我国房屋拆迁程序的完善及立法建议

房屋拆迁是政府依法行使公权力限制私人权利而满足公共利益需求的行为,这种对私人权益限制与克减的正当性需要合理的机制来保障,尤其是程序机制。通过对我国现行拆迁法律规范适用的分析,提出完善拆迁程序的立法建议:理顺征收、补偿、拆迁关系,坚持先补偿再征收最后拆迁的顺序;以合理程序界定公共利益及"合理补偿"内容;完善包括被拆迁人的程序权利、正当法律程序和补偿程序在内的程序及制度;增加为商业利益进行拆迁的程序。     

基于差分光电技术的人血清PSA检测算法研究

血清前列腺特异性抗原(PSA)是前列腺癌早期诊断的重要指标之一.通过采用免疫层析金标试纸和差分光电技术检测PSA浓度的方法,并用分段线性拟合方法分别拟合浓度为0.5～5 、5～50 和50～100 ng/mL范围内PSA浓度和T/C比值的关系.标定结果显示,在5～50 ng/mL范围内PSA浓度和T/C比值的线性相关性较好,其调整决定系数R2为0.924 27,而在该范围之外,它们的线性相关性都较差,不适合用作PSA检测.在浓度为5～50 ng/mL范围内做了11组检测实验,检测值和真实值的相关系数达到了0.910.实验证明,采用差分光电技术检测PSA浓度并用分段线性拟合方法做数据处理是可行的     

无底柱分段崩落法开采上覆岩层力学参数研究

受扰动的岩体力学参数是大型岩土工程设计和稳定性分析的基础与关键.本文采用地质力学分类法（RMR）、经验强度准则（GSI）、现场承压板试验与室内结构面强度试验等方法,综合确定金山店铁矿崩落法开采上覆岩层力学参数.并依据西Ⅰ采区工程地质、开采技术条件和岩体力学参数建立3DFLAC计算模型,验证岩层力学参数的可靠性.当开采到-141.5 m水平时,地表测点变形观测值与计算值在变化规律上一致,误差在允许范围内.因此,采用上述方法确定的岩体力学参数可以用于金山店铁矿东区地下开采的地表变形规律研究.     

一种高效的网格资源监测算法ACTC的改进算法

资源监控是网格计算的关键组成部分。资源监控算法既要保证网格系统中资源信息高保真度又要考虑资源信息在网络传输中的负担最低。ACTC算法就是为实现以上目的而被提出,但是算法中对资源信息更新量的动态门槛值(d_threshold)计算方式不合理,有可能导致算法演变成低级的单纯依靠时间敏感机制(TSM)来发送资源更新通知,并且算法中遗漏了一些极端情况的考虑。提出了新的d_threshold计算公式和限制条件,进行性能改进和完善,并对改进前后两算法进行实验对比。实验表明,改进后算法提高了资源信息准确性,并使监控系统     

Method of Predicting Water Content in Crude Oil Based on Measuring Range Automatic Switching

Online gait programming of humanoid walking via NMPC

In order to satisfy the requirement of realtime gait programming of humanoid walking with foot rotation,a kind of modified Nonlinear Model Predictive Control (NMPC) scheme was proposed. Based on setting suitable kinetic and kinematic virtual constraints of Single Support Phase (SSP) and three subphases of Double Support Phase (DSP) ,complex realtime gait programming problem was simplified to four online NMPC dynamic optimization problems. A numerical approach was proposed to transform the dynamical optimization problem to the finite dimensional static optimization problem which can be solved by Sequential Quadratic Programming (SQP) . It can be concluded from simulation that using this method on BIP model can realize online gait programming of dynamic walking with foot rotation and the biped stability can be satisfied such that there is no sliding during walking.     

A force control high-order single-step-β method (HSM) for substructure pseudo-dynamic testing

This paper proposes a new technique which introduces the high-order single-step-β method(HSM)into the experimental study on the substructure pseudo-dynamic testing(SPDT).The technique is based on the proposed concept of equivalent shear stiffness which can meet the requirement of the HSM algorithm.A study is done to theoretically validate the technique by the numerical analysis of two-storey shear building structure,in comparison of the proposed substructure pseudo-dynamic testing algorithm with the central difference method(CDM).Then,a full-scale SPDT model,the three-storey frame-supported reinforced concrete short-limb masonry shear wall structure,is designed and tested to simulate the seismic response of the corresponding six-storey structure and verify the proposed force control HSM technique.Meanwhile,the techniques of both stiffness correction and force control are suggested to control algorithmic error,control error and measurement error.The results indicate that the force control HSM can be used in the full-scale multi-degree-of-freedom(MDOF)substructure pseudo-dynamic testing before descent segment of structure restoring force properties.     

膜用功能单体5-氯磺酰异酞酰氯(CSIC)的合成研究

5-氯磺酰异酞酰氯是合成聚酰胺类反渗透膜、纳滤膜的重要功能单体.采用以3,5-二羧基苯磺酸钠为原料,五氯化磷为氯化剂,制备5-氯磺酰异酞酰氯(CSIC),最佳收率可达71.4%.通过对反应温度、反应时间和反应底物配比等影响因素的研究发现:常压下反应温度应控制在170～180℃;反应时间12.5 h后,结束反应;反应底物配比n(五氯化磷)∶n(3,5-二羧基苯磺酸钠)1∶1,则收率很低.随着n(五氯化磷)∶n(3,5-二羧基苯磺酸钠)增大,收率增高,当n(五氯化磷)∶n(3,5-二羧基苯磺酸钠)2.5∶1后,其增大对产品收率影响不大.     

2FSK调制解调系统的FPGA设计与实现

FSK(Frequency Shift Keying)——移频键控,或称数字频率调制,是数字通信中使用较早的一种调制方式.数字频率调制的基本原理是利用载波的频率变化来传递数字信息.在数字通信系统中,这种频率变化不是连续而是离散的.详细介绍了基于FPGA的2FSK调制解调系统的原理、设计、实现和调试,通过QuartusⅡ软件,在FPGA实验板上设计了一种全数字2FSK调制解调系统,并调试出结果.根据调试结果做出的优化设计,能够简化传统调制器的设计,缩短系统设计周期.
