Exceptions that prove the rule--Using a theory of motivated social cognition to account for ideological incongruities and political anomalies: Reply to Greenberg and Jonas (2003).

A meta-analysis by J. T. Jost, J. Glaser, A. W. Kruglanski, and F. J. Sulloway (2003) concluded that political conservatism is partially motivated by the management of uncertainty and threat. In this reply to J. Greenberg and E. Jonas (2003), conceptual issues are clarified, numerous political anomalies are explained, and alleged counterexamples are incorporated with a dynamic model that takes into account differences between "young" and "old" movements. Studies directly pitting the rigidity-of-the-right hypothesis against the ideological extremity hypothesis demonstrate strong support for the former. Medium to large effect sizes describe relations between political conservatism and dogmatism and intolerance of ambiguity; lack of openness to experience; uncertainty avoidance; personal needs for order, structure, and closure; fear of death; and system threat. History of Construction, Engineering, and Management in the Department of Civil and Environmental Engineering at Penn State

At Penn State, the credit for broadening the Civil Engineering Department’s longstanding academic focus on analysis and design to include the construction phase must go to Dr. Harmer A. Weeden and his longtime associate Dr. Thomas D. Larson. Jack H. Willenbrock joined the Department as an Instructor in June 1968 and grew the construction program so that today about a fourth to a third of the civil undergraduates obtain employment in the construction industry. The program has awarded about 250 postbaccalaureate degrees.     

HIPAA's Effect on Web Site Privacy Policies

Healthcare institutions typically post their privacy practices online as privacy policy documents. We conducted a longitudinal study that examines the effects of HIPAA's enactment on a collection of privacy policy documents for a fixed set of organizations over a four-year period. We present our analysis of 24 healthcare privacy policy documents from nine healthcare Web sites, analyzed using goal mining, a content-analysis method that supports extraction of useful information about institutions' privacy practices from documents. We compare our results to our pre-HIPAA study of these same institutions' online privacy practices and evaluate their evolution in the presence of privacy laws

MCF7 and ZR75-1 breast cancer cells grow as adherent monolayers in tissue culture. Treatment with the serum serine protease plasmin causes them to detach and to grow as floating multicellular spheroids. Two plasmin activators, urokinase plasminogen activator and streptokinase, induce the same growth pattern changes in the presence of plasminogen. Serum contains also plasminogen activator inhibitors. Aged serum, deficient in plasminogen activator inhibitors, converts spontaneously monolayer breast cancer cells into multicellular spheroids which readily revert to monolayer growth after addition of fresh serum. Urokinase blocks the reversion. The formation of multicellular spheroids does not affect the proliferative rate of breast tumor cells but endows tumor cells with increased resistance to the chemotherapeutic drugs, doxorubicin and paclitaxel.     

Factor structure of the SOCRATES in a clinical sample of adolescents.

This study investigated the Stages of Change Readiness and Treatment Eagerness Scale (SOCRATES: W. R. Miller & J. S. Tonigan, 1996) in adolescents presenting for treatment of alcohol use disorder (AUD). The participants were 80 males and 43 females (mean age=16.8 years) who presented for AUD treatment (95.1% outpatient, 4.9% inpatient). Participants completed assessments at baseline and 1 year and provided information on alcohol use and related variables monthly between these 2 assessments. Principal-components and confirmatory factor analyses of the baseline SOCRATES identified 2 factors, Taking Steps and Recognition, which showed good internal consistency and concurrent and predictive evidence of validity. Psychological impact of colorectal cancer screening.

This article examines the psychological impact of participating in sigmoidoscopy screening for colorectal cancer prevention. The 1st study examined psychological well-being at 3 months, in relation to screening outcome, in 4,153 individuals. The 2nd study used longitudinal data to examine changes in psychological functioning from before to after screening in relation both to screening outcome and baseline indicators of vulnerability. There were few psychological differences between those who had received negative results or had polyps detected. These findings were confirmed in the longitudinal study, which also found no evidence for vulnerability to adverse effects among those who were initially most anxious or who perceived their risk of cancer to be higher. Effect of precyclic loading on stress-corrosion-cracking initiation in an X-65 pipeline steel exposed to near-neutral pH soil environment

A study was carried out to understand the effect of precyclic loading on stress-corrosion-crack initiation in an X-65 pipeline steel exposed to a near-neutral-pH soil environment. The test specimens were precyclically loaded before corrosion exposure to represent a service history of up to about 20 years, depending on the severity of pressure fluctuation. Microcracks had initiated on the polished surface of the X-65 pipeline steel after long-time exposure at open-circuit potential (OCP) in a near-neutral-pH synthetic soil solution. These microcracks were mostly initiated from pits at metallurgical discontinuities such as grain boundaries, pearlitic colonies, and banded phases in the steel. Strong preferential dissolution was observed along planes of the banded structures in the steel. The selective corrosion attack at these metallurgical discontinuities is attributed to the galvanic nature of those areas to their neighbors. Cyclic loading prior to corrosion exposure had significant effects on microcrack initiation and propagation during subsequent corrosion exposure. Cyclic loading prior to corrosion exposure either reduced or increased the probability of crack initiation and the rate of crack propagation, depending upon the magnitude of the stress cycles. The largest reduction was seen at a peak cyclic stress of about 0.8 of the yield strength. This cyclic-loading-dependent cracking behavior might be related to the alteration of the substructures and the residual stress in the steel as a result of precyclic loading.     

Adaptive median filters: new algorithms and results

Based on two types of image models corrupted by impulse noise, we propose two new algorithms for adaptive median filters. They have variable window size for removal of impulses while preserving sharpness. The first one, called the ranked-order based adaptive median filter (RAMF), is based on a test for the presence of impulses in the center pixel itself followed by a test for the presence of residual impulses in the median filter output. The second one, called the impulse size based adaptive median filter (SAMF), is based on the detection of the size of the impulse noise. It is shown that the RAMF is superior to the nonlinear mean L(p) filter in removing positive and negative impulses while simultaneously preserving sharpness; the SAMF is superior to Lin's (1988) adaptive scheme because it is simpler with better performance in removing the high density impulsive noise as well as nonimpulsive noise and in preserving the fine details. Simulations on standard images confirm that these algorithms are superior to standard median filters.     

An Evaluation of Public Concerns About Water Management in the Palestinian Territory Pre,During, and Post the National Uprising

We have evaluated the extent of public concerns about water management in the Palestinian Territory (PT) through a survey of the main Palestinian newspaper over the last thirteen years divided in three periods: pre (1984–1987), during (1988–1991), and post national uprising period (1992–1996). The public concern in the PT about various water management aspects was clear and influenced by the prevailing political conditions indicating (1) poor concerns in the first and second period where full Israeli military control of the PT and harsh practices prevailed with relatively more emphasis on regional water issues and (2) extensive-strong concerns in the third period when the peace process started and a partial lift of some of the Israeli water practices took place, along with an increased freedom in expressing public concerns which was granted with more emphasis on local issues and problems. Lack and limitation of water available to Palestinians, alternative solutions, and water quality and pollution control constituted the overwhelming majority of the topics of concern to the public for the three periods studied. Palestinian concerns were always greater than regional ones for the three periods and all of the topics considered. Public concern in the PT about all other water management aspects was poor and negligible especially in the first two periods. A massive increase in public concern has been observed in the third period in which the public expressed their concern over most water management aspects, indicating a possible change in public attitude toward water and water management and reflecting the change of the political status by the start of the peace process and the signing of the peace agreements.
