Since the late 1970s, water services have been privatised in some developed countries in an attempt to improve performance. However, after three decades of privatisations the superiority of private management is being called into question and several cities are returning to public provision. In this paper we revisit the relationship between ownership and performance in urban water services management using directional distance functions, metafrontiers and Data Envelopment Analysis (DEA) techniques. The technical efficiency in the provision of water delivery services in a sample of Spanish municipalities is assessed at the level of the management of specific production factors; moreover, we discuss whether differences in efficiency between private and public decision units are due to either different capabilities of managers (managerial efficiency) or different technological restrictions (ownership efficiency). Our main finding is that private management is more efficient in the use of labour input, mainly because of the technological restrictions faced by public management units, such as legal and institutional restrictions. Conversely, private management appears to be less efficient at managing operational costs.  相似文献

Co-incident with the introduction of polybrominated diphenyl ethers (PBDEs) into household materials nearly 30 years ago, feline hyperthyroidism (FH) has increased dramatically. Risk of developing FH is associated with indoor living and consumption of canned catfood. We hypothesized that increases in FH were, in part, related to increased PBDE exposure, with key routes of exposure being diet and ingestion of house dust. This study was designed to determine whether body burdens of PBDEs in hyperthyroid (HT) cats were greater than that of young or sick non-HT cats. Serum samples and clinical information were collected from 23 cats. Serum and dry and canned cat food were analyzed for PBDEs. A spectrum of BDE congeners was detected in all cats, with BDE-47, 99, 207, and 209 predominating. Mean +/- standard error (and median) cumulative sigma PBDE serum concentrations of young, old non-HT, and HT cats were 4.3 +/- 1.5 (3.5), 10.5 +/- 3.5 (5.9), and 12.7 +/- 3.9 (6.2) ng/mL, respectively. Due to high variability within each group, no association was detected between HT cats and sigma PBDE levels. Indicative of age- or disease-dependent changes in PBDE metabolism, BDE-47/99 ratios were inversely correlated with age, and 47/99 and 100/ 99 ratios in HT cats were significantly lower than those in the other cats. Overall, sigma PBDE levels in cats were 20- to 100-fold greater than median levels in U.S. adults. Our results support the hypothesis that cats are highly exposed to PBDEs; hence, pet cats may serve as sentinels to better assess human exposure and adverse health outcomes related to low-level but chronic PBDE exposure.  相似文献

Several studies in recent years have shown the benefits deriving from the ingestion of probiotics, and a large number of products containing lactobacilli and bifidobacteria have been formulated. The purpose of this study was to develop a chocolate mousse to which probiotic and prebiotic ingredients were added, and verify the perspectives of the product with regard to potential for consumer health benefits and sensorial acceptance. Probiotic and synbiotic chocolate mousse supplemented with Lactobacillus paracasei subsp. paracasei LBC 82, solely (P) or together with the prebiotic ingredient inulin (S), were prepared, as well as a control mousse (C). The products were monitored for the population of L. paracasei and contaminants, during storage at 5 °C for up to 28 days, and sensory preference was also tested. Storage trials showed that the viability of the probiotic was retained over 28 days, but the growth of yeasts and moulds might limit the shelf-life of the product. Chocolate mousse was shown to be an excellent vehicle for the delivery of L. paracasei, and the prebiotic ingredient inulin did not interfere in its viability. Moreover, the addition of the probiotic microorganism and of the prebiotic ingredient did not interfere in the sensorial preference of the product.  相似文献

In this paper, β-lactoglobulin (β-Lg) and sodium caseinate (SC) have been glycated via Maillard reaction with galactose and lactose and, subsequently, the effect of glycoconjugates hydrolyzed under simulated gastrointestinal digestion on the growth of pure culture of Lactobacillus, Streptococcus and Bifidobacterium has been investigated. Glycopeptides were added to the growth media as the sole carbon source. None of the bacterial strains was able to grow in hydrolysates of native and control heated β-Lg and SC. However, glycopeptides were fermented, in different degree, by Lactobacillus and Bifidobacterium and hardly any effect was detected on the growth of Streptococcus. Digested β-Lg glycoconjugates showed a strain-dependent effect whereas growth profiles of bacteria when hydrolysates of SC glycoconjugates were used as substrates were very similar, regardless of the strain. A general preference towards peptides from β-Lg/SC glycated with galactose, particularly at the state of the reaction in which the highest content in the Amadori compound tagatosyl-lysine is present, was observed. SC glycoconjugates were quickly fermented by some strains, promoting their growth in a greater extent than β-Lg complexes or even glucose. Therefore, from the results obtained in this work it can be concluded that conjugation of both milk proteins with galactose and lactose via the Maillard reaction could be an efficient method to obtain novel food ingredients with a potential prebiotic character.  相似文献

A demonstrative numerical study on natural convection of water-based nanofluids in square enclosures with different boundary conditions imposed at the walls, and different orientations with respect to the gravity vector, is performed using both the single-phase and the two-phase approaches, with the main scope to evaluate in what measure the single-phase approach fails in describing the basic heat and fluid flow features, as well as in determining the thermal performance of nanofluids. The system of the mass, momentum and energy transfer governing equations is solved by way of a computational code based on the SIMPLE-C algorithm. Empirical correlations are used for the calculation of the effective thermal conductivity, the effective dynamic viscosity, and the thermophoretic diffusion coefficient. The following configurations are investigated: a tilted cavity differentially-heated at two opposite walls; a vertical cavity partially-heated at the bottom wall and cooled at both sides; and a vertical cavity differentially-heated at the vertical and horizontal walls. It is found that the non-uniform distribution of the suspended solid phase throughout the enclosure gives rise to a solutal buoyancy force, whose competition with the thermal buoyancy force results in a periodic flow detectable only if the two-phase approach is applied. Moreover, the impact of the dispersion of the nanoparticles into the base liquid, which turns out to be notably higher at higher average temperatures, is found to be systematically underestimated by the single-phase approach.  相似文献

Four human pathogenic strains of Yersinia enterocolitica (serotypes O:1, O:3, O:8, and O:9) were inoculated (7-8 log CFU/ml) in UHT skimmed milk and treated at 300, 400, and 500 MPa for 10 min at 20 degrees C, and then kept at 8 degrees C to assess their evolution for 15 days. Treatments at 400 and 500 MPa caused the highest lethality, generally reaching counts below detection level (1 CFU/ml) in the culture media. At 300 MPa, the most baroresistant serotypes were O:3 and O:8. After 15 days of storage at 8 degrees C, Y. enterocolitica showed growth over 8 log (CFU/ml) in all treatments. Kinetic study of microbial inactivation in skimmed milk was performed with serotype O:8 at 300 MPa, showing a tailing after 35 min of pressure treatment.  相似文献
