我国城乡规划行政强制执行主体及程序探析

目前,我国尚无统一的行政强制执行法,为规范行政强制执行的主体、权限和程序,在单行法中对行政强制执行权作出规定十分重要。《城乡规划法》第六十八条规定的查封施工现场、强制拆除在法律性质上属于行政强制执行行为,其行政强制执行的主体是县级以上地方人民政府。在行政强制执行过程中,案件交接、行政强制执行程序的规定等环节至关重要。     

Elasto-plastic stability of single-layer reticulated shells

Investigation of elasto-plastic stability of reticulated shells has gradually become more and more attractive to researchers. However, the analysis of the elasto-plastic stability is much more complicated than the elastic analysis, because of the involvement of both the geometrical nonlinearity and the material nonlinearity and the interactions of the two. Taking into consideration of material nonlinearity, the elasto-plastic stability behaviour of reticulated shells will be significantly different, which can only be revealed by large amount of geometrically and material nonlinear analysis of the structures. The elasto-plastic stability of seven types of commonly used single-layer reticulated shells (Kiewitt-8, Kiewitt-6, Geodesic, Schwedler Bidirectional, Schwedler Monoclonal, Sunflower, and Radial Rib) was investigated systematically with ANSYS, in which more than 2000 cases of geometrically and material nonlinear analysis were conducted with different initial geometrical imperfections, geometrical, structural and load parameters. Based on the analytical results and via comparison between elastic and elasto-plastic buckling loads, the plasticity influence coefficients were summarized for each type of the reticulated domes. These coefficients can be used to predict accurately the elasto-plastic buckling load in design practice of the reticulated domes, which is an easy way for designers to evaluate stability of the reticulated shells.     

Dynamic analysis of flexible container under wind actions by ALE finite-element method

In the case of a flexible container subjected to the wind loads, the container has a high susceptibility to flow-induced deformations and vibrations. This paper presents the work of numerical simulations about its dynamic responses under horizontal wind actions. The container body is assumed to be a Belytschko-Tsay membrane, which includes nonlinearities. Water movement and sloshing are modelled using multi-material ALE method. Interaction between the container and fluid is studied by penalty method, and the large eddy simulation (LES) method is used for simulating turbulence. This paper analyses the problems in container stability, deformation and stress distribution. The results indicate that the reinforcement belt cannot only reduce the container stress but also improve container stability in the wind domain. The maximum stress positions are on the lee side corner of the container. Variation in container vertical acceleration is much larger than the horizontal one.     

Surface pressure and wind load characteristics on prisms immersed in a simulated transient gust front flow field

Thunderstorm generated gust fronts are responsible for various degrees of structural damage in many areas of the world. However, the resulting impact of gust front winds is not fully understood to such a level that their flow kinematics, dynamics and impact on structures can be quantified with some certainty. Gust front winds are transient in nature and have a flow profile which differs significantly from a typical boundary layer flow field. This study focuses on investigating the effects of this flow profile and its transient nature on the aerodynamics of bluff, prismatic bodies. A gust front type flow field is generated using a multiple fan wind tunnel and the resulting surface pressures are captured on a suite of prismatic models, which vary in size in relationship to the oncoming wind profile. The temporal variations in surface pressures are analyzed using traditional time, frequency and time-frequency domain schemes. Results indicate the changing nature of the surface pressure field in time, highlighting both qualitative and quantitative differences between local and area-averaged pressures under a host of flow profiles.

一种结合主题模型的推荐算法

针对传统协同过滤推荐算法存在的冷启动、数据稀疏以及相似度度量的准确性问题,基于LDA主题模型对文本隐式主题挖掘的有效性和KL散度在主题分布相似性度量的准确性,提出了结合LDA主题模型的矩阵分解推荐算法。首先,利用改进的LDA算法输出项目-主题分布,并用困惑度作为主题数设置的修正函数;然后分别基于余弦相似度和KL散度计算得到项目相似度矩阵,将得到的相似度矩阵结合原评分训练集输出预评分,再将预评分填充到训练集;最后将训练集输入ALS矩阵分解算法得到推荐结果。通过MovieLens数据集的实验结果表明,该算法在不同隐式参数设定下均能得到比ALS推荐算法以及更小的预测误差,并且最优预测误差小于传统推荐算法。该实验说明了通过集成LDA主题模型的ALS算法效果要优于其他推荐算法。

总结了近5年来煤炭行业标准制定修订情况,分析了煤炭行业标准在煤炭工业快速稳定发展中的地位和作用。探讨了煤炭行业标准化工作中存在的主要问题,并有针对性地提出今后煤炭行业标准化工作重点的建议。
