本文基于系统权变理论对政府采购电子化先进标准体系进行了研究，提出了基于系统权变理论的政府采购电子化先进模式和模型，并以此为基础进一步提出了政府采购电子化标准体系的研究模型，对政府采购电子化标准体系框架进行了探讨。     

Selecting a suitable procurement method for a building project

Building procurement has become a fashionable term with industry practitioners and researchers. It determines the overall framework and structure of responsibilities and authorities for participants within the building process. It is a key factor contributing to overall client satisfaction and project success. The selection of the most suitable procurement method consequently is critical for both clients and project participants, and is becoming an important and contemporary issue within the building industry. The problem, nevertheless, lies in the fact that there has been limited empirical research in this field of study. Postal questionnaire surveys of 41 clients and 35 consultants were carried out, and were used to obtain experience of and attitudes to a variety of procurement methods and the criteria used for selection. The findings indicate that a simple set of the criteria generally is adequate and sufficient for procurement path selection, and that there is a reasonable consensus on the appropriate weighting for each path. Moreover, it is shown that, contrary to expectations, similar clients generally do not have similar procurement needs.     

Evaluation of enhanced design and build system a case study of a hospital project

This study involves an investigation of a hospital project which adopted an ‘enhanced design and build’ form of building procurement. The paper assesses the procurement system from the perspectives of the client, client's consultants, contractor, contractor's consultants, and contractor's subcontractors. A detailed case study of North District Hospital is described to illustrate the process of this procurement system. All the interviewees generally agreed that the hospital project was successful in meeting the time, cost, quality, functional and safety requirements set by the client. As the first project adopting the ‘enhanced design-build’ procurement system in Hong Kong, the benefits of applying this innovative procurement system were demonstrated.

The procurement of usable and accessible software

This article discusses the need for the inclusion of usability and accessibility requirements in public procurements of software to be included in public electronic services. Legislation on public procurement in Europe requests clear, well-defined criteria for accessibility and usability. Accessibility criteria exists, but there is a lack of usability criteria. The use of suppliers declarations is a possible approach.     

Finding a way to usability: procurement of a taxi dispatch system

Despite the extensive work on human–computer interaction regarding methods of involving users and designing for high degrees of usability, there is surprisingly little published on how procurer organizations understand, reason about, and require usability. This study focuses on how one taxi company dealt with usability requirements when procuring a new dispatch system. We have conducted ten interviews with various stakeholders in the company and analyzed related documentation in order to discover the process. The case shows how the concept of usability matured during over time. The taxi company dealt with requirement elicitation by developing prototypes in small reference groups. They did no formal analysis of the operators cooperation with each other at the operator central, but they did include experienced users, which created implicit scenarios. The supplier company did not focus on the efficiency of the operators or, for that matter, the cooperative demands of the operator central in their original design, which became evident when the procurer organization requested a redesign that emphasized user tasks. This indicates, on one hand, the extent to which procurers must understand usability and cooperation to procure good systems design and, on the other hand, the extent to which designers must understand business and activity processes in order to design good systems.     

Reverse electronic auctions: Cases in Taiwan's high-tech industry

Internet auction business models have become greatly diversified, and the amount traded grows annually. The traditional auction is initiated by the seller and buyers send in bids. Recently, however, more auctions have been initiated by buyers with sellers sending in bids. The lowest bid then obtains a purchase order. This has become known as a “reverse electronic auction.” Taiwan is the major manufacturing base for global IT products. Many manufacturers have begun to participate in reverse Internet auctions held by global OEMs such as Nokia, Motorola, and Sony Ericsson. Several Taiwan manufacturers have requested that their suppliers do the same thing. In this study, a literature review and case studies analyze the reasons for implementing reverse electronic auctions. We found that not all procurement items are suitable for reverse electronic auctions; also, the characteristics of procurement items and relationships with suppliers must be considered. Enterprises that want to adopt reverse electronic auctions will need to consider the short- and long-term payoffs.
