Organization and management in construction: a new approach

Operational management theory is considered and the traditional organizational problems experienced in construction and similar organizations, created by the matrix structure of management traditionally used at head office and project levels, are discussed. A new concept that is based on the formation of small but fully- independent functional companies with contractual relationships with the parent organization is introduced. The feasibility of a management structure of this type is considered. It is concluded that the new system is potentially capable of improving the productivity of resource and service groups and creating a rational basis for sharing of professional services nationwide, while at the same time improving such matters as staff motivation, job satisfaction, personal development, unity of command, ease of communication and flexibility in organization.     

Healthcare technology management: a fresh approach

This paper proposes an alternative approach to the management of high technology assets in UK hospitals to ensure that appropriate equipment is available where and when it is needed. This approach involves the provision of a Managed Equipment Service (MES) either within a Private Finance Initiative (PFI) or as a standalone venture. A full-blown MES is a comprehensive one-stop shop equipment solution, typically running for between 15 to 35 years. Despite the long contract duration, a smart contract will ensure flexibility without cost escalation.

Evolution of an automated crack sealer: a study in construction technology development

Demographic, regulatory and competitive forces impose increasing pressures on the construction industry. Automated pavement crack sealing is a typical example of the technology developments that are emerging in response to these industry pressures. Development of automated construction technology such as the crack sealer involves several issues including the design cycle, economic feasibility analysis, financing, and implementation. An examination of these issues, using the development of the crack sealer as a case study, leads to the conclusion that revolutionary construction technology developments are feasible and that in the United States (US) they will be financed and carried out in the form of a variety of industry, government, and academic consortia.     

Risk analysis in construction: a paradigm shift from a hard to soft approach

Risk analysis in construction is becoming more popular as competition, project size and complexity increase. Traditional risk analysis relies on rules of thumb. While this approach can work, it is neither robust nor reliable. The development of information technology has made the use of probabilistic estimating and simulation a practicable alternative. These techniques are, however, precise but not necessarily accurate as simplification and many assumptions are used. Further information technology development in expert systems and the paradigm shift in systems engineering from a hard to soft approach has promoted an alternative approach to risk analysis utilizing the theory of fuzzy sets which translates linguistic expressions (such as highly likely) into numerical membership functions. This paper introduces risk analysis in construction against characteristics of the industry. It is argued that normative theories in probability are not as applicable in the construction industry as first perceived. The concept of fuzzy sets is described and the difference in approach in modelling risk between probabilistic and fuzzy methods will be presented. Initial empirical study reveals the applicability of fuzzy sets theory in risk analysis. This is important in that a model of risk analysis can be developed requiring the user to express risk attitude linguistically. Moreover, the results are also in linguistic terms and can, therefore, be understood and interpreted correctly by the user.
