The establishment of a permanent human presence on other planets will require establishing permanent infrastructure in new environments. Civil engineers select, define, and implement solutions to infrastructure design problems in unique environmental contexts. Wind and seismic loading are two examples of constraints long familiar to terrestrial civil engineering. Designing structures for lunar exploration, development and eventual settlement will make use of the same design processes already practiced by the civil engineering profession. However, the extensive experience base resulting from centuries of terrestrial work does not adequately prepare civil engineers for the unprecedented constraints and environmental conditions that are encountered in space. The limited knowledge we already have about the Moon (mostly from the Apollo program) is a place to start. By assimilating and working with this knowledge, those pursuing the design of lunar base structures can begin to produce realistic and valid design solutions. The paper presents technical, operations, and programmatic issues that the writers consider fundamental to understanding the facts of life in this promising new design arena.  相似文献

Psychology, Public Policy, and Law focuses on the links between psychology as a science, relevant information derived from related disciplines as sciences, and public policy and law. It will publish articles that (1) critically evaluate the actual and potential contributions of psychology to public policy and legal issues, (2) assess the desirability of different public policy and legal alternatives in light of the scientific knowledge base in psychology, (3) articulate research needs that address public policy and legal issues for which there is currently insufficient theoretical and empirical knowledge, and (4) examine public policy and legal issues relating to the conduct of psychology and of related disciplines where relevant to psychology. The goals for the journal are to (1) provide a multidisciplinary forum for scholarship and interchange relevant to the mission of the journal, (2) provide a forum for the publications of comprehensive, scholarly articles that critically consider theoretical, conceptual, and doctrinal issues or that critically review the literature on topics relevant to the mission of the journal, and (3) provide a forum for the publication of comprehensive, scholarly articles that report the results of programs of research or large-scale empirical studies relevant to the mission of the journal. This particular issue provides a forum for critical discussion of the implications of using a social science amicus brief in court cases. It also demonstrates the opportunity that this journal will provide to social scientists to critically evaluate their colleagues' work when those colleagues attempt to offer their science and opinions in the legal or public policy arenas. Finally, this issue reflects the journal's desire to be a flexible forum for scholarly interchange. Rather than always publishing articles that are relatively independent of each other, the journal will also publish issues devoted to a single theme (as occurred in the first issue of this volume), and, as in the case of this issue, to interchange about one theme when it is appropriate for advancing the field. A telescope on the Moon is needed for astronomy and can be constructed in this decade or early in the next century. Design for this telescope will be fundamentally different from the design of free‐flying telescopes. Its design will be more like the new Keck telescope being completed on a mountaintop in Hawaii than the Hubble Space Telescope, in low Earth orbit. Success of the lunar‐based telescope will depend on an appropriately engineered structure, a suitable interface (foundation) in the lunar soil, and a carefully thought out construction process. Participation of engineers in identifying and resolving issues for this extraterrestrial engineering and construction project is a natural extension of the traditional engineering role, and will prepare the engineering and construction communities for the subsequent greater challenges associated with basing on the Moon. These communities need to document now the types of data and information that NASA should obtain in the next early lunar missions so that construction on the Moon will be facilitated.  相似文献

通过全程拦截弹道的设计与计算,验证了与空间目标直接碰撞的可能性,对末制导做了分析与计算.分析并比较了几种较为典型的末制导规律,通过理论分析与大量实际的末制导段弹道计算,分别为单轴和三轴拦截器选择了末制导律;按选定的末制导律,进行了各种交会情形下的弹道计算.结果证明:如果不考虑控制误差,在0°~90°的各种交会角条件下计算的理论脱靶量均小于1m,能够实现直接碰撞击毁目标.  相似文献

In a transit authority bus depot, buses of different types arrive in the evening to be parked in the depot for the night, and then dispatched in the morning to a set of routes, each of which requests a specific bus type. A type mismatch occurs when the requested type is not assigned to a morning route. We consider the problem of assigning the buses to the depot parking slots such that the number of mismatches is minimized, under the constraint that the buses cannot be repositioned overnight. As in Hamdouni et al. [Dispatching buses in a depot using block patterns. Technical Report, Les Cahiers du GERAD G-2004-51, HEC Montreal, Montreal, Canada, 2004, Transportation Science, to appear], we seek robust solutions by assigning a block pattern to each depot. This pattern partitions the lane into at most two blocks, each block containing buses of a given type. Since it may not be possible to respect the selected block patterns, the problem also involves a second objective which is to minimize the discrepancy between the bus type assignment to the parking slots and the block patterns. In this paper, we first study the simplified case where only the second objective is taken into account. We model this simplified problem as an integer linear program and show that practical instances of it can easily be solved using a commercial MIP solver. Then we formulate the general case as an extension of the simplified model and propose to solve it with a Benders decomposition approach embedded in a branch-and-bound procedure. This procedure is required because the Benders decomposition yields a subproblem with integrality constraints. Of particular interests, we develop strong pruning criteria and an innovative branching strategy that imposes decisions on the master problem variables which already take integer values. Computational results for the general case are also reported.  相似文献

We study here a model hybrid system consisting of a flexible rectangular space structure such as a solar cell array, hoisted at one end by a movable rigid hub, set to vibration from certain initial conditions, but subject to uncertain disturbing forces distributed along its length. Assuming that the control of vibrations is sought by a damper at the hub end proportional to a general nonlinear function of the velocity of the point, we obtain an H2 energy estimate of vibrations over a time interval [0,T] in terms of initial energy of the system and the time integral of the L2 norm of the disturbance over the length of the panel. From this, estimates of tolerance level of the disturbances are obtained. Both torsional and flexural modes of vibration are considered.  相似文献
