This article reports findings of a study of how leaders of virtual information systems development teams improve team trust and cooperation by managing adaptation of information and communications tools. Results indicate how Theory X (command and control) and Theory Y (facilitate and support) styles of leadership enable and hinder effective outcomes.

Until recently, hardware was upgraded simply by ordering a larger, faster, more expensive computer. Now, upgrading a system is more complex but potentially more rewarding. The complexity results from the many alternative approaches available, the advent of distributed processing with its networking implications, the proliferation of microcomputers and office systems and the potential need to integrate them, and the options available for obtaining equipment. An understanding of an organization's needs and careful planning can make an equipment upgrade successful.

Abstract

Inter-play, an on-line index to plays in collections, anthologies and periodicals, provides easy access to the locations of printed plays by making citations for the location(s) of each play searchable by author and/or title. The process of converting the original card file play index into an electronic database available on the World Wide Web is described. The index has been designed to provide easy access to and broad coverage of available plays. New titles are added to the file on a regular basis, placing this Web publication squarely in the electronic journal arena.     

Herding Cats

Abstract

With the rapid growth in the number of electronic resources available via the Internet, a variety of methods have been developed to organize and access these objects. Librarians, scholars, and computing engineers have each applied their own techniques to the process. This article examines the strengths and weaknesses of organizational systems developed by each group. The appropriateness of including remotely accessed electronic resources as part of a library collection is discussed, and the success of traditional cataloging methods and structures for describing remote electronic resources is examined. These traditional cataloging techniques are compared to other methods for describing, organizing, and accessing electronic documents such as TEI headers, browsing lists, and robot generated search indexes. For Metacatalogs of the future to be successful tools for organizing and accessing all information, methods must be developed to utilize all existing organizational tools by layering, exchanging, and translating data within a loosely-coupled organizational system.

介绍了南宁水文站通过对水体浊度参数测试,得到浊度与含沙量关系,研究新悬移质泥沙监测模式,实现悬移质泥沙监测自动化,推进水文信息化进程适应经济发展,为防灾减灾决策,及时、准确提供科学依据。     

基于RBAC模型实现电子政务系统业务的柔性处理

电子政务的迅速发展,加大了业务处理的复杂度,先前的系统业务处理功能虽然丰富,但随着需求的不断变更和业务处理的不断重组,使得系统的适应能力已逐渐不能满足这种变化带来的柔性需求。文中根据电子政务系统存在业务处理流程中的“固化”的现象,引进基于角色的访问控制（RBAC）模型,从顶层设计的高度,利用基于数据字典的系统实现方法,实现了系统对业务的柔性处理,增强了业务处理的灵活性,从而提高系统的适应能力,进一步使得基于电子政务的政府机构办事效率提高。
