced energy systems'. The UKERC Meeting Place was set up to assist UKERC in achieving its aims. It provides the opportunity for academic debate, through which members of the UK energy community and their overseas counterparts can engage with one other. This year, the main conference sponsors were Shell UK, BP and the BG Group.
