Project governance and its role in enabling organizational strategy implementation: A systematic literature review

Project governance is widely recognized to be among the most critical factors for successful project delivery and benefits realization. However, the literature on project governance is fragmented and, despite past efforts by researchers in the field, there is yet a lack of consensus on what project governance is and the fundamental elements it constitutes. Furthermore, although project governance occupies the prime position to ensure that projects are aligned with organizational strategic objectives, the guidelines for how project governance can enable organizational strategy implementation through projects is a crucial yet under-researched area in the literature. Accordingly, building on the insights from past reviews and an initial scoping study, a systematic literature review was conducted on project governance examining and comparing 271 publications from both academic and professional literatures. The findings of this study build upon the efforts of its predecessors to shed light on the discourse on project governance pertaining to its definition, theoretical underpinnings, forms, and role in enabling organizational strategy implementation. Furthermore, a typology of projects is proposed to help link project governance guidelines to specific project contexts. Finally, future research directions for progressing the theoretical and practical understanding of project governance are identified.     

工业化转型发展下城市工业景观的环境再生策略——上海典型案例调研与比较

With the nationwide trend of shifting from industrialization to post-industrialization, Shanghai is one of the first cities stepping into the post-industrialization stage. The large amount of industrial landscapes left over from this transition requires heritage preservation, industrial transformation, and environmental conservation. This paper reviewed the long-term modern industry development of Shanghai and divided its various industrial landscapes into three categories of regeneration: heritage revitalization, site transformation, and environmental optimization. After summarizing the existing constructive guidelines and standards, five sample areas of typical industrial landscapes in Shanghai were surveyed in terms of construction control, supporting service improvement, and industrial structure upgrading, with regeneration strategies suggested for each of them. The results show that the sample area for heritage revitalization needs to prioritize heritage reuse and ecological restoration; sample areas for site transformation should reinforce the improvement of service facilities and public spaces together with establishing the recycling industry chain; and sample areas for environmental optimization have to enhance the ecological performance of green spaces by introducing vertical greening along with energy saving and emission reduction for an environmental quality improvement. In conclusion, strategies for each type of regeneration should vary on a case-by-case basis so as to improve its environment and achieve sustainable development with a synergy in environment, society, and economy.

针对秦山和恰希玛３００ＭＷ压水堆核电厂的特点,研究了改进堆芯燃料管理的策略和方法,提出了实现１８个月和更长换料周期以及加深卸料燃耗以提高电厂经济性的途径。     

考虑距离因素与精英进化策略的平衡优化器

针对平衡优化器（EO）存在寻优精度低、收敛速度慢、容易陷入局部最优的不足,提出一种考虑距离因素与精英进化策略的平衡优化器（E-SFDBEO）。该算法首先在平衡池候选解的选择中引入距离因素,通过自适应权重平衡适应度值和距离,调节算法在不同迭代时期的探索和开发能力;其次引入精英进化策略（EES）,以精英自然进化和精英随机变异两种方式提升算法的收敛速度和精度;最后使用自适应t分布变异策略对部分个体施加扰动,并以贪心策略对个体进行保留,使算法能够有效跳出局部最优。在仿真实验中对所提算法与4种基本算法和2种改进算法在10个基准测试函数进行比较,并对算法进行Wilcoxon秩和检验,结果表明所提算法具有更好的收敛性和更高的求解精度。

城市固废焚烧过程智能优化控制研究现状与展望

针对全球城市固废(Municipal solid waste, MSW)的高增长率导致城市环境持续恶化以至于“垃圾围城”现象日益增多等问题, MSW焚烧(MSW incineration, MSWI)技术能够通过发酵、燃烧、换热和净化等工艺实现废物变能源(Waste-to-energy, WTE). 在当前“双碳战略”和“蓝天净土”的新环保背景下, 作为未来长时期内MSW处理主流方式和生态文明建设与循环经济体系托底工业的MSWI过程正面临着重大机遇. 如何融合人工智能、大数据、云计算等技术实现MSWI的智慧化、低碳化和绿色化可持续性发展是目前具有挑战性的难题. 对此, 本文首先描述MSWI工艺机理, 分析其运行控制特性和实现其智能优化控制存在的难点; 然后, 从燃烧特性分析与建模、燃烧过程控制、指标建模与预测、运行监控与故障识别、操作(控制)变量优化、算法仿真验证平台等6个方面进行综述; 接着, 分析MSWI过程智能优化控制研究的必要性; 最后, 结合工业人工智能的本质给出未来研究方向. 在此基础上, 展望基于数字孪生平台的MSWI智能优化控制系统的框架和愿景, 并总结未来挑战.
