基于非遗文化阳新布贴的儿童布艺玩具开发设计

目的 进一步挖掘阳新布贴的艺术特征,探索开发以阳新布贴为载体,具有鲜明时代特征的儿童布艺玩具,寻求创新发展的新途径,促进阳新布贴艺术的产业化融合。方法 从阳新布贴的起源出发,以文化因素为起点,对其艺术特征从图案、色彩、构图形式、刺绣方法几个方面进行研究探讨,并针对阳新布贴具有的特色,开发设计儿童玩教具的策略。结论 指出了阳新布贴具有多方面特色,在此基础上,提出了开发儿童布艺玩教具、儿童DIY布艺玩具的创新思路和设计策略,并为阳新布贴的传承创新提出了具体方法,对推广传播作为非遗文化的阳新布贴艺术的有效保护、合理利用和大胆创新具有借鉴作用。     

Institutionalizing EU strategic spatial planning into domestic planning systems: trajectories of change in Italy and England

ABSTRACT

This paper proposes approaching the emergence and evolution of the Europeanization of national planning using conceptual frameworks from historical institutionalism in order to shed light on the mechanisms and trajectories of domestic change arising from the influence of EU strategic planning. It seeks in particular to examine Europeanization in terms of the extent to which EU spatial planning has become a driving force for institutional changes in very different national planning systems. Returning to the changes that occurred in the Italian and English planning systems in the last two decades, the author provides insight into the attempts to insert and transpose EU spatial planning concepts and instruments into domestic systems, dealing with path dependency and European influence. By reading these processes from a historical institutionalist perspective, the paper aims to enhance understanding of the relative influence of European spatial planning on national planning systems, identifying mechanisms and trajectories of domestic change in different planning systems. Key findings concern the diverse modes and degree of institutionalization of EU strategic spatial planning, examining tendencies to replace the status quo through displacements in England and to progress through a path-dependent trajectory in Italy.     

欧盟垃圾填埋导则解读和启示

欧盟的垃圾填埋导则全面反映了欧盟对于垃圾管理的要求和目标,即对于可持续发展和气候变化的关注,并对垃圾管理战略和处理模式、填埋场的建设、运营管理等提出了新的要求。欧盟的垃圾填埋导则给我国垃圾处理的启示是,要从可持续发展的角度制定有关政策和处理一些具体问题,垃圾处理的目标应当是全方位的达标,而不是泛泛的、模糊的无害化。     

太赫兹双频缝隙贴片天线的设计

提出了一种工作在太赫兹频段的双频缝隙贴片天线。在天线辐射贴片上加载“C”、“E”型辐射缝隙,改变天线表面电流的路径来实现双频特性。通过HFSS 15.0仿真软件对天线模型进行仿真,天线可以同时在300 GHz(291～306 GHz)和640 GHz(632～656 GHz)的频段下工作,最大增益达到了7.38 dB和10.50 dB。该双频天线结构简单,各项性能指标稳定,对于工作在太赫兹频段上的通信系统和无线传输系统具有一定的应用价值。     

欧盟电动汽车技术法规研究

从电动汽车的电气安全、电磁兼容、刹车要求、乘员保护等方面,围绕EC指令和ECE法规的修订工作,全面阐述了欧盟关于电动汽车的技术要求,总结了相关技术法规的修订和起草现状,给出了欧盟电动汽车相关技术立法的阶段性发展趋势。     

电子电器产品中有害物质的识别

电子电器产品的大量增加给社会带来了沉重的环境负担,为此许多国家和地区都制定了相关的法律法规,欧盟于2003年正式颁布了WEEE及RoHS指令。本文简要分析了这两个指令的内容,并结合指令分析了电子电器产品中涉及限用物质的材料及零部件。从产品所选材料和加工工艺等方面对产品中含有的限用物质进行了识别。最后以某型号电冰箱为例,分析了电冰箱中含有或可能含有限用物质的材料及零部件,为检测和替代这些物质、材料提供依据。这对电子电器行业应对欧盟两个指令,进行有毒有害物质替代技术的研究有着一定的指导意义。     

Mapping average equivalized income using robust small area methods

Measures of economic well‐being are often needed for geographically small areas, as economic indicators may be distributed unevenly among the subsets of relatively small regions. We consider small area estimation of average equivalized income. Disposable household income data are usually available only for a sample of households, typically too small to provide reliable estimates for small regions. We consider a small area estimation technique that is robust to outliers, produces results consistent with design weighted estimates obtained for larger areas and yield maps with approximately no shrinkage. The proposed methodology is applied to the Local Labour Systems in Tuscany (Italy).     

The EU internal electricity market: Done forever?

Taking a quarter-century to build Europe's internal market for electricity may seem an incredibly long journey. The aim of achieving a European-wide market might be reached, but we went through – and should continue to go through – a process subject to many adverse dynamics. The EU internal market may derail greatly in the coming years from the effects of a massive push for renewables, as well as a growing decentralization of the production–consumption loop. Moreover, a serious concern is the risk of a definitive fragmentation of the European electricity market due to uncoordinated national moves with respect to renewable support and capacity mechanisms.     

一种基于小波多分辨率分解的图像融合新算法

提出了一种新的基于小波多分辨率分解的图像融合方法。该方法先利用小波变换将图像分解为不同分辨率、不同方向的分量,然后利用方向对比度和基于区域标准差最大化的融合规则得到融合图像的小波系数;最后通过逆小波变换得到融合图像。实验结果表明,本方法是十分有效的。
