实施国库集中支付制度存在问题与建议

按照财政部国库管理制度改革统一要求，鄂尔多斯市开展了国库集中支付试点工作。运行过程中，一些阻碍改革运行的问题引起笔者的思考。文中介绍了笔者当地实施改革试点存在的突出问题，如电脑网络不完善情况下国库集中支付操作难以运行、预算编制不能满足国库支付的基本要求、国库支付系统与银行业务收支不兼容、财政收支进度不一致、财政财力供给不足给集中支付造成瓶颈制约、政策法规出台滞后、改革现行的财政支出管理体系阻力很大、政府采购项目及资金审批程序不规范等。笔者并结合问题大胆提出了自己对推进的改革的措施和建议，即加强组织领导、强化理论学习借鉴、彻底清理银行账户、加强网络建设、制定切实可行的改革方案及配套办法、加快行政审批服务制度的改革、改革传统发放工资制度、进一步规范政府采购制度。     

新型节能玻璃钢门窗的研究

本文主要围绕节能主题，从能耗方式、性能指标、结构形式、制作安装等方面论述了玻璃钢门窗在不同气候地区、不同环境和不同领域中的开发和应用。     

Synthesis and Morphology of TiO2 Nanotube Arrays by Anodic Oxidation Using Modified Glycerol-Based Electrolytes

Titanium dioxide (TiO₂) nanotube arrays were prepared by electrochemical anodization of titanium sheets in the glycerol 176 mL/H₂O 44 mL/NH₄F 0.5 wt% electrolytes modified with H₂SO₄ and NaAc addition. The surface morphologies, average inner diameter, and the length of the nanotube arrays changed with the solution pH in the range from 5.6 to 4.0 by adding H₂SO₄. A uniform surface morphology of the nanotubes with average inner diameter of ∼80 nm and a length of ∼1000 nm was obtained when the solution pH was 5.0. The growth rates of the nanotubes were remarkably enhanced by NaAc addition in the range of 0.04–0.14 M . With NaAc addition of 0.10 M , the length of the nanotube arrays reached 4.16 μm after an 8-h anodization, increasing 3.23 μm compared with no NaAc addition. The relationship between solution pH and growth of TiO₂ nanotubes was analyzed by current–time curves, solution electrical conductivities, and scanning electron microscopy (SEM), and the role of NaAc was also discussed based on SEM and solution electrical conductivities.

建设鄱阳湖生态经济区是国家从战略全局和长远发展出发作出的一项重大决策。如何主动策应鄱阳湖生态经济区建设,推动吉安进位赶超、跨越发展,是摆在我们各级政府和科技部门面前一项亟待解决的问题。为此,一是要提高认识,统一思想,切实增强策应规划的使命感和责任感;二是要结合实际,突出重点,全面对接鄱阳湖生态经济区规划;三是要加强领导,落实措施,确保吉安进位赶超、绿色崛起取得明显成效。

作为凯恩斯主义的反对者,新自由主义以抵制政府干涉,提倡自由市场竞争的面目出现,在一定程度上被看做是对古典自由主义的复辟,但它绝不仅仅是对古典"放任自由"的一种简单继承。对新自由主义主流学派关于政府与市场理论进行考察,理清新自由主义理论思想,从而对其有一个更客观的认识和评价。

Analytical investigation on thermal-induced warpage behavior of ultrathin chip-on-flex (UTCOF) assembly

The serious warpage issues of ultrathin chip-on-flex (UTCOF) assembly induced by mismatched thermal stresses have greatly affected the mechanical stability and reliability of emerging ultrathin chip packaging technology. Currently, a theoretical prediction as a convenient and straightforward approach is still lacked for describing effectively the thermal-mechanical behavior of UTCOF during the adhesive curing and cooling process. In consideration of the adhesive thickness approximating to ultrathin chip and flexible substrate thickness, we develop a layerwise-model of ultrathin chip-adhesive-flex structure under plain strain condition, where the behavior of thick adhesive bonding can be described precisely through increasing the subdivided mathematical plies. Further, the analytical results show that the concave and convex forms of ultrathin chip warpage yield at the end of the curing and cooling process respectively. Meanwhile, the effects of its structure dimensions and material properties are also revealed for discussing a way to relieve the extent of ultrathin chip warpage. Additionally, in order to verify the validity of the theoretical prediction, we also introduce the corresponding numerical technique and experimental method. These results suggest that a kind of rigid and ultrathin flexible substrate such as metal foil should be adopted for small warpage of ultrathin assembly.     

Phase diagrams and thermodynamics of the systems ZrO2-CaO and ZrO2-MgO

The partial phase diagrams of the systems ZrO₂-CaO and ZrO₂-MgO were determined using precision lattice parameter measurements in order to check uncertainties reported in the literature. The results are in general agreement with the previous investigations by Hellmann and Stubican [83HeI], Grain [67Gra], and Sim and Stubican [87Sim]. Enthalpies of formation of the fluorite cubic solid solution and the Ca₂6Zr₁₉O₄₄ ordered phase, with reference to the monoclinic zirconia and the periclase forms of CaO and MgO, were measured calorimetrically. Assessment of the thermodynamic properties of these two systems shows that it is appropriate to model the systems with a simple single cation sublattice model. The eutectoid of the cubic phase in ZrO₂-CaO, according to both the optimization and the experimental results, is located at 1412 ± 50 K and 16.2 ±1.0 mol% CaO and in the ZrO₂-MgO binary at 1678 ± 5 K and 13.1 ± 0.5 mol% MgO. The calculated phase diagrams are presented for comparison with the experimental results.
