Non-point sources and the waste discharge charge system.

The development of a waste discharge charge system (WDCS) in South Africa has been proposed to promote waste reduction and water conservation. The WDCS is based on the polluter pays principle and is designed such that the management of waste discharges achieves resource quality objectives (RQOs) at the minimum total cost to the catchment. Two charges are distinguished: first a charge for optimising use of the resource (incentive charge); and secondly, a charge for development and operation of mitigation measures in the resource (mitigation charge). The WDCS is applied to both point sources and non-point sources (NPS) of contamination. In the inclusion of NPS, the charge system distinguishes between registered and non-registered NPS, with the charge applied to the former group only, in the first instance. This paper introduces the WDCS by describing the principles and the theoretical basis of the WDCS, highlighting the link to RQOs as the benchmark of acceptable externalities. The paper explores the inclusion of NPS in the WDCS, describing: first, the principles of NPS inclusion in the WDCS; secondly, the types of NPS included in the present version of the WDCS; thirdly, the methodology for charge estimation; and finally, non-registered NPS and their potential inclusion in future editions of the WDCS. The paper concludes with remarks and challenges facing the first edition of the WDCS.     

Microscopic State of Low Doped Manganites La1 − xSrxMnO3 Probed by ESR

The electron spin resonance (ESR) measurements were performed in single crystals of La_{1 ? x} Sr _x MnO₃ (0.05 ≤ x ≤ 0.125) in order to study the interplay of crystal field, Dzyaloshinsky–Moriya interaction, Jahn–Teller (JT) effect, and orbital order. The angular dependence of the ESR linewidth of an untwinned La_0.95Sr_0.05MnO₃ single crystal has been analyzed in the high-temperature approximation, which takes into account the microscopic geometry of the four nonequivalent Mn positions in the orthorhombic unit cell. A strong mixing of the |3z ² ? r ²> and |x ² ? y ²> states for the real orbital configuration was found. Magnetic inhomogeneities observed in the ESR spectra across the composition range 0.075 ≤ x ≤ 0.125 can be attributed to the presence of ferromagnetic clusters (magnetic spin polarons) in the paramagnetic state. New polaronic models are proposed.     

Radiation chemical reactions of poly-p-chlorphenylmethacrylate by ESCA

Summary ESCA is used to characterize ion beam irradiated P(p-ClPhMA)-samples. The results show a chlorine abstraction. The experimental findings are in accordance with a recently proposed model for a crosslinking mechanism of halogenated aromatic polymers.     

Synthesis,Characterization, and Reactivity of Lanthanide Complexes with Bulky Silylallyl Ligands

The synthesis of new lanthanide allyl complexes of enhanced stability and solubility in saturated hydrocarbons based on silyl-substituted allyl ligands is reported. Thus the potassium salt K(CH₂CHCHSiMe₃) ( 1 ) reacts with YCl₃ in tetrahydrofuran to give the tris-allyl complex Y(CH₂CHCHSiMe₃)₃ ( 2 ), while K(CH₂CHCHSiMe₂^tBu) ( 3 ) affords Y(CH₂CHCHSiMe₂^tBu)₃(THF)_1.5 ( 4 ). Slow re-crystallization of 4 from light petroleum in the presence of tert-butylcyanide led to multiple insertion to give the sec-amido complex Y{NHC(^tBu)(CH)₃SiMe₂^tBu}₂{η₂-NHC(^tBu)CH=CHCH₂SiMe₂^tBu)CH(CHCHSiMe₂^tBu)C^tBuNH}(THF)·(CH₃CH(Me)(CH₂)₂CH₃) ( 5 ), which was crystallographically characterized. The reaction of ScCl₃(THF)₃ with two equivalents of Li{1,3-C₃H₃(SiMe₃)₂} in tetrahydrofuran gives the bis-allyl complex {1,3-C₃H₃(SiMe₃)₂}₂Sc(μ-Cl)₂Li(THF)₂ ( 6 ), while the analogous reaction of K{1,3-C₃H₃(SiMe₃)₂} ( 7 ) with either LaCl₃ or YCl₃ in tetrahydrofuran affords the bis-allyl complexes MCl{1,3-C₃H₃(SiMe₃)₂}₂(THF)_x (8, M = La, x = 1; 9, M = Y, x = 0). An attempt to prepare the similar neodymium complex gave the mono-allyl complex NdI₂{1,3-C₃H₃(SiMe₃)₂}(THF)_1.25 ( 10 ). The reactions of 8 and 9 with triisobutyl aluminum in benzene-d₆ show allyl exchange between lanthanide and aluminum. Complexes 8 , 9 , and 10 have been tested with a variety of activator systems as catalysts for the polymerization of 1,3-butadiene.     

Tests of assumptions about the joint receipt of gambles in rank- and sign-dependent utility theory.

A rank- and sign-dependent utility theory is based on an operation of joint receipt of 2 independent gambles and 3 assumptions regarding the operation (R. D. Luce, 1992). The authors tested these 3 assumptions (i.e., segregation, duplex decomposition, and the additivity of certainty equivalents over joint receipt) using both judged and choice certainty equivalents (CEs). Median choice CEs provided support for both segregation and duplex decomposition but little support for additivity in gains or in losses, whereas median judged CEs also failed to support segregation. Significance of serum beta-hCG as a tumor marker for stomach carcinoma

We performed BAEP study to evaluate acoustic nerve involvement in 102 patients affected by peripheral neuropathies of different etiology, predominantly hereditary and inflammatory acquired neuropathies. Prolonged latency of early waves, indicative of slowing in VIII nerve conduction, was found in a high percentage of cases. Abnormalities were far more frequent (44% vs 14%) and severe in patients with demyelinating rather than axonal neuropathy. Among demyelinating neuropathy, the most severe latency delay was found in Hereditary Motor and Sensory Neuropathy type III. The pattern of acoustic nerve involvement differed slightly between Hereditary Motor and Sensory Neuropathy type I and acquired inflammatory demyelinating polyradiculoneuropathy, perhaps reflecting different pathogenetic mechanisms and different sites of VIII nerve demyelination.     

Porphyrin fluorescence in plasma of various types of porphyria

Fluorescence spectra of plasma porphyrin were measured in 6 patients with the acute intermittent porphyria (AIP), 30 patients with variegate porphyria (PV), 2 patients with hereditary coproporphyria, 2 patients with porphyria cutanea tarda, and in 6 patients with erythropoietic protoporphyria (EPP). It was found that the excitation and emission wavelengths at which maximum fluorescence is seen may help to diagnose and differentiate PV and EPP. In patients with AIP spectrum characteristic for porphyria of such a type was noted in all patients during the attack of disease and in only 33% of patients in remission. Fluorescence spectrum was normal in asymptomatic family members. In variegate porphyria spectrum with a characteristic maximum of fluorescence was noted in all patients during an attack and remission, and 62% of the asymptomatic family members.
