Predicting final cost for competitively bid construction projects using regression models

This paper studies the relationship between the low bid and completed cost for competitively bid highway projects. Data are analyzed from several agencies managing highway and dredging projects. A natural log transformation of the low bid and final cost was found to produce regression models for each agency that had high R and R² values. These models can predict completed project cost using only the project low bid as input. A separate regression model was determined for each agency. Based on the form of the calculated models it appears that highway agencies construct projects where the final cost increases as an increasing percentage of the low bid price as the project magnitude increases. The dredging projects appear to follow different mechanisms of cost increase than the highway projects and were not predicted as well by the regression models. The regression models can also be used for budgeting purposes by submitting the sum of the low bids for a group of projects as input. The regression models output a prediction of the cost of the group of projects that was found to be highly accurate.

Modeling contractors' project selection and markup decisions influenced by eminence

To be successful in a competitive environment, contractors have to prepare their bids wisely. The two main decisions they have to make are the project selection decision and the markup selection decision. This paper proposes a new optimization model that combines these two main decisions. It also takes into account the importance of eminence and previous works as the most important non-monetary evaluation criterion used by owners for evaluating bids. These factors combined with the two decisions make this model complex and nonlinear. To solve this model, a customized Genetic Algorithm is developed. Using Monte Carlo simulation, the result of the model is compared to the results of conventional models that only consider bidding markups. The comparison shows that considering eminence can increase the expected profit of the contractor to more than 25% under some evaluation criteria mindsets of the owner.     

Oil and gas exploration and production activities in Brazil: The consideration of environmental issues in the bidding rounds promoted by the National Petroleum Agency

This paper aims to address and analyze the environmental issues related to the Brazilian bidding rounds for exploration and production of oil and natural gas held by the National Petroleum Agency (ANP) from 1999 to 2005. To do so, after a brief retrospective of the seven rounds, the four main points of the bidding process are analyzed from an environmental perspective: the selection criteria for choosing the areas to be offered, the Minimum Exploration Program required by ANP, the eligibility criteria for the oil companies to take part of the bids and the concession agreements. Thus, it is possible to present the evolution of the environmental component insertion from the first to the seventh bidding round, and then to assess its efficiency in each round, apart from offering suggestions for its improvement. The suggestions presented are based on the related international experience and on the lessons learned during the last seven years.

Electricity market equilibrium model with resource constraint and transmission congestion

Electricity market equilibrium model not only helps Independent System Operator/Regulator analyze market performance and market power, but also provides Market Participants the ability to build optimal bidding strategies based on Microeconomics analysis. Supply Function Equilibrium (SFE) is attractive compared to traditional models and many efforts have been made on it before. However, most past research focused on a single-period, single-market model and did not address the fact that GENCOs hold a portfolio of assets in both electricity and fuel markets. This paper first identifies a proper SFE model, which can be applied to a multiple-period situation. Then the paper develops the equilibrium condition using discrete time optimal control considering fuel resource constraints. Finally, the paper discusses the issues of multiple equilibria caused by transmission network and shows that a transmission constrained equilibrium may exist, however the shadow price may not be zero. Additionally, an advantage from the proposed model for merchant transmission planning is discussed.
