规划水资源论证技术要求探讨——以深圳石岩总部经济园区规划为例

2010年,水利部启动了规划水资源论证的试点工作并出台了试行技术要求。规划水资源论证把水资源管理的源头从建设项目向前推进至规划阶段,体现了"从源头和过程控制"的理念。以深圳石岩总部经济园区改造专项规划水资源论证为例,对园区规划水资源论证的内容、方法和要求进行了实例探讨,为规划水资源论证的编制提供参考。     

Building a Language‐Independent Discourse Parser using Universal Networking Language

Discourse parsing has become an inevitable task to process information in the natural language processing arena. Parsing complex discourse structures beyond the sentence level is a significant challenge. This article proposes a discourse parser that constructs rhetorical structure (RS) trees to identify such complex discourse structures. Unlike previous parsers that construct RS trees using lexical features, syntactic features and cue phrases, the proposed discourse parser constructs RS trees using high‐level semantic features inherited from the Universal Networking Language (UNL). The UNL also adds a language‐independent quality to the parser, because the UNL represents texts in a language‐independent manner. The parser uses a naive Bayes probabilistic classifier to label discourse relations. It has been tested using 500 Tamil‐language documents and the Rhetorical Structure Theory Discourse Treebank, which comprises 21 English‐language documents. The performance of the naive Bayes classifier has been compared with that of the support vector machine (SVM) classifier, which has been used in the earlier approaches to build a discourse parser. It is seen that the naive Bayes probabilistic classifier is better suited for discourse relation labeling when compared with the SVM classifier, in terms of training time, testing time, and accuracy.     

Optimal maintenance planning for sustainable energy efficiency lighting retrofit projects by a control system approach

The energy savings achieved by implementing energy efficiency (EE) lighting retrofit projects are sometimes not sustainable and vanish rapidly given that lamp population decays as time goes by if without proper maintenance activities. Scope of maintenance activities refers to replacements of failed lamps due to nonrepairable lamp burnouts. Full replacements of all the failed lamps during each maintenance interval contribute to a tight project budget due to the expense for the lamp failure inspections, as well as the procurement and installation of new lamps. Since neither “no maintenance” nor “full maintenance” is preferable to the EE lighting project developers (PDs), we propose to design an optimal maintenance plan that optimises the number of replacements of the failed lamps, such that the EE lighting project achieves sustainable performance in terms of energy savings whereas the PDs obtain their maximum benefits in the sense of cost–benefit ratio. This optimal maintenance planning (OMP) problem is aptly formulated as an optimal control problem under control system framework, and solved by a model predictive control (MPC) approach. An optimal maintenance plan for an EE lighting retrofit project is designed as a case study to illustrate the effectiveness of the proposed control system approach.     

多智能体环境下的情绪决策模型?

建立一种基于情绪的Nash-Q决策模型,它由认知层和情绪层组成。认知层模型由Nash-Q算法实现,情绪层建立在情绪记忆和评价理论之上,由高兴、伤心、恐惧、厌烦组成情绪空间,建立相应刺激与情绪映射模型、情绪与行为动作映射模型、每种情绪下的动作信任度评价模型。将文中模型应用到两智能体网格决策实验中,结果表明情绪层的引入可加快收敛速度,同时能有效防止陷入局部最优,更好兼顾在线学习的“保守”和“探索”平衡。     

基于Google Earth的无人机任务规划设计

针对无人机任务规划要求,提出了一种利用Google Earth二次开发能力实现的无人机任务规划方法。首先应用任务规划算法得到规划信息,然后将威胁数据、规划数据、飞机数据等信息通过Google Earth提供的接口引入到Google Earth中,得到无人机在Google Earth上的规划航迹。结果表明,该方法不仅省去了地形建模,而且能快速地生成一条逼真性相当高的满足无人机性能要求的规避威胁航路。     

一种改进的分层路网的路径规划算法应用

为了提高路径规划效率,提出一种改进的分层路网的路径规划算法。首先,城市路网进行分层处理,以经典A*算法为核心,在高层路网上使用改进机制,评估函数做相应调整,然后,对其权值设置上下限阈值,提高算法的搜索精度及搜索效率。实验结果表明,规划的路径并非Dijkstra算法的最短,但是改进的算法使快速路段所占比例达90%以上,实际运行最优。     

Role Negotiation and Interaction: An Exploratory Case Study of the Impact of Management Consultants on ERP System Implementation in SMEs in Taiwan

Abstract

With growing pressures for collaborative information systems (IS) partnerships, Enterprise Resource Planning (ERP) implementation has been an important activity for improving supply chains efficiency in Small and Medium-Sized Enterprises (SMEs). Historically ERP consultants usually take a product-selling approach in SMEs, providing limited management consultancy services. However, a more constructive role for management consultants has become an emerging and challenging issue. This study explored the involvement of management consultants in ERP implementation, particularly with internal managers, ERP consultants and other project members. Extensive interviews were conducted with management consultants as well as 47 project members from four different SMEs in Taiwan employing ERP consultants. Using a grounded theory methodology, prior literature was used to sensitize the findings to key concepts of importance. The results were then analyzed and we described how owner-managers regard management consultants and how the consultants use role negotiation skills to work with both internal managers and ERP consultants. The study found resistance toward management consultants primarily from managers in SMEs, and not owner-managers. The relationships between management consultants and SME managers also differed from similar relationships in large organizations. Suggestions are also provided for academics and practitioners along with areas for future research to extend these exploratory findings.

以云南松坡电站前期工程建设中的测绘工作为例,阐述了测绘工程质量管理与系统控制所包含的组织策划、过程控制、质量管理、检查验收等内容,可供类似工程借鉴．     

基于DSP的飞机电缆故障定位设备设计

针对飞机电缆故障定位的特点,介绍了一种基于DSP的飞机电缆故障定位设备的设计。利用低压脉冲反射法为被测电缆注入窄带脉冲,采用等效采样对脉冲回波信号进行采集,通过DSP软件对采集数据进行处理,计算电缆故障位置,并将结果通过CAN总线传送到上位机,达到对电缆故障定位的目的。
