Environmental factors and objectives are formally identified during the scoping stage of environmental impact assessment (EIA) to structure and focus individual assessments. Environmental factors are broad components of the environment, while objectives set the desired outcome for a specific factor. This research assesses the utility of environmental factors and objectives in EIA practice based upon a combination of literature review and interviews with 21 EIA practitioners from Western Australia. Further to providing focus and structure for EIA, practitioners also use environmental factors and objectives for decision-making throughout the process. The majority of practitioners also note that factors and objectives are value adding and useful to their EIA practice. Due to their inherent subjective natures, interviewees noted a lack of consistency regarding how to meet the objectives and challenges in determining the significance of impacts on a factor. Identified opportunities to enhance use of objectives and factors in EIA included provision of more guidance, especially criteria or standards to apply and improve knowledge sharing between EIA stakeholders.  相似文献

It is common practice in the hydropower industry to either shorten the maintenance duration or to postpone maintenance tasks in a hydropower system when there is expected unserved energy based on current water storage levels and forecast storage inflows. It is therefore essential that a maintenance scheduling optimizer can incorporate the options of shortening the maintenance duration and/or deferring maintenance tasks in the search for practical maintenance schedules. In this article, an improved ant colony optimization-power plant maintenance scheduling optimization (ACO-PPMSO) formulation that considers such options in the optimization process is introduced. As a result, both the optimum commencement time and the optimum outage duration are determined for each of the maintenance tasks that need to be scheduled. In addition, a local search strategy is presented in this article to boost the robustness of the algorithm. When tested on a five-station hydropower system problem, the improved formulation is shown to be capable of allowing shortening of maintenance duration in the event of expected demand shortfalls. In addition, the new local search strategy is also shown to have significantly improved the optimization ability of the ACO-PPMSO algorithm.  相似文献

Characterisation of the concentrations and potential health risks of chemicals in recycled water is important if this source of water is to be safely used to supplement drinking water sources. This research was conducted to: (i) determine the concentration of volatile organic compounds (VOCs) in secondary treated effluent (STE) and, post-reverse osmosis (RO) treatment and to; (ii) assess the health risk associated with VOCs for indirect potable reuse (IPR). Samples were examined pre and post-RO in one full-scale and one pilot plant in Perth, Western Australia. Risk quotients (RQ) were estimated by expressing the maximum and median concentration as a function of the health value. Of 61 VOCs analysed over a period of three years, twenty one (21) were detected in STE, with 1,4-dichlorobenzene (94%); tetrachloroethene (88%); carbon disulfide (81%) and; chloromethane (58%) most commonly detected. Median concentrations for these compounds in STE ranged from 0.81 μg/L for 1,4-dichlorobenzene to 0.02 μg/L for carbon disulphide. After RO, twenty six (26) VOCs were detected, of which 1,4-dichlorobenzene (89%); acrylonitrile (83%) chloromethane (63%) and carbon disulfide (40%) were the more frequently detected. RQ(max) were all below health values in the STE and after RO. Median removal efficiency for RO was variable, ranging from −77% (dichlorodifluoromethane) to 91.2% (tetrachloroethene). The results indicate that despite the detection of VOCs in STE and after RO, their human health impact in IPR is negligible due to the low concentrations detected. The results indicate that 1,4-dichlorobenzene is a potential treatment chemical indicator for assessment of VOCs in IPR using RO treatment.  相似文献

This paper presents a thermal model that uses a Fourier series solution to the heat equation to carry out transient 3D thermal simulation of power device packaging. The development and implementation of this physics‐based method is described. The method is demonstrated on a stacked 3D multichip module. The required aspects of 3D heat conduction are captured successfully by the model. Compared with previous thermal models presented in literature, it is fast, accurate and can be easily integrated with an inverter circuit simulator to model realistic converter load cycles. Three issues concerning the iterative solution of the nonlinear equations governing the flows and heads in a water distribution system network are considered. Zero flows cause a computation failure (division by zero) when the Global Gradient Algorithm of Todini and Pilati is used to solve for the steady state of a system in which the head loss is modeled by the Hazen-Williams formula. The proposed regularization technique overcomes this failure as a solution to this first issue. The second issue relates to zero flows in the Darcy-Weisbach formulation. This work explains for the first time why zero flows do not lead to a division by zero where the head loss is modeled by the Darcy-Weisbach formula. In this paper, the authors show how to handle the computation appropriately in the case of laminar flow (the only instance in which zero flows may occur). However, as is shown, a significant loss of accuracy can result if the Jacobian matrix, necessary for the solution process, becomes poorly conditioned, and so it is recommended that the regularization technique be used for the Darcy-Weisbach case also. Only a modest extra computational cost is incurred when the technique is applied. The third issue relates to a new convergence stopping criterion for the iterative process based on the infinity-norm of the vector of nodal head differences between one iteration and the next. This test is recommended because it has a more natural physical interpretation than the relative discharge stopping criterion that is currently used in standard software packages such as EPANET. In addition, it is recommended to check the infinity norms of the residuals once iteration has been stopped. The residuals test ensures that inaccurate solutions are not accepted.  相似文献

