Editorial.

Psychology, Public Policy, and Law focuses on the links between psychology as a science, relevant information derived from related disciplines as sciences, and public policy and law. It will publish articles that (1) critically evaluate the actual and potential contributions of psychology to public policy and legal issues, (2) assess the desirability of different public policy and legal alternatives in light of the scientific knowledge base in psychology, (3) articulate research needs that address public policy and legal issues for which there is currently insufficient theoretical and empirical knowledge, and (4) examine public policy and legal issues relating to the conduct of psychology and of related disciplines where relevant to psychology. The goals for the journal are to (1) provide a multidisciplinary forum for scholarship and interchange relevant to the mission of the journal, (2) provide a forum for the publications of comprehensive, scholarly articles that critically consider theoretical, conceptual, and doctrinal issues or that critically review the literature on topics relevant to the mission of the journal, and (3) provide a forum for the publication of comprehensive, scholarly articles that report the results of programs of research or large-scale empirical studies relevant to the mission of the journal. This issue, like most law reviews and social science journals, presents articles that were unsolicited and are unrelated. The first article, using the U.S. Supreme Court decision in Foucha v. Louisiana as the vehicle, critically explores how mental illness should be defined for various legal purposes and argues the need for the application of a new constitutional principle to limit state power to involuntary hospitalize—therapeutic appropriateness. The second article then considers the U.S. Supreme Court's social science analyses in two juvenile death penalty cases, demonstrates that the Court's approach is in error, and presents an alternate analysis that the author asserts the Court should be using. The issue concludes with an article that focuses on the potential harmfulness that may result to society from censorship of sexually explicit material. 2007 Award winners: Distinguished Contributions to the Public Interest.

Presents the citations, biographies, and selected bibliographies of the 2007 recipients of the American Psychological Association's Awards for Distinguished Contributions to the Public Interest. The Awards for Distinguished Contributions to Psychology in the Public Interest recognize persons who have advanced psychology as a science and/or profession by a single extraordinary achievement or a lifetime of outstanding contributions in the public interest. Two awards are given: one to a psychologist who has made a significant contribution to the public interest in the early stages of his or her career, and the second to a senior psychologist. The 2007 recipients of these awards are Gary W. Harper and Larke N. Huang, respectively. The Award for Distinquished Contributions to Research in Public Policy is given to a psychologist who has made a distinguished empirical and/or theoretical contribution to research in public policy, either through a single extraordinary achievement or a lifetime of work. This contribution may consist of such factors as research leading others to view specific national policies differently; research demonstrating the importance of the application of psychological methods and theory to public policy; or research clarifying the ways in which scientific knowledge of human behavior informs public policy. User impersonation in key certification schemes

In this note we exhibit some weaknesses in two key certification schemes. We show how a legitimate user can impersonate any other user in an ElGamal-based certification scheme, even if hashing is applied first. Furthermore, we show how anybody can impersonate users of the modular square root key certification scheme, if no hashing occurs before the certification. This shows that it is essential for this certification scheme to hash a message before signing it.     

Detection of object abandonment using temporal logic

This paper describes a novel framework for a smart threat detection system that uses computer vision to capture, exploit and interpret the temporal flow of events related to the abandonment of an object. Our approach uses contextual information along with an analysis of the causal progression of events to decide whether or not an alarm should be raised. When an unattended object is detected, the system traces it back in time to determine and record who its most likely owner(s) may be. Through subsequent frames, the system searches the scene for the owner and issues an alert if no match is found for the owner over a given period of time. Our algorithm has been successfully tested on two benchmark datasets (PETS 2006 Benchmark Data, 2006; i-LIDS Dataset for AVSS, 2007), and yielded results that are substantially more accurate than similar systems developed by other academic and industrial research groups.
