Energy security and climate change protection have risen to the forefront of energy policy—linked in time and a perception that both goals can be achieved through the same or similar policies. Although such complementarity can exist for individual technologies, policymakers face a tradeoff between these two policy objectives. The tradeoff arises when policymakers choose the mix of individual technologies with which to reduce greenhouse gas emissions and enhance energy security. Optimal policy is achieved when the cost of the additional use of each technology equals the value of the additional energy security and reduction in greenhouse gas emission that it provides. Such an approach may draw more heavily on conventional technologies that provide benefits in only one dimension than on more costly technologies that both increase energy security and reduce greenhouse gas emissions.  相似文献

In many African countries, the upswing in oil prices is one factor that favours the adoption and implementation of a national biofuel policy. This trend has a major impact on state budgets and domestic trade balances, while also limiting the access of rural inhabitants to modern energy services. Contribution of biofuels in stabilizing the energy sector, influences ongoing negotiations on the global dynamics of climate change, the reduction in greenhouse gas (GHG) emissions and sustainable development. The question of biofuels as an alternative energy thus depends on international, national and local considerations. Biofuels represent opportunities, e.g., energy independence and security, new national income and employment sources, as well as potential food security problems. African policy makers therefore need to make the right choices to guide the development of biofuel production and use.This article aims to support the development of a biofuel policy by reviewing the latest technical, economic, environmental and social knowledge so as to be able to evaluate the potential and limits of biofuels in Burkina Faso.  相似文献

New Zealand has recently followed the path of several other countries in promoting solar hot water (SHW) systems in the effort to reduce greenhouse gas emissions, yet the economic efficiency of large-scale policies to encourage SHW remains a pressing question for policymakers. This paper develops an economic framework to examine policies to promote SHW in New Zealand, including the current information, training, and subsidy policy. The economic framework points to environmental, energy security, and average-cost electricity retail pricing market failures as motivation for SHW policy, with the global climate change externality the most important of these. The results indicate that domestic SHW systems are close to being financially attractive from a consumer perspective, but a more substantial subsidy policy would be necessary for SHW to appeal to a wider audience. Such a policy is far more likely to have positive net benefits than a policy of mandating SHW on all homes or all new homes in New Zealand, and could be justified on economic efficiency grounds under reasonable assumptions. However, this result reverses under an economy-wide carbon trading system that internalizes the environmental externality.  相似文献

Electricity generation in different countries is based on a variety of fuel mixes compromising solid fossil fuels, oil, natural gas, nuclear and renewable energy sources. While in the past, national energy agendas have directed the optimal utilisation of domestic resources as a means to achieve supply security, today's environmental debates are influencing the electricity fuel mix in new directions. In this paper we examine the electricity sectors of Germany, Greece, Poland and the UK in an attempt to identify the policy and technology choices implemented in each country. The country selection is deliberately made to facilitate an extended overview of national agendas, varying domestic energy resources and industrialisation levels but still within the common EU framework. The focus is placed on policies related to two objectives, climate change mitigation and improving electricity supply security. The theoretical framework developed provides the possibility to assess the electricity sector independence at a national level using a multi-parametric analysis of the fuel mix data. Through a comparative assessment of the knowledge gained in different countries the authors provide insights and suggestions that allow for an improved understanding of the trade-offs and synergies that various policy options may introduce.  相似文献

The adaptation and transition to new configurations of energy systems brought on by challenges of climate change, energy security, and sustainability have encouraged more integrative approaches that bring together the social and technical dimensions of technology. The perspectives of energy systems and climate change play an important role in the development and implementation of emerging energy technologies and attendant policies on greenhouse gas reduction. This research examines citizens’ views on climate change and a number of energy systems, with a specific focus on the use of carbon capture and storage (CCS) as a technology to address greenhouse gas emissions. An all-day workshop with 82 local participants was held in the city of Calgary in Alberta, Canada to explore the views of climate change, energy and CCS. Participants were provided the opportunity to ask experts questions and discuss in small groups their views of climate change policy and energy systems. Results demonstrate that participants’ assessments of energy systems are influenced by social–political–institutional–economic contexts such as trust in industry and government, perception of parties benefiting from the technology, and tradeoffs between energy systems. We discuss our findings in the context of understanding social learning processes as part of socio-technical systems change.  相似文献

The challenge of transforming entire economies is enormous; even more so if a country is as fossil fuel based and emission intensive as South Africa. However, in an increasingly carbon constrained world and already now facing climate change impacts South Africa has to reduce greenhouse gas emissions intensity soon and decidedly. The South African electricity sector is a vital part of the economy and at the same time contributes most to the emissions problem. First steps have been taken by the South African government to enhance energy efficiency and promote renewable energy, however, they fail to show large-scale effects. This paper seeks to identify the relevant barriers to renewable energy investments and, based on experience from other countries, provide policy recommendations.  相似文献

