“Thank heavens for the lease”: histories of shared ownership

Drawing on and developing Kingdon’s multiple streams analysis, this article examines the development of one aspect of the UK’s low cost home ownership programme: shared ownership. We demonstrate how key human and non-human policy entrepreneurs were able to set the agenda from 1973–1983 in favour of shared ownership; they neutralized the alternatives, while retaining some of their instruments; and solved a number of early problems by bringing key players into the programme. Our data-sets include a range of archival material and elite interviews. The policy entrepreneurs included John Stanley (who was the housing minister in the First Thatcher government), the National Federation of Housing Associations, and the Building Societies Association. Our development of the multiple streams analysis is to argue that documents, including the lease, act as policy entrepreneurs in their own right. The lease was central to the development of shared ownership and its transformation into a model lease enrolled other organizations, most critically the building societies.     

R&D,capital structure and ownership concentration: evidence from Italian microdata

The purpose of the article is to provide some evidence on the interconnection between capital structure, R&D investment and ownership concentration using a unique panel data-set of Italian firms. We study the effect of R&D intensity on leverage for two groups of firms which are different in terms of their degree of ownership concentration. Our results suggest for Public Limited Companies, a nonlinear relationship between R&D intensity and leverage, with the latter first increasing and then decreasing. Interestingly, the same result is not found to hold true for Private Limited Companies, which are characterized by a more concentrated ownership.

Local ownership of ethanol plants: What are the effects on communities?

The rapid expansion of ethanol plants across the U.S. state of Iowa has fueled debate about the burdens and benefits of local (in-state investors) versus non-local ownership of biorefineries. Central to these concerns is the extent to which non-local, absentee owners might reap the benefits of the ethanol industry at the expense of local communities. A key argument within the rural development literature is that local ownership of firms has a positive effect on the long-term well-being and sustainability of the communities in which they are situated. This literature asserts that firms operate at different scales, with local firms embedded within local supply chains and institutions, and non-local firms embedded within national and international networks and institutions. Conversely, there is a growing body of work within the alternative agrifood systems literature that cautions against the ‘local trap’; the assumption that the local scale is inherently good and therefore advantageous. Despite this broader debate, the literature on local ownership and renewable energy remains limited. This paper addresses this gap by drawing on case study research of the community effects of ethanol plant ownership structure from the perspective of community leaders. My findings suggest that differences between the structure and effects of local versus non-local ownership of firms on communities are rather more ambiguous than the literature asserts. Therefore, assumptions about the benefits of local ownership may be overstated and concepts of ‘local’ and ‘non-local’ may be inadequate for considering firm outcomes on the civic welfare and socioeconomic well-being of a community.     

Does ownership matter? The performance and efficiency of State Oil vs. Private Oil (1987–2006)

This paper investigates the existence of ownership effects in the global oil and gas industry, i.e. whether there are systematic performance and efficiency differentials between National Oil Companies (NOCs) and privately owned International Oil Companies (IOCs). After discussing key issues of comparing ‘State Oil’ and ‘Private Oil’, I summarise important trends emerging from the dataset, which covers 1001 firm observation years over the period 1987–2006. Using panel-data regression analysis it is shown that NOCs significantly underperform the private sector in terms of output efficiency and profitability. They also produce a significantly lower annual percentage of upstream reserves, although this may not be an indication of firm efficiency. Overall, this paper suggests that a political preference for State Oil usually comes at an economic cost.     

Scaling‐up PECVD system for large‐sized substrate processing

Abstract— With the prevailing trend of large‐panel TFT monitors and, most recently, LCD TVs, large‐sized‐substrate processing is becoming the mainstream of TFT‐LCD production. To enable this trend of ever‐increasing large‐area processing, a multiple generations of PECVD systems for volume production has been successfully developed. This paper discusses the scaling‐up challenges from the equipment manufacturer's perspective, with the focus on process scalability, system design optimization, productivity enhancement, and cost‐of‐ownership reduction.
