In this interview, Ye Yumin, the interviewee, first clarifies basic concepts of Economics such as Urban Economics, a city’s economy, and industrial structure upgrading, and points out that, to most Chinese cities, the failure of industrial structure upgrading and new driving force fostering largely is due to their inadequate labor force structure. She argues that today’s primary task of China's urbanization is to ensure people’s overall well-being, encourage their activity and cultivate talents, accumulating human capital to support the continuous upgrading of industrial structure and developing new driving forces. Ye further argues that, in the age of Ecological Civilization, urban planners and designers play an important role in strengthening cities’ competitiveness with inclusive renewal and design concepts, while highlighting that China’s new reform of a Super-Ministry System is in line with contemporary needs to improve the overall competitiveness of the country in the future and to safeguard the public interests. Finally, by recognizing the application scopes of the both topdown Management mode and bottom-up Governance mode, Ye articulates that all problems in China’s PPP cases are caused by the poor credibility of both public and private parties, and a sound credibility system and mechanism is urgently required, which would define duties of both parties. 相似文献

As a pilot project of water treatment in Zhejiang Province, the Puyangjiang River Corridor project has remediated the polluted river course into a popular ecological and recreational corridor. The project restored the aquatic ecosystems and improved the water quality by introducing a constructed wetland system which purifies the irrigation water and the tributaries of Puyangjiang River. Under a concept of Sponge City construction and a minimal intervention strategy, the design not only enhances the flood resilience, but also minimizes the disturbance to natural ecosystems of the site. In addition, the existing agricultural, water-conservational, and cultural heritages have been preserved and partly reused as recreational structures and facilities, contributing aesthetic and educational values to the site. 相似文献

鉴于污染价值损失的核算对掌握流域水污染状况、制定科学合理的治理对策具有重要意义,通过分析污染物浓度跟水资源价值损失的关系,将水量、水质和水资源价值三者结合起来,从理论上构建了基于污染损失率和水资源价值的污染价值损失模型,且给出了完整的水污染经济损失量的数学表达式,并将其应用于许昌市清潩河流域水污染经济损失核算中。结果表明,清潩河流域水环境污染的经济损失在2011~2014年间呈现波动变化,2013年污染损失量最大,达到7 365.41万元。三个行政分区中,2011~2012年间长葛市水污染损失量最大,2013~2014年间许昌县水污染损失量最大,与当地的实际情况相符。可见该模型可行、有效。 相似文献

为了综合评价自然社会条件显著分异的黑河市的生态系统健康状况,基于生态功能分区方法,将其划分为嫩江平原农牧生态功能区(Ⅰ)、小兴安岭山地森林生态功能区(Ⅱ)和黑龙江沿江平原农耕生态功能区(Ⅲ)3个评价单元,并从自然环境、社会进步、经济发展及景观格局4个方面构建了适用于各生态功能区的子评价体系,结合遥感技术与改进的模糊物元可拓模型评价分析了黑河市2015年的生态健康状况。结果表明,黑河市生态系统整体状况为健康,其中生态功能区Ⅰ、Ⅱ均为健康,但生态功能区Ⅲ为亚健康。 相似文献

为研究贵阳市水资源可持续利用评价问题,基于DPSIR模型构建贵阳市水资源可持续利用评价指标体系,运用熵权法与综合指数模型测算2001~2015年贵阳市水资源可持续利用综合指数,并以障碍度模型对影响水资源可持续利用的障碍因子进行诊断。结果表明,2001~2015年,除压力指数外,驱动力、状态、影响、响应和综合指数均呈波动上升的趋势;可持续利用类型可划分为失调(2001~2006年)和协调(2007~2013年)两个阶段;人均GDP、万元GDP耗水量、森林覆盖率、三产增加值占GDP比重、生活污水处理率为5大影响贵阳市水资源可持续利用的重要因素。研究结果为贵阳市水资源可持续利用提供指导。 相似文献

This paper deals with energy, exergy, economic, and environmental (4E) analysis of two new combined systems for simultaneous power and hydrogen production. The combined systems are integrated from a city gate station (CGS) system, a Rankine cycle (RC), an absorption power cycle (APC), and a proton exchange membrane (PEM) electrolyzer. Since the pressure of natural gas (NG) in transmission pipeline is high, this pressure is reduced at CGS to a lower pressure. However, this NG has also ample potential to be recovered for multiple productions, too. In the proposed systems, the outlet energy of NG is used for power and hydrogen production by employing RC/APC and PEM electrolyzer. The power sub-cycles are driven by waste heat of CGS, while PEM electrolyzer is driven by this waste heat along with a portion of CGS-Turbine output power. A comprehensive thermodynamic modeling and parametric study of the proposed combined systems are conducted from the 4E analysis viewpoint. The results of two proposed systems are compared with each other, considering a fixed value of 1 MW for RC- and APC-Turbines power. Under the same external conditions and using steam as working fluid of RC, the thermal efficiency of the combined CGS/PEM-RC and -APC systems are obtained 32.9% and 33.6%, respectively. The overall exergy efficiency of the combined CGS/PEM-RC and -APC systems are also calculated by 47.9% and 48.9%, respectively. Moreover, the total sum unit cost of product (SUCP) and CO2 emission penalty cost rate are obtained 36.9 $/GJ and 0.033 $/yr for the combined CGS/PEM-RC and 36 $/GJ and 0.211 $/yr for the combined CGS/PEM-APC systems, respectively. The City of Sydney Council has presented their night-time economy plan (NTE) – Open, Future directions for Sydney at night – as a unique and substantial contribution to global city planning literature. This paper critiques the plan and demonstrates how Open is strongly aligned with, and constrained by the neoliberal-inspired cultural-economy framework of the Council’s overarching policy vision: Sustainable Sydney 2030. Such co-opting of policy evinces an entrepreneurial shift in NTE planning where economic interests procure substantial voice in the consultation, and eventual policy directions of changing the nightscape.