The absence of US national action on global climate change policy has prompted initiatives by the US Congress, cities, states, and regions toward what is likely to become a long-term, collaborative effort to harmonize national energy and climate policies. This upward evolution in the face of a reluctant administration is historically consistent with the development of national legislation on other environmental and social issues in the US. At the heart of this movement is the need to resolve conflicts between high-intensity use of low-cost fossil energy supplies, and the dominating impact of carbon dioxide emissions on global climate change. US states are among the largest carbon dioxide emitters in the world and play a critical role in supplying and transforming energy, as well as consuming it, for economic advantage. State governments are also likely to have to shoulder some of the cost of potentially extensive climate damages and bear the brunt of the cost of implementing future federal mandates. As a result, many are taking proactive stances on the development of climate mitigation policy to prepare for, accelerate, and/or guide national policy. As US states show leadership on addressing greenhouse gas emissions, they also play an important role in forging policies and measures that reduce economic conflict between energy and climate goals. A number have launched or completed greenhouse gas mitigation plans and other major policies in the past few years that address these conflicts through: (1) finding ways to reduce mitigation costs, including the use of incentive-based policy instruments; (2) promoting an open and democratic policy process that includes major stakeholders; (3) promoting equity across socioeconomic groups, regions, and generations; and (4) promoting interregional cooperation. The results are promising and suggest that the state arena for climate and energy policy is evolving quickly and constructively toward alternatives that reduce conflict. Regional efforts are also unfolding, along with greater congressional attention to the lessons learned and commitments made by sub-federal actions. In the next few years many national energy and climate conflicts are likely to be tested and addressed by states. Among these, Pennsylvania is likely to be an important player due to its high profile of energy production and potential for leadership.  相似文献

Because of high oil prices, and climate change policy, governments are now seeking ways to improve new car fuel economy thus contributing to air quality and energy security. One strategy is to increase dieselisation rates of the vehicle fleet. Recent trends in fuel economy show improvement since 1995, however, efforts need to go further if the EU Voluntary Agreement targets on CO2 (a greenhouse gas emission standard) are to be achieved. Trends show diesel car sales have accelerated rapidly and that the advantage of new car fuel economy of diesel cars over gasoline ones is narrowing posing a new challenge. We estimate the demand for new car fuel economy in the UK. In the long-run consumers buy fuel economy, but not in the short-run. We found that long-term income and price changes were the main drivers to achieve improvements particularly for diesel cars and that there is no break in the trend of fuel economy induced by the agreement adopted in the 1990s. Policy should target more closely both consumer choice of, and use of, diesel cars.  相似文献

In order to stabilize the global climate, the world's governments must make significant commitments to drastically reduce global greenhouse gas (GHG) emissions. One of the most promising methods of curbing GHG emissions is a world transition from fossil fuels to renewable sources of energy. Solar photovoltaic (PV) cells offer a technically sustainable solution to the projected enormous future energy demands. This article explores utilizing industrial symbiosis to obtain economies of scale and increased manufacturing efficiencies for solar PV cells in order for solar electricity to compete economically with fossil fuel-fired electricity. The state of PV manufacturing, the market and the effects of scale on both are reviewed. Government policies necessary to construct a multi-gigaWatt PV factory and complementary policies to protect existing solar companies are outlined and the technical requirements for a symbiotic industrial system are explored to increase the manufacturing efficiency while improving the environmental impact of PV. The results of the analysis show that an eight-factory industrial symbiotic system can be viewed as a medium-term investment by any government, which will not only obtain direct financial return, but also an improved global environment. The technical concepts and policy limitations to this approach were analyzed and it was found that symbiotic growth will help to mitigate many of the limitations of PV and is likely to catalyze mass manufacturing of PV by transparently demonstrating that large-scale PV manufacturing is technically feasible and reaches an enormous untapped market for PV with low costs.  相似文献

Climate change is fast becoming the major environmental and energy concern worldwide. There is a major dilemma between the continued reliance on fossil fuel for our energy supply and the pressing need to address the problem of greenhouse gas (GHG) emissions from combustion process. This paper reviews the potential for carbon capture and storage (CCS) as a part of the climate change mitigation strategy for the Malaysian electricity sector using a technology assessment framework. The nation's historical trend of high reliance on fossil fuel for its electricity sector makes it a prime candidate for CCS adoption. The suitability and practicality of the technology was reviewed from a broad perspective with consideration of Malaysia-specific conditions. It is apparent from this assessment that CCS has the potential to play an important role in Malaysia's climate change mitigation strategy provided that key criteria are fulfilled.  相似文献

