After the fall of the Iron Curtain, the East-Central European cities had to re-invent themselves to quickly adapt to a globalising world. Urban identity production policies were usually geared to connect to a chosen pre-socialist “Golden Age”, ignoring the socialist past as a simple disturbance of a “normal” development path. This story the cities were to tell, however, frequently conflicted with the socio-economic realities of a rather unsmooth transformation process, making the socialist past part of the urban identity. In the case of Berlin, a post-socialist and at the same time a post-western-stronghold city, urban identity production is bound to be more complicated than anywhere else. After the failure of the policy to “critically reconstruct” the cosmopolitan metropolis of the 1920s and thus erasing the past of the divided city, policies developed in the run-up to the 20th anniversary of the fall of the Wall aim at turning the Cold War past into a central element of the story that is to support its urban identity, notably leading to the comprehensive re-emergence of the Berlin Wall in the cityscape. This policy – unmatched in other East-Central European cities – has its origins in a historic struggle for identity, leading to the questionable attempt to make “change” the main story Berlin is to tell. This theme however – in conjunction with the reconstructed Wall as image brand – may fall short of creating an urban identity accepted by large population parts.  相似文献

Investigating the ecological consequences of urbanization require knowledge of land-cover dynamics. Quantification of land-use/land-cover change in Phoenix, Arizona during the period of 1985–2005 using landscape metrics computed from Landsat-derived maps revealed temporal patterns of landscape composition and configuration. With accelerated urbanization the landscape as a whole became more fragmented ecologically and more complex compositionally and geometrically. However, the majority of individual patches became more compact in shape. Urban land covers, especially xeric residential, increased substantially and the desert decreased by 20%. Spatial and thematic resolution of data was shown to have large effects on the analysis of land-cover pattern. Our results, while agreeing in general with previously reported scaling relations with respect to changing spatial grain and extent, showed that scaling relations are also robust and consistent across thematic resolutions and time periods. Some metrics behaved unpredictably and some exhibited scale-free behavior. Compositional metrics, such as patch density, diversity, evenness, and largest patch index, were well correlated with vegetative cover, its spatial variation, and population density. Many of these correlations exhibited hump-shaped patterns with respect to increasing grain size, indicating a characteristic scale at approximately 500–1000 m. By simultaneously manipulating spatial and thematic resolutions, the importance of the Modifiable Area Unit Problem in relating landscape patterns to vegetation and socio-economic variables was also demonstrated. Additionally, highly variable desert vegetation due to precipitation variability poses a challenge for accurately quantifying urbanization pattern in arid environments. Choosing appropriate spatial, temporal and thematic resolutions is essential in meeting this challenge.  相似文献

Stakeholder behavior and stakeholder management are key success factors within project portfolio management (PPM). This empirical study of 197 project portfolios investigates the effect of the intensity of engagement (IoE) of portfolio-internal stakeholders on project portfolio success. We show that the effect of stakeholders is phase-specific and that role clarity as a measure of PPM maturity affects the nature of the relationship between the IoE of stakeholders and portfolio success. The effects of the IoE of senior managers on success are not clearly positive with regard to strategic portfolio structuring and are even negative in operative portfolio steering in established PPM systems. In immature PPM systems, line managers tend to take advantage of their position in resource management. Surprisingly, the influence of portfolio managers in portfolio steering is insignificant. Altogether, this paper shows the diverse effect of the IoE of stakeholders on portfolio success. This study enriches project research by applying stakeholder theory to the project portfolio context and offers practical guidance for further professionalizing PPM.  相似文献

Project risk management is recognized as essential in order to cope with the challenges arising from the environment. Literature suggests a portfolio-wide perspective for managing risks in project portfolios. However, research on risk management and its success in a project portfolio context is scarce. This study examines how portfolio risk management influences project portfolio success. Using a sample of 176 firms, this study provides evidence that portfolio risk identification, the formalization of the portfolio risk management process, and risk management culture directly influence risk transparency, whereas risk prevention, risk monitoring, and the integration of risk management into project portfolio management are directly connected to risk coping capacity. The findings also suggest that both risk transparency and risk coping capacity have a direct impact on project portfolio success. However, the results did not confirm the hypothesis that risk transparency and risk coping capacity have a complementary effect on success. Implications for scholars and project portfolio managers are discussed.  相似文献

The State of California has mandated the preparation of a guidance document on the application of fecal source identification methods for recreational water quality management. California contains the fifth highest population of cattle in the United States, making the inclusion of cow-associated methods a logical choice. Because the performance of these methods has been shown to change based on geography and/or local animal feeding practices, laboratory comparisons are needed to determine which assays are best suited for implementation. We describe the performance characterization of two end-point PCR assays (CF128 and CF193) and five real-time quantitative PCR (qPCR) assays (Rum2Bac, BacR, BacCow, CowM2, and CowM3) reported to be associated with either ruminant or cattle feces. Each assay was tested against a blinded set of 38 reference challenge filters (19 duplicate samples) containing fecal pollution from 12 different sources suspected to impact water quality. The abundance of each host-associated genetic marker was measured for qPCR-based assays in both target and non-target animals and compared to quantities of total DNA mass, wet mass of fecal material, as well as Bacteroidales, and enterococci determined by 16S rRNA qPCR and culture-based approaches (enterococci only). Ruminant- and cow-associated genetic markers were detected in all filters containing a cattle fecal source. However, some assays cross-reacted with non-target pollution sources. A large amount of variability was evident across laboratories when protocols were not fixed suggesting that protocol standardization will be necessary for widespread implementation. Finally, performance metrics indicate that the cattle-associated CowM2 qPCR method combined with either the BacR or Rum2Bac ruminant-associated methods are most suitable for implementation.  相似文献

The contribution of fecal pollution from dogs in urbanized areas can be significant and is an often underestimated problem. Microbial source tracking methods (MST) utilizing quantitative PCR of dog-associated gene sequences encoding 16S rRNA of Bacteroidales are a useful tool to estimate these contributions. However, data about the performance of available assays are scarce. The results of a multi-laboratory study testing two assays for the determination of dog-associated Bacteroidales (DogBact and BacCan-UCD) on 64 single and mixed fecal source samples created from pooled fecal samples collected in California are presented here. Standardization of qPCR data treatment lowered inter-laboratory variability of sensitivity and specificity results. Both assays exhibited 100% sensitivity. Normalization methods are presented that eliminated random and confirmed non-target responses. The combination of standardized qPCR data treatment, use of normalization via a non-target specific Bacteroidales assay (GenBac3), and application of threshold criteria improved the calculated specificity significantly for both assays. Such measures would reasonably improve MST data interpretation not only for canine-associated assays, but for all qPCR assays used in identifying and monitoring fecal pollution in the environment.  相似文献

Backwash procedures for deep bed filters were evaluated and compared by means of a new integrated approach based on productivity. For this, different backwash procedures were experimentally evaluated by using a pilot plant for direct filtration. A standard backwash mode as applied in practice served as a reference and effluent turbidity was used as the criterion for filter run termination. The backwash water volumes needed, duration of the filter-to-waste period, time out of operation, total volume discharged and filter run-time were determined and used to calculate average filtration velocity and average productivity.  相似文献

Progressive planners—those who are involved in radical reform—confront dilemmas in their work that do not apply to traditional social reformers. Because they seek to transform society into something other than what it is, progressive planners must evolve new responses to everyday problems. At the same time, they must change commonly held perceptions of how society defines those problems. Finally, they cannot avoid working with traditional political and economic organizations.
