Using actor-network theory to analyse strategy formulation

Abstract.  Drawing upon actor-network theory, this article analyses the socio-technological construction of China's strategy for the telecommunications market transformation. We define the telecommunications market as the non-human actor. The public and society, the state, and the operators constitute three groups of human actors representing the social interests in the telecommunications industry. We have observed that these actors' interests are influenced by the situation of technology advance, the telecommunications development level, the macro reform progress and the national policies concerning the political and economic systems, and the international trend in telecommunications reforms. Owing to the dynamics of these contextual elements and the struggle of actors to inscribe their interests into the national strategy, China has transformed the telecommunications market by four stages, each stage with specific foci. Our case study demonstrates that the applications of actor-network theory can be extended to investigate the formulation of a national strategy. The research design in which the social and technological contexts are dynamically connected with strategy formulation can be drawn upon by other actor-network studies.

In planning a telecommunications environment, many factors need to be taken into consideration. The volatility of products and services, the evolution and adoption of standards and the effect of these changes on staff cause difficulties. These details are discussed, and it is stressed that telecommunications should be positively managed, rather than merely administered, and that the decision-makers should remain openminded and flexible.

The Effects of Mobile Phone on the Socio-economic Life of the Rural Dwellers in the Niger Delta Region of Nigeria

This article aims to provide information on the effects of the mobile phone on the socio-economic life of the rural dwellers in the Niger Delta region of Nigeria. The study adopted a semi-structured interview method. The study covered nine villages selected from Delta and Bayelsa States in the Niger Delta region of Nigeria. Convenience sampling technique was used to select 129 respondents who voluntarily agreed to participate in the study. The interview was tape recorded and the information collected from the tape recordings were transcribed and coded. Similar viewpoints toward the same question were put together for the analysis. The study revealed that the mobile phone has brought immerse socio-economic impact on the rural dwellers in the Niger Delta region of Nigeria. The study revealed that mobile phone use enable the rural dwellers to communicate with family members and friends in urban areas; relatives in urban areas send recharge cards for them to sell for money instead of traveling to meet them, and Call Center Operators become self-employed and through that make a living. Finally, the frequent recharging of mobile phones leads to indebtedness. The participants mentioned challenges such as network failure, non-availability of recharge cards, unreliable or complete absence of power supply to charge batteries, high charges by Network Service Providers, stealing of mobile phones, and unskilled persons repairing phones in rural areas. The introduction of mobile phones has lead to reduction of rural–urban migration by many jobless youths.