Energy efficiency in industry plays key roles in improving energy security, environmental sustainability and economic performance. It is particularly important in strategies to mitigate climate change. The evidence of great potential for cost-effective efficiency-derived reductions in industrial energy use and greenhouse gas (GHG) emissions have prompted governments to implement numerous policies and measures aimed at improving their manufacturing industries’ energy efficiency. What can be learned from these many and varied initiatives? This paper provides foundation for policy analysis for enhancing energy efficiency and conservation in industry, by surveying more than 300 policies, encompassing about 570 measures, implemented by governments in IEA countries, Brazil, China, India, Mexico, Russia and South Africa. It outlines the measures’ main features, their incidence of use, and their connections with specific technical actions and key stakeholders (i.e., how and where measures affect the energy efficiency of industry). It also examines the key features underlying the measures’ success: (1) potential to reduce energy use and CO2 emissions cost-efficiently; (2) ease of policy development, execution and assessment and (3) ancillary societal effects.  相似文献

Greater use of renewable energy is being aggressively promoted to combat climate change by the Chinese government and by other governments. Agricultural straw is the kind of renewable energy source that would become a pollution source if it is not well utilized. We select the Shiliquan straw-based electricity generation project in Shandong Province, China as a case and assess environmental externalities of straw utilization in power plants by using life-cycle analysis. Results show that straw-based electricity generation has far fewer greenhouse gas (GHG) emissions than that of coal-based electricity generation. Improvement in the energy efficiency of equipment used for straw’s pretreatment would lead to a decrease of GHG emissions and energy consumption in the life-cycle of straw-based electricity generation. In case 400 million tonnes of wasted straw in China could be used as a substitute for 200 million tonnes of coal, annually the straw 291 Terrawatt hours (TWh) of electricity could be generated, resulting in an annual total CO2 emissions savings of 193 million tonnes. Straw-based electricity generation could be a high-potential alternative for electricity generation as well as an incentive for utilizing wheat straw instead of burning it in the field.  相似文献

We briefly consider the tensions between climate change and energy security policy imperatives, and highlight some concepts that may bring additional clarity to decision-making at the nexus of the two areas. We focus on developing countries and use the case of the Medupi supercritical coal plant in South Africa. The justification for the plant's construction stemmed from an Integrated Resource Planning process informed by South Africa's national utility. Often, as in the case of South Africa, there are tensions not easily captured in quantitative algorithms between, inter alia, a lack of access to electricity by millions of people (and associated welfare losses) and greenhouse gas emissions from electricity generation. It is difficult to identify any formal processes that have prioritised climate change considerations over those of energy access. Thus, it becomes imperative to have a clear understanding of the consequences of this reality when considering power system expansion. We find that the processes often employed do not provide an entirely satisfactory precedent for future planning analyses, and the justifications do not adequately reflect the complexity of the decision space. Finally, we highlight some options by which these tools might be enhanced in areas including explicit and formal consideration of risk.  相似文献

New raw materials for transportation fuels need to be introduced, in order to fight against climate change and also to cope with increasing risks of availability and price of oil. Peat has been recognised suitable raw material option for diesel produced by gasification and Fischer–Tropsch (FT) synthesis. The energy content of Finnish peat reserves is remarkable. In this study, the greenhouse impact of peat-based FT diesel production and utilisation in Finland was assessed from the life-cycle point of view. In 100 year's time horizon the greenhouse impact of peat-based FT diesel is likely larger than the impact of fossil diesel. The impact can somewhat be lowered by producing peat from the agricultural peatland (strong greenhouse gas emissions from the decaying peatlayer are avoided) with new peat production technique, and utilising the produced biomass from the after-treatment area for diesel also. If diesel production is integrated with pulp and paper mill to achieve energy efficiency benefits and if the electricity demand can be covered by zero emission electricity, the greenhouse impact of peat-based FT diesel reduces to the level of fossil diesel when agricultural peatland is used, and is somewhat higher when forestry-drained peatland is used as raw material source.  相似文献

