山西省水资源开发利用对策措施

通过对山西省水资源状况及面临的水资源形势分析，提出了山西省水资源开发和利用的对策。山西省在未来10年内水资源开发利用应继续遵循“西引黄河，东抓蓄调，腹部盆地节调并举”的战略思想，只有加强以农田水利为重点的农村基础设施建设，继续抓好大中型水利工程的立项建设，鼓励支持社会各方力量兴办中小型水利工程，加强农业节水工程建设，推广农业高效用水技术，才能使山西省大部分地区的水资源短缺状况将得到极大改善，为全省国民经济和社会可持续发展提供支撑和保障。     

Development,construction, and use of pneumometric tubes for measurement of steam flow in the steam lines of PVG-1000 at NPP

A system for the direct measurement of steam flow in steam lines after a steam generator, which utilizes a special design of pneumometric tubes and a computing unit that accounts for variation in steam pressure, has been developed to improve the quality of water-level regulation in the steam generators of VVéR-1000 power-generating units in the stationary and transitional modes. The advantage of the pneumometric tubes consists in their structural simplicity, high erosion resistance, and absence of irrevocable losses during measurement of steam flow. A similar measurement system is used at foreign NPP. The measurement system in question has been placed in experimental service at the No. 3 unit of the Balakovo NPP, and has demonstrated its worthiness. This measurement system can also be used to determine steam flow in the steam lines of NPP units with VVéR-1000 and VVéR-440 reactors, and PBMK-1000 power-generating units. __________ Translated from élektricheskie Stantsii, No. 3, March 2007, pp. 23–26.     

吉林省中部地区水资源配置初探

中部地区水资源总量为39.61亿m3。城市用水与农业、生态用水矛盾突出,城市供水能力不足,水污染问题严重,地下水超采严重,水资源开发利用不协调。该区水资源已无进一步开发利用的潜力,需通过调水工程解决缺水问题。水资源配置思路为从地处松花江上游的丰满水库引水,增加供水能力。     

安徽省旱涝急转规律的认识与研究

旱涝急转是指某一地区或某一流域发生较长时间干旱时，突遇集中强降雨，引发山洪暴发、河水陡涨．客水入侵、内水难以及时外排的一种自然现象。旱涝急转极易造成人员伤亡、水库垮坝等重大经济损失。在防汛抗旱中，安徽省要充分认识旱涝急转的危害性，加强应急管理，具体包括思想上保持高度的警觉，加快防汛抗旱工程体系和预测预警体系建设，有效应对旱涝急转。     

特高压输电线路负序方向纵联保护

采用数字式二阶RC低通滤波器和半波差分傅里叶算法，结合相序变换滤取负序分量，可在微机保护中实现负序方向元件，并可在故障初几毫秒内正确动作。用该方法实现的负序方向元件可正确及时地捕捉到由不对称故障发展起来的三相短路故障瞬间的不对称，故可以反映各种不对称故障和由不对称故障发展起来的三相故障。仿真试验验证了用所提出的方法实现的负序方向元件用于特高压输电线路的可行性和优越性。     

Teaching-Material Design Center: An ontology-based system for customizing reusable e-materials

Use of electronic teaching materials (e-material) to support teaching is a trend. e-Material design is therefore an important issue. Currently, most e-material providers offer a package of solutions for different purposes. However, not all teachers and learners need everything from a single package. A preferable alternative is to find useful material from different packages and combine them for a particular course. Currently, most educators collect the material manually, which is time-consuming and may result in missed material. In this paper, we describe a system – the Teaching-Material Design Center, which follows the standard of Sharable Content Object Reference Model – to separate e-material for use as teaching templates and learning objects and to label the material with use of semantic metadata for searching. This system can find existing teaching templates and learning objects for e-material designers and provide a convenient environment for constructing customized e-material for different requirements. We describe the implementation and evaluation of the proposed system for a course. Our system is efficient in finding teaching templates and learning objects and shortening the e-material development process.     

通过报表开发提高MAXIMO系统在设备管理中的应用效果

针对国内许多企业由于在管理理念、模式、人员素质等因素的影响下导致引进的设备信息管理系统无法成功实施的难题，通过在海洋油田使用MAXIMO系统过程中对报表的开发应用，为提高MAXIMO系统在管理中的实施效果提出了新的管理思路。     

龙滩水电站地下引水发电系统混凝土施工技术浅析

龙滩水电站地下引水发电系统混凝土工程具有规模大、结构体形复杂、质量要求高等特点,在混凝土施工过程中,采用了斜竖井全断面滑模技术、免装修混凝土施工技术、蜗壳混凝土浇筑技术、隧洞底拱翻模技术、特大型断面边顶拱混凝土衬砌施工技术等,这些技术的应用较好地完成了混凝土施工。     

哈拉沁水库泄洪洞进水塔静动力分析

利用4—21节点块体单元对哈拉沁水库泄洪洞进水塔进行离散,分析6种工况下进水塔结构的自振特性，并通过反映谱法计算顺水向和垂直水向结构的抗震动力响应，包括结构的动位移和动应力。将动力计算结果与静力计算结果进行叠加，成果显示进水塔的变形和强度均满足要求，为工程设计提供了依据。     

改进灰色神经网络模型在电量预测中的应用

研究过程中分析比较了人工神经网络和灰色模型的优缺点,尝试将人工神经网络模型与改进灰色模型进行有机结合,从而提出了改进灰色神经网络模型。新的耦合方式发挥了灰色预测方法中累加生成的优点,便于神经网络进行训练,又避免了灰色预测方法带来的误差,提高了预测精度,是一种新的有益探索;为实际工程应用提供了重要的参考。
