基于安全效能成本的电力通信价值评估方法

电力通信网安全直接影响电网的安全运行以及企业管理高效经营,如何对电力通信网进行有效管理和价值评估具有重要研究意义。从电力通信资产价值管理的角度出发,运用安全效能成本的理念对电力通信网的安全性、工作效能以及周期成本进行综合分析,形成安全效能成本分析指标体系并运用数学方法确定各个指标系数,从而确定等效安全效能成本系数,对电力通信网综合价值进行评估。为管理者提供决策依据,以追求电力通信网集安全、效能和成本三大指标为一体的综合价值。     

Mine expansion decisions under uncertainty

Most mining projects are multi-phase investments and possess options for expanding mine life beyond the initially estimated one. Such strategic expansion options can have a significant influence on the economic viability of the mining project. However, the decision to go ahead with a mine expansion proposal can represent a challenge to decision-makers who must fully take into account uncertainty and risk. In this respect, the expand/not-to-expand recommendation based on a static conventional financial analysis can be misleading as it ignores real life complexities imposed by uncertain future outcomes. The now-or-never principle of the popular static merit measures might be not well suited to support such strategic expansion decisions given the dynamic nature of their value drivers. This article investigates how to deal with uncertainty when analysing mine expansion decisions. The proposed procedure is based on a simulation-based real options valuation model that can handle the complexities of mine production profiles and mining costs without oversimplification. A case study of a hypothetical copper project is provided to demonstrate the suggested procedures for analysing the mine expansion options under uncertainty. The results indicate that the decision rules for exercising the mine expansion option are highly dependent on the associated uncertainty level. The results also show how ignoring uncertainty in the conventional financial analysis can affect the expansion decision.

新建矿山曲里铁锌矿区地质灾害危险性评价

本文通过对拟建的曲里铁锌矿山地质环境条件和拟采取的开采方式进行综合分析后认为：曲里铁锌矿区现状下未发现地质灾害；本次矿山建设有引发地面塌陷、地裂缝、崩塌、滑坡、泥石流等地质灾害的可能性，矿山建设本身有遭受地面塌陷、地裂缝、崩塌、滑坡、泥石流等地质灾害的危险性，且危险性为中等。本次评价工作对该矿山地质灾害的防灾减灾布置具有重要的指导意义。     

农用地分等定级估价成果在农用地管理中的技术支撑作用

Using contingent valuation and choice experiment to value the impacts of agri-environmental practices on landscapes aesthetics

This study explores the willingness to pay (WTP) for an improvement of the environmental situation in agricultural areas with a specific focus on landscape aesthetics. We used the contingent valuation method to measure the discrete value of landscape aesthetics externalities produced by different beneficial management practices implementation scenarios. The choice experiment method was also used to measure the economic value of other ecosystem services in order to situate landscape in consumers’ preferences among other non-market benefits produced by agri-environmental practices. We found important WTP for landscape aesthetics improvement, as well as for other ecosystem services, such as water quality and fish diversity.     

基于价值评估的数据迁移策略研究

数据在属性上存在各种差异,对用户的重要程度也各不相同,因此,有必要建立一个数据价值的评价模型,评估数据对用户的重要性。通过分析和研究存储数据的特点,提出一种基于多价值指标的数据迁移方法,实现对数据价值的精确判定,并且通过反馈控制,更好地确定迁移阀值,解决反复迁移等系统震荡现象的问题。通过模拟环境下的试验,结果表明采用此方法能够达到提高和优化存储系统性能。     

C4.5算法在高校教师评价中的应用研究

C4.5算法是从经典算法ID3中改进得来,算法的最初来源是信息熵,从中确定属性和类别之间相关性和确定性。通过对信息熵的解释,深刻说明和分析C4.5算法。并提出把C4.5算法应用于高校教师评价上,构造出决策树,从而进一步提高和完善了对高校教师评价的准确性。