School buildings are significant energy consumers. They are important targets for energy efficiency improvements, which can reduce energy spending and meet energy policy goals for state and federal governments. In the US, few studies have quantified electricity and natural gas consumption patterns in schools. Such information vitally supports energy planning and benchmarking. We present an analysis of high-detail electricity and natural gas consumption for schools in Los Angeles County over an extended period of time. Using a robust database of monthly account-level consumption, we examine electricity and natural gas consumption trends for hundreds of schools in relation to key structural and categorical characteristics, including size, geography, and school type. Results show that school energy use varies greatly across socio-demographic, structural, and climate factors. Correlations between electricity and natural gas consumption are time dependent and seasonally distinct. The analysis provides a useful case study with benchmarks for US public schools and demonstrates challenges with devising large-scale studies of school energy use. Over the last year in Germany a great many political discussions have centered around the future direction of energy and climate policy. Due to a number of events related to energy prices, security of supply and climate change, it has been necessary to develop cornerstones for a new integrated energy and climate policy. To supplement this decision process, model-based scenarios were used. In this paper we introduce fuzzy constraints to obtain a better representation of political decision processes, in particular, to find compromises between often contradictory targets (e.g. economic, environmentally friendly and secure energy supply). A number of policy aims derived from a review of the ongoing political discussions were formulated as fuzzy constraints to explicitly include trade-offs between various targets. The result is an overall satisfaction level of about 60% contingent upon the following restrictions: share of energy imports, share of biofuels, share of CHP electricity, CO2 reduction target and use of domestic hard coal. The restrictions for the share of renewable electricity, share of renewable heat, energy efficiency and postponement of nuclear phase out have higher membership function values, i.e. they are not binding and therefore get done on the side.  相似文献

Why is it so difficult to change the energy policy status quo away from dependence on fossil fuels when the need to become less dependent on imported oil seems to be generally accepted by US politicians? In recent energy debates in the House and Senate, references to climate change and energy security were frequently used as a rationale for the need for energy policy change. But policymakers were not in agreement about what policy programs would be the best alternative or what goals the programs were to achieve in terms of addressing energy security or climate change, or both at the same time. The paper explores whether putting energy security and climate change on the decision making agenda simultaneously helped craft a political compromise in the 110th Congress—the Energy Independence and Security Act of 2007, and points out how the political institutions of the US structured interaction and affected policy outcome, and ultimately the chance of changing the energy policy status quo.  相似文献

Pursuant to the commitments under the Framework Convention of Climate Change (FCCC), all Annex I Parties of FCCC have compiled their National Communications on Climate Change. There, Parties have reported the national greenhouse gas inventories, policies, and measures to address climate change, the greenhouse gas emissions projections, vulnerability and adaptation to climate change, and education and public awareness.

Implementation of policies and measures to address climate change in economies in transition (EIT) is very complicated due to the experienced deep economic crisis. It is important to outline the efforts of EIT countries to identify their climate change policy and to recognize the most effective policies and measures achieved under these countries' special circumstances.

This paper compiles information from the policies and measures section of the National Communications of nine EIT countries. The analysis has been carried out in the framework of overall policy context and the national circumstances of EIT countries in terms of energy and economy development.

In general, policies and measures in EIT countries tend to follow the trends observed in the other Annex I Parties to the FCCC. They address primarily carbon dioxide from fossil fuel combustion as the most important greenhouse gas and the energy transformation sector as the major greenhouse emissions source. The most effective mitigation measures — in terms of both greenhouse gas emission reduction and costs — were energy efficiency and the promotion of non-fossil energy sources. A prevailing part of policies and measures implemented or under implementation in EIT countries were cost-effective and no-regret measures. It was considered very difficult in these countries to go beyond no-regret measures in a situation of deep economic crisis and insufficient investments.  相似文献

In recognition of the risks associated with climate change, governments around the world have tried to develop and define policies to address greenhouse gas emissions with transport recognized as one of major sources of greenhouse gases and air pollution. Apart from climate change, there is another side to this coin, and that is the risks surrounding energy security and future oil supplies. Vehicle manufacturers are increasingly recognizing their role in contributing to the goal of decarbonizing the economy and reduce dependence on oil. Out of available alternate fuels compressed natural gas (CNG) is the one which is meeting the maximum needs of countries worldwide, who want to switch over to alternate fuels. However, despite the fact that CNG are often seen as a panacea by policy-makers, there are a number of barriers to their widespread market penetration and diffusion. This study aims to identify an approach to strategic framework for addressing the barriers to widespread adoption of compressed natural gas as transportation fuel. Besides assessing the barriers to natural gas vehicles, the study attempts to identify how they can affect various stakeholders. The paper systematically examines natural gas vehicles (NGVs) adoption patterns and the evolution of pertinent market structures throughout the world but majorly concentrated on eleven countries:, China, Iran, Pakistan, Argentina, India, Brazil, Italy, United States, Germany, Sweden and South Korea. The underlying paper set out an objective of presentation of the framework for supporting policy makers in aspects including; identifying and assessing qualitative aspects of the barriers and consequently defining measures for their resolutions.  相似文献
