Scholars have long draw on neoliberalism and paternalism as theoretical frameworks to argue that states have become less generous in providing welfare and housing resources. These theories similarly demonstrate that the resources that are provided are characterized by conditional exchanges, whereby welfare recipients and social housing tenants are required to comply with behavioural conditions. Theoretical critiques of state intervention influenced by neoliberalism and paternalism are broad, but they generally agree that conditional welfare approaches, including social housing, focus on changing individuals living in poverty themselves and not sufficiently changing policy, economic, social and institutional forces that underpin poverty. In light of these theories of state intervention, this article draws on an Australian qualitative study with tenants and service providers in supportive housing. The article shows that supportive housing is positioned as a significant intervention to not only house disadvantaged groups, but rather as an optimistic mechanism to directly improve disadvantaged people’s lives. The article argues that when coupled with long-term housing, a weak form of paternalist welfare for people who have experienced chronic homelessness can be justified. 相似文献

Intensification within the dairy industry has led to an increase in use of more restrictive indoor housing systems (most commonly tiestalls and freestalls) and less use of the pasture-based housing systems used in past generations. These indoor housing systems are associated with not only a higher level of restriction to cow movement, but also with a higher prevalence of lameness and cow comfort issues on farm, which negatively affects cow welfare, public perceptions, and producer profitability. In looking for solutions to these issues, several studies have investigated different housing and management options that are less restrictive and increase cow movement opportunity. We hypothesized that movement opportunity, briefly summarized as the level of locomotor activity a cow is able to express in her given environment as well as the ease with which said movement can be expressed, can have a direct, substantial effect on cow comfort as well as cow leg and hoof health. Lying behaviors, which serve as common indicators of cow comfort, are affected not only by the ease of movement that comes with providing more movement opportunity within the lying environment, but also by the aforementioned improvements to leg health. This is particularly true regarding the ability to display different lying postures and to rise and lie down with ease. The complexity of the relationship between the different methods by which movement opportunity can be provided to dairy cows and the corresponding effects on outcome measures related to cow health and comfort is an area of research that warrants exploration. In this literature review, we sought to identify how level of movement opportunity, provided though different housing systems and management practices, affects cow hoof and leg, udder, and reproductive health, as well as the effects that it has on cow lying behaviors that are indicative of comfort. 相似文献

This paper aims to investigate the premise that community land trusts (CLTs) offer a method of delivering affordable housing that empowers local communities and provides democratic management of community assets. The paper provides a comparative analysis of CLT developments in England, Scotland and the USA, reviewing the policy and literature to identify two key approaches that underpin CLTs: an approach to property development that emphasises resale restrictions used to preserve housing use for the CLT's target clientele, and an approach to citizen governance that privileges local communities. The paper identifies a variation of practices that underpin the operation of CLTs in each country and uses the advanced developments in Scotland and the USA to illustrate some of the challenges that remain if the CLT sector in England is to continue its recent growth. 相似文献

Companion animals are rarely considered in rental policy or research. This absence belies their prevalence and growing centrality within practices of family and home, and persists despite evidence of links between companion animals and rental insecurity. This paper begins to address this gap. Through an online survey and in-depth interviews with people who rented with companion animals in Sydney, Australia, over the 10 years to 2013, the paper identifies connections between pet ownership and rental insecurity, including perceptions about the low availability and poor quality of advertised ‘pet-friendly’ properties. The paper argues that pet ownership can trigger feelings of rental insecurity, and advocates for inclusion of pet ownership as a variable impacting secure occupancy. It suggests companion animals are an escalating rental risk, their significance to their owners causing some to accept accelerating levels of rental insecurity by keeping pets without landlord knowledge. Immigrant homeowners’ function within ethnic boundaries in the housing market may have helped or hindered them during the recent U.S. Great Recession. This research explores this theme through interviews with immigrant and non-immigrant homeowners from four ethnic communities in Los Angeles County and the non-profit organizations that tried to assist them. Immigrant homeowners turned to co-ethnics for advice and support and formed multigenerational households as a strategy to achieve and sustain homeownership. Language and cultural barriers primed them for risky loans and thwarted their pursuit of refinance and modification when they struggled to make mortgage payments. These findings conform to existing evidence of ethnic segmentation in the housing market and imply that analyses of home buying and homeownership in areas with significant immigrant populations should factor in the role of ethnicity. 相似文献

Resident democracy as a special form of participatory democratic set-up is fundamental in the understanding, and self-understanding, of the non-profit housing sector in Denmark. Through a case study, the paper explores how resident democracy is perceived and narrated between residents and employees at a housing association. The study indicates that the meta-story of democracy is disconnected from practice and the lived lives of residents. Three analytical tensions structure the analysis, which relate to the conditions for realizing the democratic ideal embedded in the structure of the sector. The tensions are related to representative versus participatory democracy; collectivity versus individuality; and service versus welfare. The tensions elucidate how resident democracy is squeezed between different logics, which result in an ambiguous setting for practising democracy.
