The assessment and selection of high-technology projects is a difficult decision making process at the National Aeronautic and Space Administration (NASA). This difficulty is due to the multiple and often conflicting objectives in addition to the inherent technical complexities and valuation uncertainties involved in the assessment process. As such, a systematic and transparent decision making process is needed to guide the assessment process, shape the decision outcomes and enable confident choices to be made. Various methods have been proposed to assess and select high-technology projects. However, applying these methods has become increasingly difficult in the space industry because there are many emerging risks implying that decisions are subject to significant uncertainty. The source of uncertainty can be vagueness or ambiguity. While vague data are uncertain because they lack detail or precision, ambiguous data are uncertain because they are subject to multiple interpretations. We propose a data envelopment analysis (DEA) model with ambiguity and vagueness. The vagueness of the objective functions is modeled by means of multi-objective fuzzy linear programming. The ambiguity of the input and output data is modeled with fuzzy sets and a new α-cut based method. The proposed models are linear, independent of α-cut variables, and capable of maximizing the satisfaction level of the fuzzy objectives and efficiency scores, simultaneously. Moreover, these models are capable of generating a common set of multipliers for all projects in a single run. A case study involving high-technology project selection at NASA is used to demonstrate the applicability of the proposed models and the efficacy of the procedures and algorithms. 相似文献

Poly(ethylene imine) functionalized carbon nanotube thin films, prepared using the vacuum filtration method, were decorated with Au nanoparticles by in situ reduction of HAuCl4 under mild conditions. These Au nanoparticles were subsequently employed for the growth of GaAs nanowires (NWs) by the vapor-liquid-solid process in a gas source molecular beam epitaxy system. The process resulted in the dense growth of GaAs NWs across the entire surface of the single-walled nanotube (SWNT) films. The NWs, which were orientated in a variety of angles with respect to the SWNT films, ranged in diameter between 20 to 200 nm, with heights up to 2.5 microm. Transmission electron microscopy analysis of the NW-SWNT interface indicated that NW growth was initiated upon the surface of the nanotube composite films. Photoluminescence characterization of a single NW specimen showed high optical quality. Rectifying asymmetric current-voltage behavior was observed from contacted NW ensembles and attributed to the core-shell pn-junction within the NWs. Potential applications of such novel hybrid architectures include flexible solar cells, displays, and sensors. 相似文献

This paper presents an adaptive speed observer for general port‐Hamiltonian mechanical systems with non‐holonomic constraints in the presence of unknown friction forces and constant disturbances. Unlike the observers recently reported in the literature, which have been designed either under the assumptions of no friction and the absence of disturbances or for a specific class of mechanical systems with the requirement of an explicit solution of certain Partial Differential Equations (PDEs) that cannot be derived a priori, this observer proposes a design that obviates the solution of PDEs and ensures global convergence for general mechanical systems with k‐non‐holonomic constraints. The observer is totally constructive and given by explicit expressions. The simulation results testify to the effectiveness and the robust features of the developed observer. 相似文献

This study presents the results of open-ended contingent valuation method (CVM) to estimate the residents’ maximum willingness to pay (WTP) for flood insurance and structural flood control measures in the Neka River Basin in Northern Iran. Flood inundation analysis and floodplain risk mapping were conducted by applying the HEC-RAS model combined with GIS analysis. A calibrated 100-year flood risk inundation map was considered as a basis for this research. This paper demonstrates applicability of CVM combined with flood inundation analysis to understand public participation for flood risk management, and their perception of flooding, considering associated socioeconomic and environmental factors. The results have shown that stated WTPs significantly varies with household income, distance people live from the river and the land use type of properties. Findings of this study suggest that the majority of respondents view flood hazard as the most important natural disaster. Furthermore, WTPs are significantly higher for those who have high level of flood risk perception. Three policy options for flood risk management are discussed, which include flood zoning and land use regulation, flood insurance program, and structural measure of levee construction. The advantages and disadvantages of each option are explored. It was concluded that a combination of possible mitigation options should be considered in order to achieve sustainable flood risk management in the Neka River Floodplain. 相似文献

In this paper a new fuzzy Multidimensional Multiple-choice Knapsack Problem (MMKP) is proposed. In the proposed fuzzy MMKP, each item may belong to several groups according to a predefined fuzzy membership value. The total profit and the total cost of the knapsack problem are considered as two conflicting objectives. A mathematical approach and a heuristic algorithm are proposed to solve the fuzzy MMKP. One method is an improved version of a well-known exact multi-objective mathematical programming technique, called the efficient ?-constraint method. The second method is a heuristic algorithm called multi-start Partial-Bound Enumeration (PBE). Both methods are used to comparatively generate a set of non-dominated solutions for the fuzzy MMKP. The performance of the two methods is statistically compared with respect to a set of simulated benchmark cases using different diversity and accuracy metrics. 相似文献
