全面梳理了数据治理标准化工作的发展趋势、标准化组织和典型数据治理标准,阐述了数据治理标准化的概念内涵和现有挑战;分别论述了标准化基本方法在数据治理中的应用,以及数据治理对标准化工作的支撑作用,并提出了后续工作建议。     

Creating the Enabling Environment for More Transparent and Better-resourced Local Governments: A Case of E-taxation in the Philippines

This research joins the growing body of literature that advocates for the use of information and communication technology (ICT) in local governance more particularly in public financial management. Using a case study in Bohol, a province in the Philippines, this paper discusses the impact of ICT on local revenue generation by analyzing both quantitative and qualitative data from 15 municipalities which used e-taxation. This paper argues that the use of ICT can make possible more transparent and accountable revenue generation systems to benefit both government and taxpayers. However, these results are differentiated depending on the level of political leadership, the nature of articulation of the demand for ICT use, the ratio of benefit against cost, and the availability of technical skills and resources at the sub-national level. It is within this context that an eco-system analysis is argued to be useful in analyzing how ICT can be adopted, scaled, and used by sub-national governments to achieve better governance.     

Board-Level Information Technology Governance Effects on Organizational Performance: The Roles of Strategic Alignment and Authoritarian Governance Style

ABSTRACT

We report on two empirical studies that explore key factors that help translate information technology governance by the board of directors into organizational performance. The first study shows that strategic alignment partially mediates the effect of board-level information technology governance on performance. The second study demonstrates that authoritarian governance style negatively moderates the effect of board-level information technology governance on performance. Together, these studies open up the black box between board-level information technology governance and organizational performance.

云计算的不同应用水平会在不同程度影响企业的IT决策,相应的IT决策机制也会随之发生变化．本文深入分析了云计算的三层服务模式对IT决策的影响,由此提出了基于云计算背景的IT决策机制框架．并通过国外成功实施云计算的企业案例分析并验证本文得出的IT决策机制框架．本文不仅对以往的IT决策机制框架的基础上加入了IT服务模式维度,同时也为云计算在企业中的应用提供了制度框架．     

基于改进型Elman神经网络的智能吹灰程控系统

基于改进型Elman神经网络,建立了电站锅炉受热面污染在线监测软测量模型,为锅炉吹灰优化策略提供了理论依据。将软测量模型与传统吹灰程控系统融合所形成的智能吹灰程控系统采用模块化方法构建,集灰污在线监测、数据分析、信息管理和优化指导、控制功能一体化。该系统有助于加强吹灰管理,指导运行人员及时、合理吹灰、优化吹灰,达到提高机组安全性和经济性的目的。     

In a ‘trusting’ environment, everyone is responsible for information security

Information security is important in any organisation and particularly where personal and medical information is routinely recorded. Further, where the organisational culture revolves around trust, as in the medical environment, insider threats, both malicious and non-malicious, are difficult to manage. International research has shown that changing security culture and increasing awareness is necessary as technical resolutions are not sufficient to control insider threats. This area of information security is both important and topical in view of the recently publicised breaches of patient health information. Ensuring that all staff assumes responsibility for information security, particularly as part of an information security governance framework, is one practical solution to the problem of insider threats.     

The impact of process standardization on business process outsourcing success

What is the impact of business process standardization on business process outsourcing (BPO) success? This paper argues that there is a direct impact of process standardization on BPO success, due to production cost economies, and also an indirect effect via improved contractual and relational governance resulting from better monitoring opportunities and facilitated communication and coordination. This threefold impact of standardization on BPO success is empirically confirmed using data from 335 BPO ventures in 215 German banks.     

Inside the adaptive enterprise: an information technology capabilities perspective on business process agility

Recent innovations in utility computing, web services, and service-oriented architectures, combined with a growing array of IT skills, have improved firms’ ability to be more agile in responding to change. Using the resource-based view of the firm, prior research suggests that IT resources, in isolation, are unlikely to yield superior performance and so as firms try to boost their agility, the question becomes how to configure IT resources to prepare for, or react to, change. In this paper, we posit that managerial IT capabilities based on IT-business partnerships, strategic planning, and ex-post IT project analysis lead to the development of technical IT capabilities associated with a flexible IT infrastructure which in turn drives agility or a firm’s ability to react to change in its products and markets. Using data from matched surveys of IT and business executives in 241 firms, we find that managerial and technical capabilities affect agility. In further testing, we reveal that in a stable setting, technical IT capabilities are more important to agility than managerial IT capabilities, while in a dynamic setting, the opposite is true. Thus, for firms operating in volatile markets, effective models of managerial IT governance are essential for delivering superior agility or adaptiveness.

Institutional factors affecting fish passage in the Columbia River Treaty renegotiation

ABSTRACT

The United States and Canada have begun renegotiating the Columbia River Treaty, which is an international model for transboundary water governance. This paper identifies six institutional factors that will affect negotiations pertaining to fish passage during the renegotiation of the treaty: geographical advantage, issue linkage, a basin commission, the duration of agreements, negotiating autonomy and side payments. These factors and the methods used to determine them can be applied to other transboundary river basins where basin states have a history of transboundary resource governance. This analysis also serves as a policy-relevant resource for Columbia River Treaty negotiators and stakeholders.
