The concept of capacity building for environmental protection and management refers to the process by which the abilities of societies to identify and solve environmental problems are developed. This work assumes a social constructivist perspective to the process of capacity building for environmental governance and thus depicts it as critically dependent on broader processes of political and socioeconomic modernization. In an attempt to depict such a process, a heuristic device is put forward as a model of capacity analysis. A theoretical discourse and new institutionalist perspectives are used to test such a model on a theoretical plane. Some preliminary conclusions are drawn from this theoretical exercise.  相似文献

Diffusion bonds have been produced between sheets of an Al-Li-Cu-Mg-Zr alloy using aluminium-4% copper vapour deposited metallic interlayers. Microstructural changes occurred both in the parent alloy and in the bond interface after diffusion bonding cycles and post-bonding heat treatments were analysed. Different metallographic techniques (light microscopy, scanning and transmission electron microscopy) have been used. Diffusion bonding trials were carried out using the same alloy (AA8090), both in non-superplastic (T6) and superplastic conditions. Differences in their behaviours in relation to diffusion bonding were observed.  相似文献

A model stomach, containing a food matrix and a synthetic gastric fluid, was used to study the bactericidal effect of ingested wine on Listeria innocua. Volumes of wine equivalent to the ingestion of one glass and half a bottle, led, over a period of less than 2 h, to a reduction of 3 and 4 logarithmic cycles of the initial population respectively. The influence of ethanol and organic acids, wine constituents with known antimicrobial properties, was investigated. Ethanol exhibited a higher bactericidal effect than the mixture of the main wine organic acids. When testing the organic acids separately, malic and lactic acids were found to have the strongest effect. The combination of ethanol with the organic acids acted synergistically but to a lesser extent than wine itself. The results suggest that the ingestion of wine during a meal may diminish the quantity of Listeria persisting further in the alimentary tract.  相似文献

Infrared and UV–vis studies of metallocene immobilization on silica are reported here. The results have indicated changes in the Zr coordination sphere of metallocene depending on the immobilization route used. The reaction of [(Cp)2ZrCl2] with silica formed [(Cp)2ZrCl]+[SiO] species. The same metallocene, reacting with TMA modified silica, formed monomethylated and dimethylated species by the substitution of chloro for methyl ligands, stabilized on the surface by interaction with “MAO-like” species (methylaluminoxane, MAO). These monomethylated and dimethylated cationic zirconium species are the active centers for the polymerization reaction. Different order of TMA addition in the silica modification step generated surface species of a similar nature, differing in their relative quantities. The highest amount of these active species was obtained when the support was added to the TMA solution rather than adding the TMA solution to the silica support. This was the most significant parameter affecting catalytic activity in ethylene polymerization.  相似文献

This paper introduces and evaluates a new class of knowledge model, the recursive Bayesian multinet (RBMN), which encodes the joint probability distribution of a given database. RBMNs extend Bayesian networks (BNs) as well as partitional clustering systems. Briefly, a RBMN is a decision tree with component BNs at the leaves. A RBMN is learnt using a greedy, heuristic approach akin to that used by many supervised decision tree learners, but where BNs are learnt at leaves using constructive induction. A key idea is to treat expected data as real data. This allows us to complete the database and to take advantage of a closed form for the marginal likelihood of the expected complete data that factorizes into separate marginal likelihoods for each family (a node and its parents). Our approach is evaluated on synthetic and real-world databases.  相似文献

In this paper the dynamic location problem with opening, closure and reopening of facilities is formulated and an efficient primal-dual heuristic that computes both upper and lower limits to its optimal solution is described. The problem here studied considers the possibility of reconfiguring any location more than once over the planning horizon. This problem is NP-hard (the simple plant location problem is a special case of the problem studied). A primal-dual heuristic based on the work of Erlenkotter [A dual-based procedure for uncapacitated facility location. Operations Research 1978;26:992–1009] and Van Roy and Erlenkotter [A dual-based procedure for dynamic facility location. Management Science 1982;28:1091–105] was developed and tested over a set of randomly generated test problems. The results obtained are quite good, both in terms of the quality of lower and upper bounds calculated as in terms of the computational time spent by the heuristic. A branch-and-bound procedure that enables to optimize the problem is also described and tested over the same set of randomly generated problems.  相似文献

This Review article ponders core/shell structured nanoparticles that can be prepared with features that combine properties of different materials, including ligands that enhance their biocompatibility. These nanocomposites are not classified in terms of synthesis, but rather by how these features are distributed in the final morphology, attending to connected or isolated materials that end up in interacting or not‐interacting functionalities. In particular, we have focused on magnetic core/shell‐structured particles with a directly connected, coupled, or isolated second functionality. The current progress on methods in colloidal solution that have allowed the great development of these multifunctional magnetic and active spheres on biological and biomedical fields is reported.  相似文献

An evaluation of the Spanish CSIC performance in Biotechnology, as compared with those of the French CNRS and the Italian CNR, has been carried out to determine the balance between the generation of scientific knowledge and the transfer of technology. This study shows a high scientific productivity mostly in journals with moderate impact factor, a low generation of patents and an insufficient transfer of knowledge to the Spanish companies. Other indicators confirm the existence of competitive human resources in biotechnological research producing scientific knowledge of interest for the development of patents and that cooperates successfully at European level.  相似文献

An increasing number of avian flu cases in humans, arising primarily from direct contact with poultry, in several regions of the world have prompted the urgency to develop pandemic preparedness plans worldwide. Leading recommendations in these plans include basic public health control measures for minimizing transmission in hospitals and communities, the use of antiviral drugs and vaccination. This paper presents a mathematical model for the evaluation of the pandemic flu preparedness plans of the United States (US), the United Kingdom (UK) and the Netherlands. The model is used to assess single and combined interventions. Using data from the US, we show that hospital and community transmission control measures alone can be highly effective in reducing the impact of a potential flu pandemic. We further show that while the use of antivirals alone could lead to very significant reductions in the burden of a pandemic, the combination of transmission control measures, antivirals and vaccine gives the most 'optimal' result. However, implementing such an optimal strategy at the onset of a pandemic may not be realistic. Thus, it is important to consider other plausible alternatives. An optimal preparedness plan is largely dependent on the availability of resources; hence, it is country-specific. We show that countries with limited antiviral stockpiles should emphasize their use therapeutically (rather than prophylactically). However, countries with large antiviral stockpiles can achieve greater reductions in disease burden by implementing them both prophylactically and therapeutically. This study promotes alternative strategies that may be feasible and attainable for the US, UK and the Netherlands. It emphasizes the role of hospital and community transmission control measures in addition to the timely administration of antiviral treatment in reducing the burden of a flu pandemic. The latter is consistent with the preparedness plans of the UK and the Netherlands. Our results indicate that for low efficacy and coverage levels of antivirals and vaccine, the use of a vaccine leads to the greatest reduction in morbidity and mortality compared with the singular use of antivirals. However, as these efficacy and coverage levels are increased, the use of antivirals is more effective.  相似文献
