A sequential-move game for enhancing safety and security cooperation within chemical clusters

The present paper provides a game theoretic analysis of strategic cooperation on safety and security among chemical companies within a chemical industrial cluster. We suggest a two-stage sequential move game between adjacent chemical plants and the so-called Multi-Plant Council (MPC). The MPC is considered in the game as a leader player who makes the first move, and the individual chemical companies are the followers. The MPC's objective is to achieve full cooperation among players through establishing a subsidy system at minimum expense. The rest of the players rationally react to the subsidies proposed by the MPC and play Nash equilibrium. We show that such a case of conflict between safety and security, and social cooperation, belongs to the 'coordination with assurance' class of games, and we explore the role of cluster governance (fulfilled by the MPC) in achieving a full cooperative outcome in domino effects prevention negotiations. The paper proposes an algorithm that can be used by the MPC to develop the subsidy system. Furthermore, a stepwise plan to improve cross-company safety and security management in a chemical industrial cluster is suggested and an illustrative example is provided.

针对当前国家和国防信息安全基础设施及安全防护体系建设的需要,文章简要介绍并分析了美国网络信息保障的发展战略与具体的发展计划,结合“保护、检测、响应与恢复”这一信息保障原则,阐述了美国在加强网络保障、身份保障和信息保障,以及在增强网络监视与侦察能力、动态防御能力和网络身份敌我识别能力等方面采取的具体措施,并基于中国信息安全保障体系建设的现状,提出了建设原则和建议,对中国网络安全和信息保障体系建设有借鉴和启发意义。

Analytically Unobservable Failure Events

Based on computational approximations, product designers routinely simplify algebraic expressions of complex transfer functions, which, in turn, simplify post-design analysis. This practice is justified because both the simplified and actual transfer functions yield approximately equal average performance values. However, utilizing the design of a switching regulator circuit, it is shown that such simplified expressions underestimate output variation. The discrepancy between the actual and underestimated output variation spans an analytically unobservable failure event. Since the observable portion constitutes a partial characterization of product unreliability and quality problems, only a partial solution is possible at the design stage. This severely limits the effectiveness of concurrent product design, reliability, and quality assurance methodologies that are based on variation modeling and analysis.

Requirements for Quality System Certification to BS 5750 with Reference to the Water Industry

Quality assurance for the water industry and its suppliers is being seen to be of ever-increasing importance as a means of meeting the demands of customers and giving confidence to regulators. The creation of the Water Industry Certification Scheme demonstrates the industry's increased level of commitment to quality assurance.
This paper considers the requirements and benefits of certification of quality systems with particular reference to the BS 5750/EN 29000/ISO 9000 series of standards. The requirements for certification in the water industry are discussed in terms of corporate policy, what is stated in the standard, and how the requirements of some elements of the standard might be interpreted by a certification body.

Recent developments in processing systems for cell and tissue cultures toward therapeutic application

Innovative techniques of cell and tissue processing, based on tissue engineering, have been developed for therapeutic applications. Cell expansion and tissue reconstruction through ex vivo cultures are core processes used to produce engineered tissues with sufficient structural integrity and functionality. In manufacturing, strict management against contamination and human error is compelled due to direct use of un-sterilable products and the laboriousness of culture operations, respectively. Therefore, the development of processing systems for cell and tissue cultures is one of the critical issues for ensuring a stable process and quality of therapeutic products. However, the siting criterion of culture systems to date has not been made clear. This review article classifies some of the known processing systems into ‘sealed-chamber’ and ‘sealed-vessel’ culture systems based on the difference in their aseptic spaces, and describes the potential advantages of these systems and current states of culture systems, especially those established by Japanese companies. Moreover, on the basis of the guidelines for isolator systems used in aseptic processing for healthcare products, which are issued by the International Organization for Standardization, the siting criterion of the processing systems for cells and tissue cultures is discussed in perspective of manufacturing therapeutic products in consideration of the regulations according to the Good Manufacturing Practice.
