构建企业安全教育培训体系架构的思考

事故频发的根本原因是安全教育培训严重不足。有效预防安全事故的根本措施是科学、系统做好安全教育培训工作。笔者从安全法律法规、安全技术、培训管理、安全文化等方面进行分析,针对企业安全教育培训工作主要问题,系统提出构建企业安全教育培训体系架构,旨在为企业现时期如何有效开展安全教育培训工作提出参考思路。

针对矿山安全教育培训存在的问题,分析了影响矿山安全教育培训质量的因素(包括人的因素、物的因素、管理的因素),指出主要因素为传统安全培训教育设备单一、安全培训教育模式枯燥、安全培训教育师资力量薄弱和缺员矛盾突出。在此基础上,运用虚拟现实技术,以三维动态的形式全真模拟出矿山施工作业真实场景和险情,使下井人员切身体验施工过程中可能发生的各种危险场景,提高矿山安全教育和培训演练的效果。     

安全培训能力开发实践与思考

2006年以来,国家安监总局就安全培训工作先后发布了3号令和44号令,3号令重点强调了生产经营单位安全培训规定,44号令重点强调了安全培训管理办法。这两个部门规章对安全培训工作的重要性以及安全培训具体实施作出了明确要求,是生产经营单位开展安全培训的重要依据。为贯彻落实国家安监总局规章要求,济钢人力资源部安全教育中心依托培训机构资质优势,围绕安全培训题库与课件开发,着力强化安全培训基础建设。通过系统策划、项目管理等手段,先后完成了企业现有安全管理、特种作业所有工种理论考试机考题库和规范化课件开发任务,实现了安全培训与考试方式历史性跨越,极大调动了员工主动学习的积极性,提高了安全培训和考试质量、效率。企业安全培训能力跃上新的台阶,为企业安全生产提供了强有力的培训支持。
