Master curve analysis of the “Euro” fracture toughness dataset

Brittle fracture in the ductile to brittle transition regime is connected with specimen size effects and - more importantly - tremendous scatter of fracture toughness, which the technical community is currently becoming increasingly aware of. The size effects have the consequence that fracture toughness data obtained from small laboratory specimens do not directly describe the fracture behavior of real flawed structures. Intensive research has been conducted in the last decade in order to overcome these problems. Different approaches have been developed and proposed, one of the most promising being the master curve method, developed at VTT Manufacturing Technology.For validation purposes, a large nuclear grade pressure vessel forging 22NiMoCr37 (A508 Cl.2) has been extensively characterized with fracture toughness testing. The tests have been performed on standard geometry CT-specimens having thickness 12.5, 25, 50 and 100 mm. The a/W ratio is close to 0.6 for all specimens. One set of specimens had 20% side-grooves. The obtained data consists of a total of 757 results fulfilling the ESIS-P2 test method validity requirements with respect to pre-fatigue crack shape and the ASTM E-1921 pre-fatigue load. The master curve statistical analysis method is meticulously applied on the data, in order to verify the validity of the method. Based on the analysis it can be concluded that the validity of all the assumptions in the master curve method is confirmed for this material.

Solving the master equation for extremely long time scale calculations

The dynamics of magnetic reversal process plays an important role in the design of the magnetic recording devices in the long time scale limit. In addition to long time scale, microscopic effects such as the entropic effect become important in magnetic nano-scale systems. Many advanced simulation methods have been developed, but few have the ability to simulate the long time scale limit and to accurately model the microscopic effects of nano-scale systems at the same time. We develop a new Monte Carlo method for calculating the dynamics of magnetic reversal at arbitrary long time. For example, actual calculations were performed up to 10⁵⁰ Monte Carlo steps. This method is based on microscopic interactions of many constituents and the master equation for magnetic probability distribution function is solved symbolically.

‘Baltimore does not condone profiteering in squalor’: the Baltimore Plan and the problem of housing-code enforcement in an American city

In 1941, the Baltimore City Council passed a law, the Ordinance on the Hygiene of Housing, declaring that all property in the city should be ‘maintained in good repair by the owner or agent, and fit for human habitation’. The campaign of housing-code enforcement that followed, known as the Baltimore Plan, made the city famous. When historians write about American housing-reform efforts during the mid-20th century, they tend to focus on big-ticket federal policies; by contrast, the Baltimore Plan seems too small to be significant. But it is more than a curiosity. First in Baltimore and then across the country, the neat cause-and-effect it posited between good stewardship and good housing crowded out more challenging ways of thinking about the problem. Eventually, the Baltimore Plan turned into a policy tool that reinforced the interests of the real estate industry at the expense of poor people. In that regard, the Baltimore Plan laid the foundations for federal disinvestment in the provision of decent housing and the midcentury tragedy of urban renewal.     

纽约大都市区区域绿色空间规划演进（1922—2020年）及启示

纽约区域规划协会（Regional Plan Association, RPA）是世界上最早开始实施区域规划的专业组织之一,自20世纪20年代以来,纽约大都市地区共开展了4次区域规划并进行了大量专项研究,规划持续了近百年,产生了世界一流的研究成果。通过聚焦4次区域规划中的绿色空间规划,对其规划背景、核心理念、规划内容进行研究,分析总结纽约大都市区区域绿色空间规划的演进特点和规律,得出以社会问题为导向、以专项研究为支撑的同质性特征,以及在自然观、研究视野和规划目标方面的异质性特征。在此基础上,从空间范畴、规划内容、规划方法、组织方式等方面,提出了对中国城市区域绿色空间规划的启示。

以"一五"时期西安市首轮城市总体规划为例,通过对苏联专家谈话记录进行深入解析,再现了苏联专家对我国城市规划工作进行帮助的鲜活事实。苏联专家对我国城市规划工作的帮助,既有城市规划的基本依据和规划原则等指导思想的明确,也有城市规划的科学基础、标准定额、设计方法和成果规范等工作内容的指导,还有签订协议文件等制度建设方面的建议。苏联专家对规划工作的帮助是全面、系统而深入的,兼顾了理论和实践、远景和近期、苏联经验和中国实际等多方矛盾,体现了科学、严谨而务实的态度。在对建国初期城市规划事业创立和发展的认识方面,应对苏联专家的重要贡献予以客观评价。     

新常态下找矿突破面临的形势与对策建议

当前,随着国家经济发展和国际环境发生重大转变,我国各行业均进入调整阶段,如何适应新形势成为当前地质找矿工作重点。本文从新常态下实现找矿突破的角度出发,分析了经济发展新常态对地质找矿的工作要求,梳理了当前找矿突破面临的挑战,认为矿产勘查投入下降明显、市场开放不够、生态环保压力大、科技支撑找矿不足、项目管理与质量监督尚需完善等问题制约着找矿突破。对此,提出稳定资金投入、深化体制机制改革、促进生态文明建设、加强科技创新、重视人才培养与质量管理等对策建议,以保障新常态下地质找矿工作满足我国矿产资源安全需求。
