Stanley B. Floresco: Award for distinguished scientific early career contributions to psychology.

The American Psychological Association 2010 Award for Distinguished Scientific Early Career Contributions to Psychology was awarded to Stanley F. Floresco, for his outstanding and innovative research on neural mechanisms linking brain activity to critical cognitive functions including risk-based decision making, cognitive flexibility, working memory, and other aspects of executive function. His novel findings form an empirical base for understanding how neural pathology may underlie aspects of psychotic behavior and as such validate neuropsychopharmacological approaches to mental ill health. Reasons underlying behaviour of motorcyclists disregarding traffic regulations in urban areas of Indonesia

Over the last decade, motorcycle use has been rapidly increasing in Indonesia as have violations of traffic rules committed by motorcyclists. This study aims to explore the impacts of motorcyclists’ attitudes, habits, preferences, and travel patterns on their behaviour in disregarding traffic regulations in three cities in Indonesia. The theory of planned behaviour and structural equation modelling are employed to explore these relationships. Consistent with results from previous studies in developed countries, an individual’s beliefs and attitudes, social norms and perceived behaviour control significantly influence behaviour in disregarding traffic rules. Young adults and students are found to be more likely to frequently violate traffic regulations. However, unlike previous findings from developed countries, in Indonesia, males are less likely to disregard traffic rules than females. Overall, pushing the motorcycle through a (very) narrow gap, speeding, driving recklessly, and overtaking on the wrong side are the most frequent traffic violations that make up repetitive violation behaviour among urban motorcyclists in Indonesia. The results highlight the need to revisit Indonesian National Traffic Law traffic violation classification and penalties and separate violations that are likely to cause fatal results, thus requiring tougher law enforcement, from violations that are unlikely to have fatal consequences.     

自适应收缩函数的Contourlet变换图像去噪方法

针对传统图像在去噪过程中存在丢失细节且去噪效果不理想的情况,提出一种自适应收缩函数的Contourlet变换图像去噪方法.该方法利用Contourlet变换的基本形式,结合软阈值和硬阈值收缩函数的优点定义自适应收缩函数,并将其应用于图像去噪.实验结果表明,所提出的方法能有效消除噪点,图像的峰值信噪比及增强因子等图像质量指标有明显地提高,去噪后图像的视觉效果良好.

关于节能新技术新产品推广工作模式的思考

随着节能工作深入开展,北京市由产业结构调整带来的节能空间逐渐减小,节能新技术应用在节能减排工作中的作用越来越明显重要。目前,节能新产品、新技术的应用存在用户积极性较低、鼓励政策推动力不足,以及节能新技术、新产品所涉及的技术水平较低等问题,为了提高推动节能新产品、新技术的应用,建议在标准制定、出台财政激励政策和探索市场化新机制等方面采取鼓励措施。     

Valley landscape management: the context of a ‘river contract’ in the Semois valley,Belgium

A trans‐boundary and multi‐disciplinary approach to the river contract project for the Semois valley in Wallonia (Belgium) is described that provided the opportunity for a landscape‐scale focus during actions to restore the watercourses and the associated valley area. A trans‐boundary landscape survey was carried out under the context of the Interreg III European programme. This resulted in the rediscovery of lost views and viewpoints within the landscape and in the implementation of actions leading to the opening up of the valley, which provided opportunities to re‐establish lost landscape features, such as hay meadows. The gathering of many partners in the negotiation process of this project can be seen as an example of ‘landscape democratization’ or participative management of landscapes in a trans‐boundary and trans‐disciplinary context and as such this project is a concrete realization of the aims of the European Landscape Convention (ELC).     

浅析建筑工程不同计价合同的风险分担

本文对工程建设合同的类型进行了简单的描述,阐述了工程合同进行风险管理的依据,通过合同类型的定义对固定总价合同、单价合同和成本加酬金合同进行了辨析,得出在三种不同的计价合同下业主和承包商的风险分担,并在风险承担者、对工程的管理、工程变更的可能性、对工程结算的难易等方面对固定总价和、单价合同和成本加酬金合同三种计价合同进行阐述并给出了各自的应用范围。
