A revision algorithm is a learning algorithm that identifies the target concept, starting from an initial concept. Such an algorithm is considered efficient if its complexity (in terms of the resource one is interested in) is polynomial in the syntactic distance between the initial and the target concept, but only polylogarithmic in the number of variables in the universe. We give an efficient revision algorithm in the model of learning with equivalence and membership queries for threshold functions, and some negative results showing, for instance, that threshold functions cannot be revised efficiently from either type of query alone. The author was asked by the International Fine Particle Research Institue (IFPRI) to write a critical review on shear testers
for IFPRI-members. The review was delivered to IFPRI in summer 1999. Following the contract with IFPRI it was not allowed
to publish the review elsewhere for at least two years. Granular Matter invited the author to submit the review in the original
form; during the refereeing process (besides other changes) it turned out that some remarks should be added here for clarification:
- Since 1999, the author is not aware of a really new device for testing bulk solid properties, which could lead to a change
of the general comments and conclusions provided in the review.
It was argued, that the review is referring too much to the work of Jenike, while the works of Johanson and Peschl were not
adequately cited. Both are excellent engineers with a lot of experience, but their basic ideas are not available in published
form, and if, they are not set in relation to alternative approaches so that an objective comparison in detail would be a
future research issue rather than a topic in this report.
A discussion on the influence of electrostatic charges was missing. There hardly is an influence, since the particles are
in continuous contact. Only with non-conducting plastic particles electrostatic charges could cause problems. But no relevant
experiments and results are known. In closed systems, the effect of electric charges is thus mainly neglected, but it is clear
that electrostatic forces are eminent in flows with a free surface – an issue not addressed in this review.

We introduce a new probabilistic approach to dealing with uncertainty, based on the observation that probability theory does not require that every event be assigned a probability. For a nonmeasurable event (one to which we do not assign a probability), we can talk about only the inner measure and outer measure of the event. In addition to removing the requirement that every event be assigned a probability, our approach circumvents other criticisms of probability-based approaches to uncertainty. For example, the measure of belief in an event turns out to be represented by an interval (defined by the inner and outer measures), rather than by a single number. Further, this approach allows us to assign a belief (inner measure) to an event E without committing to a belief about its negation -E (since the inner measure of an event plus the inner measure of its negation is not necessarily one). Interestingly enough, inner measures induced by probability measures turn out to correspond in a precise sense to Dempster-Shafer belief functions. Hence, in addition to providing promising new conceptual tools for dealing with uncertainty, our approach shows that a key part of the important Dempster-Shafer theory of evidence is firmly rooted in classical probability theory. Cet article présente une nouvelle approche probabiliste en ce qui concerne le traitement de l'incertitude; celle-ci est basée sur l'observation que la théorie des probabilityés n'exige pas qu'une probabilityé soit assignée à chaque événement. II est intéressant de noter que les mesures intérieures qui résultent des mesures de probabilityé correspondent d'une manière précise aux fonctions de croyance de Dempster-Shafer. Double-edge notched (DENT) steel plates were pulled until complete fracture and several experimental observations were made (using profilometry and scanning electron microscopy). The essential work of fracture (EWF) model was found to be well verified. Numerical simulations—up to the maximum load only—of some experiments were performed using the finite element method (FEM), and incorporating geometric and material non-linearities (large deformation elasto-plasticity). We derive a general equation relating probability densities and as special cases we the obtain Gram-Charlier and Edgeworth series. This allows us to generalize these methods and clarify a number of issues pertaining to both probability theory and time-frequency analysis. In particular we show how the Gram-Charlier and Edgeworth series are related to the kernel method of time-frequency analysis. The approach allows us to construct densities that satisfy given constraints such as joint moments or conditional moments.
