基于组织的Web服务访问控制模型

针对现有访问控制策略难以保障面向Web服务的复杂电子政务系统授权的灵活性问题,在研究基于组织的四层访问控制模型(OB4LAC)的基础上,提出一种基于组织的Web服务访问控制模型。以组织为核心,从管理的视角研究访问控制与授权管理问题。通过引入岗位代理和授权单元,使授权随着环境上下文信息的变化而调整,从而实现动态授权,同时利用授权单元的状态迁移,对工作流模式提供支持。并且模型将权限分为服务权限和服务属性权限2级,实现细粒度的资源保护。应用实例结果表明,该模型能够契合电子政务系统中的复杂组织结构,在保护Web服务资源的同时,使得授权更加高效和灵活。     

基于SaaS模式的电子政务架构研究

SaaS模式作为云计算的一种形式,在互联网技术的发展和应用软件成熟的基础上,成为一种创新的软件应用模式。如何保证系统安全与设计高效安全的数据架构是决定SaaS应用成败的关键问题。本文将以基于SaaS的政务系统为业务依托,以数据库设计和系统安全、SoA为理论基础,提出STEG解决方案。此解决方案在SaaS软件中能很好的解决数据建模、系统安全和软件架构方面的问题,对SaaS下的软件研究具有深刻借鉴意义。     

基于Struts+Hibernate+Spring框架的电子政务系统研究

介绍了当前流行的Web开发的3个开源模块：Struts、Hibernate和Spring,并结合这3种架构设计和开发了一套B/S架构的电子政务系统并已成功的投入应用。该系统分为3层,其中重点分析了Spring框架对Struts视图层和Hibernate持久层的集成控制。在J2EE平台下整合3种技术,系统层次划分更为清晰,可扩展性大大增强,大幅度提高了软件开发的效率。     

面向电子政务的轻量级工作流引擎

分析了工作流管理系统的基本功能和研究现状,对当前流行的几种开源引擎进行了研究,指出了它们的不足.结合电子政务的实际应用,提出了一种轻量级的工作流引擎,并给出了该工作流系统的体系结构和相关设计.     

Adoption of e-government services in Turkey

This research aims to investigate underlying factors that play role in citizens' decision to use e-government services in Turkey. UTAUT model which was enriched by introducing Trust of internet and Trust of government factors is used in the study. The model is evaluated through a survey conducted with Turkish citizens who are from different regions of the country. A total of 529 answers collected through purposive sampling and the responses were evaluated with the SEM (Structural Equation Modeling) technique. According to the results, Performance expectancy, Social influence, Facilitating conditions and Trust of Internet were found to have a positive effect on behavioral intention to use e-government services. Additionally, both Trust factors were found to have a positive influence on Performance expectancy of e-government services, a relation which, to our best knowledge, hasn't been tested before in e-government context. Effect of Effort expectancy and Trust of government were found insignificant on behavioral intention. We believe that the findings of this study will guide professionals and policy makers in improving and popularizing e-government services by revealing the citizen's priorities regarding e-government services in Turkey.     

IoT-enabled emergency information supply chain architecture for elderly people: The Australian context

The effective delivery of emergency information to elderly people is a challenging task. Failure to deliver appropriate information can have an adverse impact on the well-being of the elderly people. This paper addresses this challenge and proposes an IoT-enabled information architecture driven approach, which is called “Resalert”. Resalert offers IoT-enabled emergency information supply chain architecture pattern, IoT device architecture and system architecture. The applicability of the Resalert is evaluated by the means of an example scenario, a portable Raspberry Pi based system prototype and user evaluation. The results of this research indicate that the proposed approach seems useful to the effective delivery of emergency information to elderly people.     

Examining the relationships among e-government maturity,corruption, economic prosperity and environmental degradation: A cross-country analysis

There is growing interest in the role and contribution of e-government to the levels of corruption, economic prosperity and environmental degradation of nation states. In this paper, we use publicly available archival data to explore the relationships among them. Results substantiate a significant relationship between (1) e-government maturity and corruption; and (2) e-government maturity, economic prosperity and environmental degradation through the mediating effects of corruption. The findings suggest that while e-government maturity did not contribute to economic prosperity and environmental degradation, its value could be realized indirectly via its impacts on corruption. Our findings contribute to the theoretical discourse on e-government impact by identifying the role of e-government in a country and provide indications to practice on enhancing its economic prosperity and lowering its environmental degradation by managing the levels of e-government maturity and corruption.     

数据梳理在电子政务中的应用分析

经济的快速发展对电子政务提出了新的要求。合理、有效的开发利用政务资源迫切需要建立标准统一的共享信息化数据平台。对政府各部门间大量的信息化数据进行数据梳理，建立共享信息库，挖掘数据间的关联和规则进而提高政府自身服务水平具有重要的现实意义。本文以杭州市电子政务建没为例，分析了数据梳理技术的实际应用。

文章首先介绍了数据挖掘技术和模糊数据挖掘技术,然后给出了模糊数据挖掘算法以及详细的模糊数据挖掘步骤,最后用一个具体实例证明了模糊数据挖掘在电子政务系统中的应用价值。     

加快实施规划信息化提高规划管理服务水平

回顾了重庆市规划局近年来在电子政务建设、规划数据库建设、规划标准化建设和地理空间信息如何服务规划管理等方面开展的工作和取得的成绩,总结了重庆市规划局信息化建设的特点,同时提出了下一步的发展方向。