Nano-/micrometer-scaled films and capsules made of low-fouling materials such as poly(ethylene glycol) (PEG) are of interest for drug delivery and tissue engineering applications. Herein, the assembly and degradation of low-fouling, alkyne-functionalized PEG (PEG(Alk) ) multilayer films and capsules, which are prepared by combining layer-by-layer (LbL) assembly and click chemistry, are reported. A nonlinear, temperature-responsive PEG(Alk) is synthesized, and is then used to form hydrogen-bonded multilayers with poly(methacrylic acid) (PMA) at pH 5. The thermoresponsive behavior of PEG(Alk) is exploited to tailor film buildup by adjusting the assembly conditions. Using alkyne-azide click chemistry, PEG(Alk)/PMA multilayers are crosslinked with a bisazide linker that contains a disulfide bond, rendering these films and capsules redox-responsive. At pH 7, by disrupting the hydrogen bonding between the polymers, PEG(Alk) LbL films and PEG(Alk) -based capsules are obtained. These films exhibit specific deconstruction properties under simulated intracellular reducing conditions, but remain stable at physiological pH, suggesting potential applications in controlled drug release. The low-fouling properties of the PEG films are confirmed by incubation with human serum and a blood clot. Additionally, these capsules showed negligible toxicity to human cells.  相似文献

The formation of a novel drug-delivery carrier for the controlled release of plasmid DNA that comprises layer-by-layer polymer capsules subcompartmentalized with pH-sensitive nanometer-sized polymersomes is reported. The amphiphilic diblock copolymer poly(oligoethylene glycol methacrylate)-block-poly(2-(diisopropylamino)ethyl methacrylate) forms polymersomes at physiological pH, but transitions to unimeric polymer chains upon acidification to cellular endocytic pH. These polymersomes can thus release an encapsulated payload in response to a change in pH from physiological to endocytic conditions. Multicomponent layer-by-layer capsules are formed by exploiting the ability of tannic acid to act as an efficient hydrogen-bond donor for both the polymersomes and poly(N-vinyl pyrrolidone) at physiological pH. These capsules show release of a plasmid DNA payload encapsulated within the polymersome subcompartments in response to changes in pH between physiological and endocytic conditions.  相似文献

Ferroelectric films are typically deposited by a variety of techniques, the two most common being chemical methods (sol-gel, metalorganic decomposition) and sputtering. In this paper we briefly review the sputtering techniques, and then discuss ion beam sputter deposition in greater detail. In particular, ion beam sputter deposition of epitaxial lead zirconate titanate (PZT) films is described. It is shown that the films with compositions close to the morphotropic boundary typically show well-developed ferroelectric hysteresis loops, Pmax around 45 μC/cm2, and Pr around 20 μC/cm2. In comparison with typical polycrystalline sol-gel PZT films, however, coercive fields of thin epitaxial films are large (120-200 kV/cm for 95 nm films). The pulsed fatigue behavior is remarkably similar to a polycrystalline non-oriented sol-gel PZT film investigated for comparison. The similarities suggest that the aging behavior may be dominated by the electrodes, which were Pt in both systems.  相似文献

There now exists considerable evidence to suggest that the appearance of a new object in the visual field captures visual attention. One of the consequences of this attentional capture is that the object initiates a redistribution of attentional resources across visual space. This is classically observed in the precuing paradigm in which the onset of an abrupt cue influences the processing of a subsequently presented target. The present research describes a new phenomenon that occurs as a result of a new object appearing in the visual field. A stimulus presented in a region of space adjacent to a comer of an onsetting object receives an enhancement of processing relative to a stimulus presented adjacent to one of the object's straight edges. With the use of 2 converging methods, evidence is presented that suggests that the effect is a higher order attentional phenomenon whereby greater resources become directed to the comers of objects.
